Form 990, Part I, Line 1

Housing Partnership, doing business as Community Partners of South Florida, offers a comprehensive array of housing, community, and child and family mental health services. Community Partners of South Florida has significant capacity to make a lasting, positive impact on our children, families, and communities. Believing that impractical solutions to complex community issues require an approach that is both holistic and focused, Housing Partnership was formed in 1986 to help meet the community's need for affordable housing and to assist in neighborhood revitalization efforts. Accordingly, we offer an array of innovative and economically sustainable paths to affordable housing and community living for low to moderate income families and those with special needs. Services include assistance in obtaining and maintaining housing for first-time homeowners; neighborhood planning; community development and community organization; after-school programs in targeted areas; supportive housing for the mentally ill and individuals struggling with addictions; and family-strengthening and empowerment programs. Housing Partnership remains a chartered affiliate of the National NeighborWorks America since 1996. The Organization holds an "exemplary rating" from this prestigious, national intermediary chartered by Congress.

Financial Statement Notes

Part IV, Line 1B:

The reported balance of cash-restricted, mortgage receivable and mortgage payable are maintained by Housing Partnership in connection with its "LIFT" program. HPI has no discretionary powers over the funds, and is to make payments as directed by the terms of the contract with NeighborWorks America for the benefit of the target population. In the acceptance of these funds, HPI recognized restricted cash, mortgages receivable and agency payable in the balance sheet of form 990.

Part IV, Line 2B:

HPI follows FASB ASC 958-605, not-for-profit entities, revenue recognition, to account for agency transaction funds with an unrelated entity.

Part X, Line 2:

HPI is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code of 1986 and have been classified as publicly supported organizations, which are not a private foundation under 509(a) of the Code. HPI did not engage in any unrelated business activities during the year ended September 30, 2024, and accordingly there is no provision for income taxes reflected in the accompanying consolidated financial statements.

IRS990/Desc0Supportive Housing Programs provide a blend of social service support and housing assistance to special needs populations, including homeless families, families with mental health or substance use issues who are also trying to transition from welfare to work, as well as adults with chronic mental illness. CPSFL has developed two properties for special needs populations and works with area landlords to facilitate decent, affordable independent living. The Homeownership Promotion and Preservation Program provides a full spectrum of homeownership services, including homebuyer education classes, pre-and post-purchase counseling, and access to residential mortgage and down payment assistance. (Continued on Schedule O)The Prosperity Center program offers low-income residents a one-stop source of financial empowerment services, including a matched-savings program for homeownership, help in resolving credit issues, money management assistance, ACCESS benefits assistance, education and job assistance, plus free VITA (Volunteer Income Tax Assistance) income tax services. SOFI (Security our Future Initiative), a workforce development program, targets households at 50% and below poverty level. The program provides financial literacy workshops, individual financial coaching, income tax preparation, resum writing, interviewing skills, and all training relevant to becoming financially literate and self-sustaining. SPSFL is a chartered member of the prestigious National NeighborWorks America (NWA), formerly known as Neighborhood Reinvestment Corporation, and as such receives technical and financial support with an emphasis on promoting affordable housing and neighborhood revitalization. In 2024, CPSFL added a rental counseling component which allowed us to provide rental counseling services to existing clients in the pipeline. It can take years to reach mortgage capacity based on income and credit. Many of our clients have been working for several years to purchase a home. While they wait, we offer educational workshops on tenant legal rights, case management, and access to rental assistance to support them in reducing their house cost burden and establishing a savings plan. The second new initiative under the Homeownership Promotion and Preservation is the Heirs Property Awareness and education program. This is a new initiative that began in 2024 with the support of JP Morgan Chase. CPSFL currently has a MOU with the Legal Aid Society of Palm Beach County to deliver the educational workshop and help our client to navigate the process of Estate Planning and Probate. Community Land Trust (CLT), CPSFL developed nine (9) homes through a $1.3 million grant from Florida Housing Finance Corporation and Palm Beach County Department of Housing and Community Development for use in its Community Land Trust (CLT), In accordance with the operating structure of a CLT, the land underneath the homes is owned by CPSFL, while the homeowner purchases and owns the improvements. The homeowners only pay the purchase price and taxes for the improvements and lease the land from CPSFL for a nominal amount. This arrangement allows for favorable financing and lower real estate taxes for the homeowner. There are resale restrictions, and the unit must be sold to qualified buyers earning 80% and below of the Palm Beach County AMI, adjusted annually. We are hoping to transfer this entire program to the Land Trust of Palm Beach and Martin County that has more capacity to administer the program in 2025.The Lending Program provides brokerage services for FAHE and serves as a corresponding lender for Bank United, originating and closing loans under CPSFL. The goal is to close 12 to 15 loans. CPSFL also originates and closes deferred second mortgages. In 2024, lending and homeownership were more than challenging. Combining high interest rates with the lack of inventory, we did not close any loans for the fiscal year 2023-2024. Currently, we serve mainly Palm Beach County, and

IRS990/ProgSrvcAccomActy2Grp/Desc0Community Services - BRIDGES, CPSFL is the lead agency for five BRIDGES sites in Palm Beach County: in the communities of Belle Glade, Pahokee, Riviera Beach, and two sites in Lake Worth. The purpose of the BRIDGES (a community hub concept) is to coordinate with organizations and create partnerships within the community with a focus on increasing healthy births, decreasing child abuse and neglect, and increasing school readiness and third grade school success in specific geographical areas. Funded by the Children's Services Council of Palm Beach County (CSCPBC), BRIDGES are neighborhood hubs across Palm Beach County that help parents raise children to be healthy, safe, and strong. (Continued on Schedule O)BRIDGES offers parent-child activities, safety fairs, family-friendly events, parenting workshops, lending libraries, connections to local resources, community advocacy, and more. Information is provided on wellness for adults and children, and on help getting medical care for babies, pregnant women, and families with young children. CPSFL's Mentoring program offers a fun, safe, and structured opportunity for the one-on-one mentoring of children. The mentors and mentees meet weekly and participate in structured activities at school-based sites during the traditional after school hours. HPI's four mentoring programs use evidenced-based standards to guide safe and impactful mentoring relationships. Mentoring is a supervised onsite program that happens between 2:30pm to 6:30pm, Monday through Friday and Saturday 9am to 1pm at Highland, Pioneer Park and Pahokee elementary schools in addition to Lake Worth middle school. In addition to our current mentoring opportunities, "Mentees on the Move," HPI offers a STEM-focused (Science, Technology, Engineering, and Math) mentoring program made possible through the PBC STEM Learning Ecosystem hosted at the COX Science Center. Through collaboration with the COX Science Center and Aquarium and the support of generous local partners, this unique program is aimed to improve the STEM pipeline, inspire the next generation, and empower STEM professionals to positively influence our community. Preventing students from dropping out of the STEM talent pipeline is essential in meeting current and future U.S. job demands. There is still a high number of students that would like to pursue STEM careers, and this number is increasing. Youth received direct one-on-one mentoring with their adult mentors throughout the year. Youth together with their Mentors, explored and received opportunities to experience; art, games, exploration of careers, enriching field trips and sports workshops. Safe Kids is a community-based program that is dedicated to keeping all children birth to 19 years of age safe from preventable injuries. Preventable injuries are the #1 killer of all children in the U.S. As the lead organization for Safe Kids Palm Beach County, HPI offers education and resources for safety on the road, at home, and at play. Safe Kids conducted 300 community outreach educational sessions on injury mechanisms and hazards during the 2023-2024 fiscal year. Additionally, Safe Kids conducted car safety seat inspections, distributed child safety seats, bike helmets, home safety kits, and Pack n Plays to children in need throughout the county.Teen Outreach Program (TOP) is a youth development program that uses a teen club model. TOP achieves positive outcomes for youth by providing them with opportunities to learn new skills and practice them in an emotionally safe and supportive setting with caring, trained adult facilitators. The program's primary goals are to; Improve social and emotional learning, and life skills; Support development of a positive sense of self; Strengthen connections with others; Improve academic outcomes and decrease risky behavior. IRS990/ProgSrvcAccomActy3Grp/Desc0Child and Family Mental Health Services (CFMHS) - Therapy Services provides comprehensive behavioral health services for children, adolescents, adults, and their families. Counseling services focus on decreasing the impact of emotional, social, and behavioral issues related to stress, trauma, adjustment issues, or any other mental health disorder. Therapists utilize both in-person and telehealth platforms to increase client access to services and to meet each client's individualized needs. The High-Fidelity Wraparound (HFW) program provides services for children, adolescents, adults, and their families who are experiencing significant emotional difficulties. (Continued on Schedule O)HFW is a nationally recognized, structured, team-based, evidenced-based approach focusing on the internal strengths of the client/family and promotes self-advocacy. The primary goal is to link, advocate, coordinate, and monitor services that will benefit the person's mental health.School Based Programs provide mental health services to students identified by school personnel for social, emotional, and behavioral issues in partnership with the Palm Beach County School District. The Intake Department is responsible for coordination and mental health assessment for the incoming client referrals. All referrals are screened, assessed, and clients are connected to appropriate services based on their complete mental health assessments, client's needs, and client choice. The Psychiatric Services program provides psychiatric services to adults and to children and adolescents between the ages of 5 and 19. The Psychiatric program consists of two contract psychiatrists, each providing psychiatric services (psychiatric evaluations and medication management).

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Strategic Initiatives:Healthier Glades, and Healthier Lake Worth Beach are community-driven health initiatives aiming to increase health equity for individuals, to impact lasting and sustainable changes for organizations and systems related to health and well-being, to establish a learning framework to evaluate the overall impact, and to change the behavioral health outcomes for residents.Amplifying Impact is a social enterprise effort that amplifies resident voice through community engagement. Utilizing a variety of facilitative strategies, CPSFL connects system representatives to residents through guided interviews, focus groups, dialogues, action forums, conferences, and participatory processes to create positive community change that includes everyone. Working directly with local communities, Amplifying Impact efforts aim to equip residents to take action and make their voices heard on topics such as racial equity, poverty reduction, education reform, and building strong neighborhoods. In 2024, the Amplifying Impact supported the NeighborWorks Florida Collaborative Community Leadership Institute, in Orlando, Florida. The Institute gathered residents and practitioners across the state to learn about innovative practices in disaster relief, real estate development, financial sustainability, and resident engagement.AmeriCorps VISTA links high-caliber national volunteers with nonprofit programs and agencies aspiring to end poverty. Each program or agency understands that this can only be accomplished by increasing their internal capacity to sustain their efforts for years to come. AmeriCorps Members apply to 'serve' at a site for one year and to work on goals identified by the 'site'. These goals are updated annually, for a total of three years, to move their program or agency towards sustainability.The Digital Inclusion Program, an equity investment from Quantum Foundation and the Community Foundation of Palm Beach and Martin Counties, is a community-based strategy to bridge the gap in digital access. Digital Inclusion refers to the activities necessary to ensure that all individuals and communities, including the most disadvantaged, have access to and use of Information and Communication Technologies (ICTs). This includes five elements: 1) affordable, robust broadband internet service; 2) internet-enabled devices that meet the needs of the user; 3) access to digital literacy training; 4) quality technical support; and 5) applications and online content designed to enable and encourage self-sufficiency, participation and collaboration.
