Fasb asc topic 740, "income taxes", requires income tax benefits to be recognized for income tax positions taken or expected to be taken in a tax return, only when it is determined that the income tax position will more-likely-than-not be sustained upon examination by taxing authorities. As the organization reports on the accrual basis of accounting, any adjustments made by tax authorities are recorded when assessed. IRS990/Desc0Department of Motor Vehicles Grant/SAFE Roadways in Chesterfield County: SAFE received a grant in 2018 from Virginia Highway Safety Office through the Virginia Department of Motor Vehicles to implement a mass and social media campaign to reduce and prevent alcohol and drug-impaired driving related crashes with 18 25 year olds. As in the previous years, SAFE used the translated #HoldTheKeys in Spanish, #TengaLaLlave, for use on Spanish radio, television and social media outlets to target education and awareness towards the Chesterfield County Latino community. SAFE partnered with Chesterfield County Police to gather data and conduct interviews and focus groups with patrol officers, DUI training instructors, Drug Recognition Experts, Commonwealths Attorney and adult Drug Court participants. The final needs assessment report, including findings and recommendations, has been shared with community partners and published on the SAFE website. Using this information, SAFE created the Drug Impaired Driving :30 second video PSA. The #HoldTheKeys and #TengaLaLlave PSA was featured 243 times on radio and 120 times on Spanish radio. The radio campaigns made over 807, 950 gross impressions in Chesterfield County. The #HoldTheKeys and Drug Impaired Driving ad buys continued to reach great numbers of young adults in this grant cycle: across Facebook, Instagram, Twitter and cable, SAFE was able to reach over 154,170 people and make over 1,844,788 impressions. SAFEs social media accounts made 393 posts that were related to drinking and drug-impaired driving prevention messaging. SAFEs social media campaigns made 673,108 impressions across Facebook, Twitter, and Instagram. SAFE has received funding from Virginia Highway Safety Office for the 2019 grant cycle to continue airing the Drug Impaired Driving drinking and drug-impaired driving prevention campaign along with other drug-impaired driving outreach strategies in the community. The 2019 Young Adult Survey measures attitudes, perceptions and behaviors related to substance use of 18-25 year olds in Chesterfield County. There were 310 responses this year (211 English, 99 Spanish). 91.35% are concerned with the issue of driving under the influence of alcohol and 89.45% are concerned with the issue of drug-impaired driving (marijuana and opioids) in their community. Other significant YAS results: -In the past 30 days, 91.35% of participants did not drive under the influence of alcohol -In the past 30 days, 89.45% of participants did not drive under the influence of drugs (marijuana or opioids) -59.85% of participants believe there is a great risk when driving after consuming 1-2 alcoholic beverages -93.92% of participants believe there is a great risk when driving after consuming 4-5 alcoholic beverages -71.84% of participants believe there is a great risk when driving after consuming prescription opioids -64.21% of participants believe there is a great risk when driving after using marijuana -18.82% of participants chose to call a cab after drinking or using drugs -33.21% of participants chose to ask a sober friend for a ride home after drinking or using drugs

IRS990/ProgSrvcAccomActy2Grp/Desc0SAFE Opioid and Heroin Prevention Task Force: The SAFE Opioid and Heroin Prevention Task Force was established out of a heroin prevention summit hosted by Chesterfield County Police and SAFE in July 2015. The task force consists of education and prevention, law enforcement, medical, and treatment and recovery committees. Task force members include various public and private sector professionals as well as those who have been personally affected by substance use disorder or have lost a loved one to overdose. Following the successful completion of the extensive Chesterfield County needs assessment and strategic planning phases, the Partnerships for Success needs assessment team joined forces with the SAFE Opioid and Heroin Prevention Task Force to further increase collaboration with our community partners as we move forward towards the next year of strategy implementation. Task Force Accomplishments include: -Distributed over 33,000 heroin treatment resource cards throughout the community since 2015. -Completed Year 4 of the Partnerships for Success grant with Chesterfield County Prevention Services. -Over 21,000 pounds of medication collected at medication take-back events with Chesterfield County Police Department and Sheriffs Office since 2010. -Legislative Advocacy during General Assembly 2019 including a Rally Day in which task force and community members met with legislators to advocate for bills related to opioid and heroin. -Secured additional funding for related strategies: HIDTA grant, OROC grant, CARA grant, and Huguenot Trail Rotary. -Medication disposal box placed in the Chesterfield County Police Department Headquarters on Iron Bridge Road in July 2018. We have collected over 1,100 pounds of medication at this site. -Continually growing and adding new members to the task force for further collaboration.

IRS990/ProgSrvcAccomActy3Grp/Desc0Partnerships for Success and Opioid Prevention Treatment-Recovery Grants: In 2018, SAFE entered year 4 of 5 for the Partnerships for Success Strategic Prevention Framework (PFS-SPF) grant in partnership with Chesterfield County Mental Health Support Services Prevention Services to address opioid and heroin use among 12 25 year olds in Chesterfield County. The Opioid Prevention Treatment and Recovery Grant (OPT-R) provided supplemental funding to expand the PFS strategies. One featured strategy of these grants was the Medication Safe Storage and Disposal campaign. A 30-second PSA was aired to educate adults on the dangers of prescription medication misuse and the importance of safe storage and disposal of these medications. From August to September in 2019, the PSA made 281,000 impressions through over-the-top delivery, reached 98,000 households through cable advertising, and made 809,000 impressions on through social media. Additionally, the campaign has distributed: 18,100 medication disposal pouches; and 774 medication lock boxes. The PFS and OPT-R funding has been approved for the next fiscal year, allowing SAFE and Chesterfield County Prevention Services to continue implementing opioid and heroin prevention strategies.

Our efforts also helped defeat a bill to add 5 more pharmaceutical processors, one for each region. -Vocal in contesting CBD billboards and advertising in our community and supported Smart Approaches to Marijuana (SAM) in defeating a pro-marijuana bill on Capitol Hill

The Latino Coalition made 71 posts on Facebook this year, reaching 3,650 people. The radio spot TengaLaLlave aired a total of 120 times with 256 downloads, 7,483 opens and 368 active users. The Latino Coalition Coordinator and Latino volunteers also reached Chesterfield County

IRS990/ProgSrvcAccomActyOtherGrp/Desc5Comprehensive Addiction Recovery Act (CARA) Grant: SAFE received a grant of $49,849 a year for 3 years (2018-2021) through Substance Abuse and Mental Health Services Administration (SAMHSA) of the U.S. Department of Health & Human Services. The purpose of this federal grant is to address the opioid epidemic, encompassing all six pillars necessary for such a coordinated response prevention, treatment, recovery, law enforcement, criminal justice reform, and overdose reversal. SAFE is using this grant money to promote youth leadership in prevention and reduction of opioid and prescription drug misuse

IRS990/ProgSrvcAccomActyOtherGrp/Desc10VA ABC Grant: SAFE was awarded $8,700 from the Virginia Alcoholic Beverage Control Authority for alcohol compliance checks in 2018. SAFE implemented alcohol compliance checks, a proven best practice environmental strategy to decrease alcohol sales to minors. 137 stores were checked twice throughout the year, once in the spring and once in the fall. In the fall, the non-compliance rate was 9.5%. In the spring, the non-compliance rate was 12.07%. The average non-compliance rate for stores selling alcohol to minors is 10.79%. The purpose of this state grant is to address the opioid epidemic through expanding existing opioid addiction response efforts and establishing new efforts in high-risk communities. The creation of the OROC position at SAFE provided support for the implementation of existing PFS, SAFE OHPTF, and HIDTA strategies, including distribution of the Opioid and Heroin Treatment Resource card through a Valpak
