The board reviews a draft of the form 990 at a board meeting prior to the return being filed.

Form 990, Part VI, Section B, line 12C

New & incoming Directors, Principal Officers, Members of the Board and people with financial interest or fiduciary responsibility (all interestd persons)sign a conflict of interest declaration. An Interested person has the duty to disclose a conflict of interest to the directors and members of committees with board-delegated powers. After disclosure the interested person, shall leave the board or committee meeting while the final determination of a conflict of interest is discussed and voted upon. The remaining board or committee members shall decide if a conflict of interest exists. The interested person may make a factual presentation on matters retlating to the conflict of interest, but shall leave the meeting during the discussion and voting on the matter.

The executive director's salary is reviewed and approved by the board and is compared to data from the mn council of nonprofits salary and benefits survey. The last compensation review was completed in 2014. Compensation has been frozen since that time due to budget constraints.

Form 990, Part III, Line 1

Progressive Technology Project focuses primarily on building the capacity of groups organizing in low-income, immigrant, and/or communities of color across the United States. We work specifically with organizations striving to achieve social, economic and environmental justice. PTP's mission is to help these organizations achieve their goals more effectively and efficiently. We do that by helping groups strengthen their capacity - infrastructure, skills, understanding and practice - to integrate proven technologies into the daily life of their organizations.

Financial Statement Notes

Part X, Line 2:

The accounting standard on accounting for uncertainty in income taxes addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under that guidance, the Organization may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. Examples of tax positions include the tax-exempt status of the Organization and various positions related to the potential sources of unrelated business taxable income (UBIT). The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits identified or recorded as liabilities for the years ended December 31, 2016 and 2015.

IRS990ScheduleA/FactsAndCircumstancesTestTxt0Progressive Technology Project (PTP) satisfies all of the following requirements to qualify as a public charity:#1Because PTP's percentage of public support is less than 33 1/3%, it is not publicly supported under the 33 1/3 test. However, PTP qualifies for public charity status under the facts and circumstances test because the public support normally received is 10% or more of its total support received. #2Progressive Technology Project received its 501(c)3 public charity status in 1998 and has operated as such since that time. PTP's programs and services are 100% targeted to the public in the form of trainings and programs dedicated to strengthening the infrastructure of social justice and community organizing groups across the nation. Currently, PTP's Powerbase Database Program, People of Color Technology Training Program, Digital Security Training Program, as well as partnerships with May/First People/Link, and two national funds/research & education centers serve over 100 public charity organizations across the United States each year. Our programs have served to strengthen and bolster the success of these 100+ 501(c)3 public charity groups, and their increased success means that an exponentially increasing number of their constituents are receiving invaluable services to enrich and improve their lives. PTP's programs are organized in a manner which attracts funding, mainly because through funding PTP, a donor is able to exponentially increase their impact due to the fact that PTP serves other 501(c)3 nonprofit organizations, thus allowing a funder to indirectly improve the lives of a wide variety of constituents across the nation. Though this is the case, the funding world changes rapidly and has entered an extremely challenging period as of late. Funding is drying up for many nonprofit organizations through no fault of their own and the pool of available funders is shrinking. It is increasingly difficult to maintain a diversified funder base, however, this is PTP's utmost goal.#3Because Progressive Technology Project's percentage of public support is 29%, it is not publicly supported under the 33 1/3 test. However, PTP should qualify for public charity status under the facts and circumstances test because its public support is 10% or more of its total support. PTP has undertaken aggressive efforts throughout 2015-2016 to secure additional foundation funding as well as attract individual donors. The organization held an event in 2015 to drive excitement for individual funders and followed up with monthly giving and email campaigns, securing one major donor and several monthly donors. From 2015-2016, PTP has sent over 25 Letters of Interest to new potential funders as well as continued building relationships with former funders, 2nd or 3rd year LOI funders and current funders. Despite these efforts, the current field of foundation funding is undergoing major change and this has been challenging for many 501(c)3 charity organizations. PTP is pleased to have dedicated funders who have helped see us through this challenging time, however, we cannot control the funding sector and their lack of desire to fund imperative capacity building work for grassroots social justice groups. There is a lack of understanding and interest among funders or individuals about the grave importance for strategic technology capacity building work. Without this support, grassroots social justice groups would not be able to serve their constituents. Due to our fervent dedication to support the social justice sector in this manner, PTP is shifting its valuable time and resources to building partnerships with other like-minded organizations in order to exponentially increase our chances of attracting new funding as well as strengthening our message about the importance of strategic use of technology, digital security and People of Color technologists gaining skill and ability to represent the sector itself in the technology realm. Under that guidance, the Organization may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. Examples of tax positions include the tax-exempt status of the Organization and various positions related to the potential sources of unrelated business taxable income (UBIT). The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits identified or recorded as liabilities for the years ended December 31, 2016 and 2015.
