Mission

The Grassroots Policy Project encourages greater grassroots participation in civic affairs and debate. It helps member-based grassroots organizations with leadership development, issue research and communications. It works especially in the areas of housing, education and health care.

Grassroots Policy Project works to transition community and labor organizing from short-term strategies aimed at winning incremental change towards long-term strategies for structural transformation. We provide strategic consulting and education for grassroots organizations.

Program Service AccomplishmentsNew Partner ProgramTides Advocacy (a 501(c)4) began a Grassroots Power Program project. The purpose of the project is to articulate and critically analyze the role of the grassroots left in elections, supporting strategic dialogue across movement sectors and electoral geographies. The Organization was reimbursed for certain expenses by Tides Advocacy related to this project.The Organization shares some operational expenses with the Grassroots Power Program, a sponsored project of an Internal Revenue Code Section 501(c)(4) nonprofit. During the years ended December 31, 2022. The Organization received reimbursement from the Program of approximately $67,059 for consulting and operational expenses.

Financial Statement Notes

Part X : FIN48 Footnote

The Internal Revenue Service and the California Franchise Tax Board have determined that the Organization is exempt from federal and state income taxes under IRC 501(c)(3) and California RTC 23701(d). The Organization has evaluated its current tax positions as of December 31, 2022 and is not aware of any significant uncertain tax positions for which a reserve would be necessary. The Organizations tax returns are generally subject to examination by federal and state taxing authorities for three and four years, respectively, after they are filed.

IRS990ScheduleA/FactsAndCircumstancesTestTxt0Current Year Facts and Circumstances: Grassroots Power Project (GPP) has evaluated the five-factor facts and circumstances test and believes it should continue to be treated as a public charity. GPP receives more than 10% of its support from public sources. It is actively engaged in attracting additional public support on an ongoing basis. It has a representative governing board. It makes its programs broadly available. As the Organization is not a membership organization the fifth factor is not applicable. Percentage of public support. GPPs public support is 28.51%, substantially above the 10% facts and circumstances threshold. GPP already attracts meaningful public support, intends to be publicly supported, and is actively engaged in activities that are intended to attract new and additional public or governmental support on a continuous basis. Additionally, a large majority of GPPs excess contributions consist of amounts raised through the Ford Foundation as part of a 4-year grant and through the California Endowment as part of a 2-year grant. GPP accounted for both contributions in the annual reports as is best practice in an accrual-based accounting system. GPP expects its public support % to increase over the next few years. Sources of support. GPP currently attracts support from individuals and community groups and continues to expand its sources of support, including potential governmental sources of support. Availability of public facilities or services; All of GPPs programs services are available to the broad general public without charge. GPPs program is designed to engage staff and leaders of advocacy groups in education and strategic planning for more effective interventions on behalf of the communities they serve. In 2022, GPP worked with advocacy coalitions in seven states, conducting strategic planning and education sessions in each state. In addition, GPP worked with three national networks, conducting sessions that reached hundreds of leaders, developing briefing papers, and co-developing curriculum materials.These leaders are using GPPs curriculum with their organizations, extending the reach of GPPs work exponentially. Representative governing body. GPPs board consists of four members, all of whom are independent from the organization, and are not family members of GPPs officers or other board members. GPPs board members include veteran community organizers, educators, strategists, and academics that help sharpen and strengthen the mission of GPP.
