After all the questions have been addressed and resolved, the board members will receive copies of the annual audit and draft of the form 990 for their review. Any additional questions will be resolved by the financial administrator at the next board meeting, the executive committee will recommend to the board that the annual audit and the draft form 990 be approved for filing. The board will vote upon this recommendation. The board has the ultimate decision making authority (other committees may recommend but have no decision making authority).”
“Harbel's conflict of interest policies cover all officers, board members, and staff members. Annually, officers and board members (including employees with positions equivalent to ceo and cfo) are presented with a form stating that they understand and agree to comply with the conflict of interest policy. If no conflicts are received, each person signs and dates a copy of the form and it is retained in harbel's records, potential conflicts of interest are monitored by the program directors and officers. A board or staff member with a conflict of interest would be prohibited from participating in deliberations and decisions in the transaction.”
“The board of directors reviews and establishes the compensation for the community organizer and general secretarial / clerical staff. Among the elements used by the board in its deliberations are the most recent salary survey done by the maryland association of nonprofit organizations. The recent year-to-year changes in the cpi, and harbel's fiscal condition. Staff compensation is part of the budget process. At its april meeting, the executive committee, which consists of the current officers and previous president, reviews the proposed budget for the coming fiscal year, including staff compensation, and makes a recommendation to the full board. At its may meeting, the board of directors reviews and approves the budget which includes the levels of compensation. This procedure is followed yearly and documented.”

“Harbel is a not-for-profit organization that is exempt from income taxes under section 501(c)(3) of the united states internal revenue code and is recognized as such by the internal revenue service. The provisions included in accounting principles generally accepted in the united states of america provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition of tax positions taken or expected to be taken in a tax return. Harbel performed an evaluation of uncertain tax positions as of june 30, 2021 and 2020, and determined that there were no matters that would require recognition in the financial statements or which may have any effect on its tax-exempt status. As of june 30, 2021, the statute of limitations for fiscal years 2018 through 2021, remains open with the u.s. Federal jurisdiction tax returns.”

HARBEL HOUSING IS A HUD CERTIFIED HOUSING COUNSELING AGENCY AND OUR HOUSING COUNSELORS ARE CERTIFIED THROUGH THE MARYLAND HOUSING COUNSELOR NETWORK. OUR FUNDS ARE AUDITED ANNUALLY, AND WE ARE REVIEWED BY HUD EVERY TWO YEARS AND ANNUALLY BY BOTH BALTIMORE CITY AND BALTIMORE COUNTY GOVERNMENTS. WE HAVE NEVER BEEN CITED FOR PROBLEMS. HARBEL ALSO HAS A COMMUNITY RELATION DEPARTMENT. THIS DEPARTMENT HELPS TO ORGANIZE AND STRENGTHEN COMMUNITY ORGANIZATIONS AND BUSINESS ASSOCIATIONS IN THE AREA. WE PROVIDE INFORMATION, REFERRAL, AND ADVOCACY SERVICES. THE PROGRAM DIRECTOR OVERSEES A PROGRAM WHICH SERVES 27 COMMUNITIES WITHIN OUR CATCHMENT AREA WITH NO ADDITIONAL STAFF. IN ADDITION HARBEL SUPPORTS THE NORTH EAST CITIZENS PATROL. DURING FISCAL YEAR ENDED 6/30/20, THE AGENCY ADMITTED534 TO TREATMENT. MANY PERSONS ADMITTED TO TREATMENT WERE UNINSURED OR HAD THEIR TREATMENT COVERED THROUGH MEDICAID FUNDS. WE ALSO ACCEPT PRIVATE INSURANCE AND OUT OF POCKET PAYMENTS BASED ON A SLIDING FEE SCALE. STAFF MAY USE TECHNIQUES SUCH AS MOTIVATIONAL INTERVIEWING, ADOLESCENT COMMUNITY REINFORCEMENT APPROACH AND COGNITIVE BEHAVIORAL THERAPY AS THESE ARE INTERVENTIONS WHICH HAVE BEEN FOUND TO BE EFFECTIVE WITH SUBSTANCE ABUSERS. COUNSELING STAFF ARE REQUIRED TO BE LICENSES OR CERTIFIED BY A MARYLAND HEALTH OCCUPATIONS BOARD, OR TO BE A TRAINEE WORKING UNDER SUPERVISION. SOME SERVICES ARE ALSO PROVIDED BY STUDENT INTERNS FROM LOCAL COLLEGES, WHILE WORKING UNDER THE SUPERVISION OF A LICENSED OR CERTIFIED STAFF MEMBER. IN ADDITION, HPRC HAS ALSO CREATED NEW PARTNERSHIPS WORKING WITH ADOLESCENTS IN TWO MAJOR HIGH SCHOOLS IN BALTIMORE CITY, CITY NEIGHBORS HIGH SCHOOL AND MERGENTHALER VOCATIONAL TECHNICAL HIGH SCHOOL. STAFF PROVIDE SUBSTANCE ABUSE COUNSELING SERVICES AT BOTH LOCATIONS. PARTNERSHIP CONDUCTED 44 HOME BUYER WORKSHOPS WITH 1,976 ATTENDEES, AND 35 PRESETTLEMENT WORKSHOPS WITH A TOTAL ATTENDANCE OF 1,321, EXCEEDING OUR GOALS BY 48% AND 71% RESPECTIVELY.
