Mission: to enable the preschool children of low-income, working families in our community to make a great start toward a bright future by providing outstanding, nationally-accredited early care and learning programs. By providing high quality early childhood education, the child development association (cda) prepares youngsters for success in school. By providing affordable full-day care, the cda strengthens families so they may maintain stable employment, fully contribute to our community and nurture their children. Vision: a. To offer exemplary early care and learning programs in a modern building that is a thriving hub of community programs that benefit children and build families and that garner strong community, corporate, government and endowed support. B. To reach beyond our classrooms to lead the community in advocacy on behalf of young children and their families.

The draft 2015-2016 audit and 2015 form 990 are first reviewed by the finance committee meeting with the independent auditor. The revised documents are then provided electronically to the full board of directors for their review. Questions, comments and concerns are addressed by the finance committee and the auditor prior to the board final review of the documents. The board of directors approves the filing of the audit and form 990.

Determining the compensation of the executive director begins with a performance evaluation by the chair, immediate past chair, chair-elect and the chair of the human resources committee, which is shared with the full board. The executive director's compensation is reviewed by the human resources committee, which is comprised entirely of independent individuals and includes experienced, senior hr managers. Their review relies upon executive compensation data gathered from other local nonprofit organizations or other comparable bodies, and the cda's own past practice. Their recommendation is presented to the full board for approval.

Compensation of all employees begins with a performance evaluation by the supervisor. Compensation is then determined by the quality of performance and a review of market data to ascertain comparable salaries for comparable organizations. The cda strives to maintain competitive compensation rates in order to retain valued employees and to protect our investment in training and professional development of key employees.

Progress -parent-child conferences twice a year to inform parents about their child's progress and to engage them in their son or daughter's education -enrichment activities such as field trips, cultural performances and nature explorations our hardworking parents earned median incomes of only 18,200 in 2015-2016, so market-rate tuition of 250-300 per week would be utterly beyond their reach. With scholarships, our parents' median tuition payment was only 88 per week, but this still represents 20-25% of their household income. Our parents are making tangible sacrifices for their children's education. Scholarships made possible by generous partners are providing enormous opportunities like these: -jacob is a happy, energetic 3-year-old who has been at the cda since he was only one. Early on, our teachers identified a hearing/communication problem and the family advocate reached out to the family regarding a physician referral. Jacob has severe hearing loss but now has been fitted with a hearing aid, and receives fulton county schools' services for speech and language impairment and he is learning sign language. He is doing well in our classroom. Jacob's parents manage their own electrical repair shop, but earn only 15,600/year. -one mother relocated to the area for a good job with first data earning about 37,500. Although her income is above the cda average, market-rate tuition would equal 35-40% of her income, which is out of reach, so she enrolled her two-year-old son at the cda last year. He is described by teachers as 'extremely clever', and he is doing well. -another mother works for a local insurance company, while dad searches for work following a lay-off. They have two children at the cda, one in prek and the other in the one-year-old room. They live in the dunwoody springs elementary neighborhood.

Failure without additional support making the transition to kindergarten. And, in the summer of 2013, we were asked by bright from the start to help launch another pilot program-this one providing a six-week summer preparatory curriculum for english language learners entering prek in the fall. This rising prek summer transition program was renewed in 2014, 2015 and 2016 with two classrooms serving a total of 28 children. The prek summer program was also renewed in 2016 to serve 16 children.

The association is a nonprofit organization exempt from federal income taxes under internal revenue code section 501(c)(3). Income from certain activities not directly related to the organizations tax-exempt purpose is subject to taxation as unrelated business income. There was no unrelated business income for the years ended june 30, 2016 and 2015, respectively. In the opinion of management, the association continues to operate as a tax-exempt organization and, accordingly, no provision for federal or state income taxes has been recorded in the accompanying financial statements. Gaap requires management to evaluate tax positions taken by the association and recognize a tax liability (or asset) if the association has taken a position that more-likely-than-not would be unsustainable upon examination by a taxing authority. Management believes that it has appropriate support for any tax positions taken by the association, and as such does not have any uncertain tax positions that are material to the financial statements. The associations income tax returns are subject to examination by the appropriate regulatory agencies for all open years, which typically include the last three years filed.

THESE CHILDREN RECEIVED: -COMPREHENSIVE CURRICULUM PROMOTING COGNITIVE, PHYSICAL, LANGUAGE AND SOCIAL DEVELOPMENT -WHOLESOME NUTRITION, INCLUDING BREAKFAST, LUNCH AND A SNACK EACH DAY -IMMUNIZATION, HEALTH AND DENTAL SCREENINGS -DEVELOPMENTAL SCREENINGS THROUGHOUT THE YEAR TO MONITOR EACH CHILD'S PROGRESS -PARENT-CHILD CONFERENCES TWICE A YEAR TO INFORM PARENTS ABOUT THEIR CHILD'S PROGRESS AND TO ENGAGE THEM IN THEIR SON OR DAUGHTER'S EDUCATION -ENRICHMENT ACTIVITIES SUCH AS FIELD TRIPS, CULTURAL PERFORMANCES AND NATURE EXPLORATIONS OUR HARDWORKING PARENTS EARNED MEDIAN INCOMES OF ONLY 18,200 IN 2015-2016, SO MARKET-RATE TUITION OF 250-300 PER WEEK WOULD BE UTTERLY BEYOND THEIR REACH. SCHOLARSHIPS MADE POSSIBLE BY GENEROUS PARTNERS ARE PROVIDING ENORMOUS OPPORTUNITIES LIKE THESE: -JACOB IS A HAPPY, ENERGETIC 3-YEAR-OLD WHO HAS BEEN AT THE CDA SINCE HE WAS ONLY ONE. EARLY ON, OUR TEACHERS IDENTIFIED A HEARING/COMMUNICATION PROBLEM AND THE FAMILY ADVOCATE REACHED OUT TO THE FAMILY REGARDING A PHYSICIAN REFERRAL. JACOB HAS SEVERE HEARING LOSS BUT NOW HAS BEEN FITTED WITH A HEARING AID, AND RECEIVES FULTON COUNTY SCHOOLS' SERVICES FOR SPEECH AND LANGUAGE IMPAIRMENT AND HE IS LEARNING SIGN LANGUAGE. HE IS DOING WELL IN OUR CLASSROOM. JACOB'S PARENTS MANAGE THEIR OWN ELECTRICAL REPAIR SHOP, BUT EARN ONLY 15,600/YEAR. -ONE MOTHER RELOCATED TO THE AREA FOR A GOOD JOB WITH FIRST DATA EARNING ABOUT 37,500. ALTHOUGH HER INCOME IS ABOVE THE CDA AVERAGE, MARKET-RATE TUITION WOULD EQUAL 35-40% OF HER INCOME, WHICH IS OUT OF REACH, SO SHE ENROLLED HER TWO-YEAR-OLD SON AT THE CDA LAST YEAR. HE IS DESCRIBED BY TEACHERS AS 'EXTREMELY CLEVER', AND HE IS DOING WELL. -ANOTHER MOTHER WORKS FOR A LOCAL INSURANCE COMPANY, WHILE DAD SEARCHES FOR WORK FOLLOWING A LAY-OFF. IRS990/ProgSrvcAccomActy2Grp/Desc0GEORGIA PREK: SINCE AUGUST 2010, THE CDA HAS HAD THREE GA PREK CLASSROOMS AND HAS RETAINED ALL ITS PREK CLASSROOMS, DESPITE EXTENSIVE BUDGET CUTS ACROSS THE STATE, WHICH IS A TESTAMENT TO THE QUALITY OF OUR PROGRAM AND ITS VALUE TO OUR WORKING POOR POPULATION. THE STATE RAISED CLASS SIZE TO 22, SO WE ARE ABLE TO SERVE 66 PREK CHILDREN. OUR PREK PROGRAM HAS AN EXCELLENT REPUTATION: AN INDEPENDENT, NATIONAL STUDY OF PREK CLASSROOMS RANKED THE CDA ABOVE THE NATIONAL AND GEORGIA AVERAGES ON 9 OUT OF 10 CRITERIA IN 2012. IN 2012, THE CDA WAS CHOSEN FOR A SIX-WEEK PILOT PROGRAM, THE PREK SUMMER TRANSITION PROGRAM, WHICH SERVED 32 CHILDREN DEEMED TO BE AT RISK OF SCHOOL FAILURE WITHOUT ADDITIONAL SUPPORT MAKING THE TRANSITION TO KINDERGARTEN. AND, IN THE SUMMER OF 2013, WE WERE ASKED BY BRIGHT FROM THE START TO HELP LAUNCH ANOTHER PILOT PROGRAM-THIS ONE PROVIDING A SIX-WEEK SUMMER PREPARATORY CURRICULUM FOR ENGLISH LANGUAGE LEARNERS ENTERING PREK IN THE FALL. THIS RISING PREK SUMMER TRANSITION PROGRAM WAS RENEWED IN 2014, 2015 AND 2016 WITH TWO CLASSROOMS SERVING A TOTAL OF 28 CHILDREN. THE PREK SUMMER PROGRAM WAS ALSO RENEWED IN 2016 TO SERVE 16 CHILDREN.

IRS990/ProgSrvcAccomActy3Grp/Desc0KIDS EXPRESS: IN AUGUST 2010 AND JUNE 2012, THE CDA LAUNCHED KIDS EXPRESS, DROP-IN EARLY LEARNING CENTERS IN THE NORTH FULTON SERVICE CENTER AND ADAMSVILLE REGIONAL HEALTH CENTER RESPECTIVELY. THIS PARTNERSHIP WITH FULTON COUNTY ALLOWS YOUNGSTERS TO PLAY AND LEARN WITH CDA TEACHERS IN AN ENRICHED LEARNING ENVIRONMENT, WHILE THEIR PARENTS AVAIL THEMSELVES OF GOVERNMENT SERVICES AT THE GRADY CLINIC, WIC OFFICE, WORKFORCE DEVELOPMENT, AND OTHER AGENCIES LOCATED IN THE CENTER. FOR MANY LOW-INCOME PARENTS, KIDS EXPRESS IS THEIR FIRST EXPOSURE TO A HIGH QUALITY EARLY LEARNING ENVIRONMENT WITH QUALIFIED TEACHERS, SO WE USE THE OPPORTUNITY TO EDUCATE PARENTS ABOUT EARLY LITERACY AND SCHOOL READINESS. IN 2015-2016, KIDS EXPRESS RECEIVED ALMOST 2,000 VISITS BY MORE THAN 1,700 CHILDREN.
