“The return was prepared by an independent accountant with the assistance and oversight by management. Management presented the prepared form 990 to the finance committee of the board of directors for first-level approval. Following that, the finance committe presented the prepared form 990 to the full board at the first scheduled board meeting after its completion and prior to filing the form with the irs. Discussion of the form 990 with the full board was recorded in the minutes of the meeting. Questions and concerns were addressed by management and the finance committee.”
