The form 990 was prepared by rouse, rouse, penn and rouse cpa firm with data and other informational input from drba staff, drba board members and others. The final draft of the report will be distributed electronically to all board members on or before july 26, 2017, for their individual review prior to the august 9, 2017 board meeting. The board members should forward any questions concerning the report to tiffany hayworth, executive director prior to the august 9, 2017 board meeting. Lf a board member is unable to attend the august 9, 2017 meeting, then his or her comments or approval on the draft form 990 should be submitted to ms. Hayworth prior to the august 9, 2017 board meeting. A presentation and review of this 990 draft will occur at the august 9, 2017 board meeting, and this draft will be amended as necessary during this review process, prior to acceptance by the drba board and its individual members during or after the august 9, 2017 meeting.

The organization distributed a copy of the conflict of interest policy, with request that each member disclose an actual or potentional conflict of interest, sign, and return a copy of the policy. This distribution and request was made (1) at our board meeting (may 10, 2017), (2) by mail or email on july 10, 2017 to any board members that had not returned the forms. This information was assimilated into the 990 form as to related party transactions and potential conflicts of interest have been disclosed in this filing. Each board member is given a copy of the conflict of interest board policy upon election to the board. The copies that were requested from each board member (may - july 2017) are for transactions related to our 2016 activities on our form 990.

The personnel committee meets periodically (at least annually) to review the performance of the executive director and evaluate the competitiveness of the compensation package and the organization's capability to retain its staff, while evaluating information from other regional non profits as it relates to their disclosed compensation package information. When the executive director initially hired the personnel (then the committee consisted of the executive committee of the board), research was done concerning salary scales in similar organizations in order to establish a reasonable budget for compensation to discuss with candidates for the position.

Form 990, Page 2, Part III, Line 4A

The first outdoor classroom in rockingham county, nc which will serve 1,300 students and gave professional development training to educators across virginia. Drba also launched its first program for 3-5 year olds in 2016, the forest school, which provides structured guidance and instruction for parents and their children to learn safety and skills inspiring families to spend more time together safely in the outdoors. Two years after coal ash spill on the dan river, drba continues to remain committed to stewardship efforts in monitoring water quality and providing education to the public. In 2016, drba presented to 16 civic and school groups about the current state of the dan river and strategies the organization is doing to ensure that monitoring and water quality monitoring continues. Drba's citizen water quality monitoring (cwqm) program added a new location in halifax, va and 8 new volunteers, bringing the total to 58 volunteers currently monitoring regional waterways locally. Cwqm programs are now active in the city of danville, the city of martinsville and henry, halifax and patrick counties in virginia. Drba provided 6 free cwqm trainings in 2016. Drba volunteers and staff planted 6 riparian buffer demonstration sites and developed a riparian buffer catalog in addition to 250 storm drains markings throughout the basin. Drba managed 100 miles of river and trail cleanups in virginia and north carolina. Drba launched several new stewardship programs in 2016 including the water protector certification, storm drain marking, river watch and the riparian buffer project. Drba also completed it water quality implementation plan which highlights strategies to improve water quality throughout the entire watershed. Drba recruited almost 1,000 volunteers during 2016 to participate in education and stewardship projects. In addition, drba also participated in the eden riverfest, danville river district festival, smith riverfest, wild blue river festival, philpott lake safety day and rooster walk to promote education and stewardship and recruit volunteers; hosted first wild & scenic film festival & auction to inspire, engage and educate; planted 6 riparian buffer demonstration sites and developed a riparian buffer catalog. Volunteers marked, stenciled, and muraled over 250 storm drains throughout the basin. Drba also continued to invest resources in educating the public about the issues related to hydraulic fracturing, uranium mining, and coal ash waste.

Centers on a computer or smart phone. Drba also continued to lead efforts to implement regular flows from philpott dam to bring consistency to the river water quality and recreational usability. Drba also partnered with the town of bassett, va to develop "family fun floats" events on the smith river in va and the city of eden, nc to develop the "otter float" event for people to tube on the smith river in nc. Drba completed river kiosks at all river accesses in rockingham county, nc and piloted trail building training program for people with disabilities. Drba's smith river paw path was chosen by the governor for the state's virginia treasures program. Drba assisted with the development of the banister lake boat landing-blueway project and the leggett's bottom river access at cloverdale, va. Drba also completed the philpott blueway and lake-side signage projects and assisted vdgif and deq with temperature monitoring and aquatic surveys on the smith river.

DRBA PROVIDED ENVIRONMENTAL EDUCATION TO ELEMENTARY, MIDDLE, HIGH SCHOOL AND COLLEGE-AGED STUDENTS. THROUGH DRBA'S STREAMSIDE TREES IN THE CLASSROOM AND TROUT IN THE CLASSROOM PROGRAMS, 350 NATIVE TREES WERE PLANTED AND 2,000 TROUT WERE RELEASED INTO SMITH RIVER AND UPPER DAN RIVER. VOLUNTEERS MARKED, STENCILED, AND MURALED OVER 250 STORM DRAINS THROUGHOUT THE BASIN. SEVERAL MILES OF TRAIL ENHANCEMENTS WERE COMPLETED IN PATRICK AND HENRY COUNTIES, VA. DRBA ALSO HOSTED 4 RECREATIONAL OUTINGS WITH NONPROFITS AND BUSINESSES THROUGHOUT THE BASIN. DRBA COMPLETED AN ONLINE INTERACTIVE MAP THAT ALLOWS THE USER TO LOCATE PARKS, TRAILS, RIVER ACCESSES, HISTORIC ATTRACTIONS AND VISITOR CENTERS ON A COMPUTER OR SMART PHONE. DRBA ALSO CONTINUED TO LEAD EFFORTS TO IMPLEMENT REGULAR FLOWS FROM PHILPOTT DAM TO BRING CONSISTENCY TO THE RIVER WATER QUALITY AND RECREATIONAL USABILITY. DRBA ALSO PARTNERED WITH THE TOWN OF BASSETT, VA TO DEVELOP "FAMILY FUN FLOATS" EVENTS ON THE SMITH RIVER IN VA AND THE CITY OF EDEN, NC TO DEVELOP THE "OTTER FLOAT" EVENT FOR PEOPLE TO TUBE ON THE SMITH RIVER IN NC. DRBA COMPLETED RIVER KIOSKS AT ALL RIVER ACCESSES IN ROCKINGHAM COUNTY, NC AND PILOTED TRAIL BUILDING TRAINING PROGRAM FOR PEOPLE WITH DISABILITIES. DRBA STAFF WAS ELECTED ONTO THE BOARD OF THE VIRGINIA ASSOCIATION FOR ENVIRONMENTAL EDUCATION (VAEE) AND THE VIRGINIA MUSEUM OF NATURAL HISTORY BOARD OF TRUSTEES, WHICH IS APPOINTED BY THE COMMONWEALTH OF VIRGINIA'S GOVERNOR.
