Housing Partnership is a member of Community Partners together with the Parent Child Center. Together, these nonprofit organizations offer a comprehensive array of housing, community, and child and family mental health services. As member of Community Partners, these organizations have significant capacity to make a lasting, positive impact on our children, families, and communities. While each organization retains its own charitable 501(c)(3) status, they share consolidated financial statements, a common board, and administration under the name of Community Partners. The combined strengths of the agencies enable Community Partners to effectively address some of our community's most challenging financial, social, and emotional issues. Believing that impractical solutions to complex community issues require an approach that is both holistic and focused, Housing Partnership was formed in 1986 to help meet the community's need for affordable housing and believing that impactful solutions to complex community issues require an approach that is both holistic and focused, Housing Partnership was formed in 1986 to help meet the community's need for affordable housing and to assist in neighborhood revitalization efforts. Accordingly, we offer an array of innovative and economically sustainable paths to affordable housing and community living for low to moderate income families and those with special needs. Services include assistance in obtaining and maintaining housing for first-time homeowners; neighborhood planning; community development and community organization; after-school programs in targeted areas; supportive housing for the mentally ill and individuals struggling with addictions; and family-strengthening and empowerment programs. Housing Partnership remains a chartered affiliate of the national NeighborWorks America since 1996. The organization holds an "exemplary rating" from this prestigious, national intermediary chartered by Congress.

Form 990, Part III, line 2

This past year, Housing Partnership, Inc. evaluated its lines of businesses and their overall performance. During that review, it was determined that the organization should discontinue its first mortgage operations. This decision came in early 2015, and was due to the increased availability of lending resources in our community. Several low to moderate income lenders have competitive products and down payment assistance options that we could not provide.

Financial Statement Notes

Part IV, Line 1B:

The reported balance of cash-restricted, mortgage receivable and mortgage payable are maintained by Housing Partnership in connection with its "LIFT" program. HPI has no discretionary powers over the funds, and is to make payments as directed by the terms of the contract with NeighborWorks America for the benefit of the target population. In the acceptance of these funds, HPI recognized restricted cash, mortgages receivable and agency payable in the balance sheet of form 990.

Part IV, Line 2B:

HPI follows FASB ASC 958-605, not-for-profit entities, revenue recognition, to account for agency transaction funds with an unrelated entity.

Part X, Line 2:

HPI is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code of 1986 and have been classified as publicly supported organizations, which are not a private foundation under 509(a) of the Code. HPI did not engage in any unrelated business activities during the year ended September 30, 2015, and accordingly there is no provision for income taxes reflected in the accompanying consolidated financial statements. HPI adopted FASB ASC 740-10, Accounting for Uncertainty in Income Taxes. This standard seeks to reduce the diversity in practice associated with certain aspects of measurement and recognition in accounting for income taxes. It prescribes a recognition threshold and measurement attribute for financial statement recognition and measurement of a tax position that an entity takes or expects to take in a tax return. An entity may only recognize or continue to recognize tax positions that meet a "more likely than not" threshold. HPI assess the income tax positions based on management's evaluation of the facts, circumstances, and information available at the reporting date. HPI uses the prescribed more likely than not threshold when making the assessment. At adoption, HPI did not record any cumulative effect adjustment, and accordingly did not accrue any interest expense or penalties related to tax positions. There are currently no open Federal or State tax years under audit.

Each undertake very different activities but both work towards a common mission of Changing the Odds for children and families facing adversity.The Homeownership and Financial Capability division assists families to become self-sufficient by offering financial coaching, empowerment services, homebuyer education and coaching in order to achieve and maintain long term home ownership and financial stability in all communities. These programs have assisted over 1,000 families become homeowners since inception. Experience has shown that buyers who receive high-quality counseling and affordable mortgages have significantly lower default rates.The Supportive Housing division assists individuals and/or families with the skills to access affordable and permanent housing through the utilization of varied resources. This is accomplished through case management services, therapy services, and assisting with locating safe, decent, and affordable housing. The cornerstone of the Supportive Housing program is to promote independence, empower clients and increase social, emotional and economic stability.Supportive Housing serves adults with a chronic mental illness and/or substance abuse issue, extremely low-income families with special needs, and households with disabilities. Many clients have a history of hospitalization or other institutionalization, while some have been homeless or would face homelessness without our programs. Housing Partnership, Inc. is a charter member of NeighborWorks America and has maintained an Exemplary Status since 2012.

IRS990/ProgSrvcAccomActy2Grp/Desc0The BRIDGES Initiative - Housing Partnership is the lead agency for six neighborhood hubs that support families with young children. Funded by the Children's Services Council of Palm Beach County, the BRIDGES focus on awareness, education and support around parenting and early childhood development in critical geographic areas. Overall, BRIDGES facilitate family engagement, and serve to strengthen and build community capacity and resilience. BRIDGES offer tips and workshops for parents, information on healthy ways to help children grow and learn, fun family events, help connecting to community resources, and much more. BRIDGES support partnerships between organizations and residents of the communities to address and improve common social conditions that affect children and their families, with focus on community building and strengthening existing community assets. In 2015 BRIDGES served 1,761 families at our six Bridges sites in Riviera Beach, Belle Glade, Pahokee, Boynton Beach, Lake Worth and Highland Elementary providing services approximately 312 days of the yearBRIDGES ensured that over 70% of families who received an intake returned to participate in core servicesBRIDGES ensured that over 90% of the families living in concentrated areas of poverty received servicesThe goal of BRIDGES is to have a positive impact on the families they serve directly. Our program model believes that BRIDGES members who've been involved in a determined amount of service: (1) feel more supported in their role as a parent, and (2) are more knowledgeable about resources available to them (3) focal parents have no verified child maltreatment while engaged in services (4) focal parents have no verified child maltreatment after 1 year of service completion (1) 74% of parents felt more supported in their role as a parent(2) 81% of parents had a greater knowledge of resources in their community(3) 100% of focal parents had no verified child maltreatment while engaged in services(4) 99% of focal parents had no verified child maltreatment 1 year after service completionA successful engagement strategy is connecting passionate residents and parents to needs in their local community. BRIDGES has successfully engaged volunteers to serve over 1,800 hours of service in their neighborhoods.

IRS990/ProgSrvcAccomActy3Grp/Desc0Mentoring Programs - Our mentoring school-based programs operate in the high-need geographic locations of Pioneer Park Elementary in Belle Glade and Highland Elementary in Lake Worth. The mentored youth have an opportunity to form lasting relationships with significant mentors who provide guidance and support. Participation in a nurturing, stable relationship with an adult in their life increases their protective factors and helps the youth reach their fullest potential. The goal is to provide mentees with an opportunity to develop a positive relationship that will impact their success at school, at home and decrease their risky behaviors while interacting positively with their peers and increase their social-emotional health. We facilitated over 100 mentor / child matches this year. Our Mentoring programs are funded by the United Way of Palm Beach County. FY 2014-2015: Mentoring at HighlandOver the year, the program managed a total of 48 matches and currently has 35 active matches Provided 343 days of programmingProgram exceeded number of matches served by 9% with a 91.3% successful closure rate. 21 out of the 23 matches successfully closed exceed the one-year benchmark and eleven (11) out of the twenty-one (21) matches exceed three years or more including two matches that achieved five (5) years benchmark. Parent Engagement exceeded program goals and achieved 90% of all program parents participating in activities. Mentee surveys - 98.5% satisfaction with their mentorParent "Value of Mentoring" surveys - 97% satisfaction with program and identify positive behavior changes in their child.Mentors provided over 2000 hours of direct one-on-one mentoring and engaged 50 volunteersFY 2014-2015: Mentoring at Pioneer ParkDuring 2013-2014, Mentoring at Pioneer Park provided 343 days of programming and managed a total of 39 matches and currently has 30 active matches. The program exceeded its 'number of matches served' goal by 9%, and we had a 99% successful closure rate with eight (8) out of the eleven (11) closing successfully. Parent Engagement exceeded program goals with 80% of all program parents participating in an activity. We sustained the 99% mentee satisfaction with their mentor.The parent survey also sustained excellent results with 99% satisfaction and all parents noticing positive behavior changes with their child.Mentors provided over 1500 hours of direct one-on-one mentoring, and engaged 41 volunteers.

Children enjoy a wide variety of activities and programming that develop the assets in youth which lead to resilience and success. Our after school programming has been serving the Glades community for 17 years. We served over 225 children in the daily 'out-of-school' program, which yields a success rate greater than 94% of regular attendees (missing less than 3 days in a month). This corresponds to healthy school attendance patterns that promote "children being eager & ready to learn".Provided 332 days of programming.Hosted 12 events aimed at parent and youth engagement.Engaged over 30 volunteers.

Safe Kids Palm Beach County is committed to reducing and preventing injuries to children in Palm Beach County, raising public awareness of preventable injuries, supporting public policy on child safety, distributing safety materials to families in need, providing safety education to parents, caregivers, and children. Led by Community Partners, and funded by Children Services Council of Palm Beach County, Safe Kids Palm Beach County hosts ongoing safety events and lectures throughout the year to provide parents and caregivers with the information and equipment they need to help keep children injury-free.Community Events aimed at promoting safety education & awareness reached over 220,000 people and were successful in the following:8,000 residents educated at safety presentations809 car seats distributed to families in needOver 1,862 child car safety seat inspections performed 77 newly trained child passenger safety techniciansProvided over 350 days of programming that varies in events, trainings, and awareness eventsHosted and/or Participated in over 463 community eventsEngaged over 79 volunteers
IRS990/ProgSrvcAccomActyOtherGrp/Desc2Teen Outreach Program (TOP)-Our TOP program implements the nationally replicated, evidence-based Wyman's Teen Outreach Program (TOP ) model. TOP is a comprehensive youth development strategy that promotes the positive development of adolescents through a combination of curriculum-guided discussion and community service learning. Using a comprehensive curriculum called Changing Scenes , the model focuses on adult-facilitated discussions about values and decision-making, goal-setting, health, sexual development, and relationships. TOP has proven effective in increasing academic success and preventing teen pregnancy and other negative behaviors among program participants, while strengthening resiliency and building self-efficacy. The program provides teens with the necessary supports and opportunities to prepare for successful adulthood and avoid problem behaviors. Teen Outreach Program (TOP ) is funded by Children's Services Council of Palm Beach County.We facilitated 14 different TOP clubs and served 352 teens throughout the community both in school settings with Palm Beach County School District and in community based settings (Afterschool settings). We implemented TOP clubs weekly over a 9-month period and successfully achieved an 88% retention rate. Based on TOP teens pre/post surveys, the following outcomes were achieved and reported by our funder, Children's Services Council of Palm Beach County: School suspension decreased by 31%. Program target 12%.Course failures decreased by 42%. Program target was 24%. Pregnancy or causing a pregnancy decreased by 25%. Program target was 31%. TOP Teens provided more than 380 hours of volunteering by completing over 40 community service learning projects throughout Palm Beach County. The projects were implemented using the "youth-voice and youth-lead" approach.
