Harbel is a caring multipurpose organization that works to build and support our communities through service, advocacy, and empowerment.

The mission of harbel is to unite organizations and groups in order to provide a vehicle in which to define and solve problems common to the community. Harbel's goals are to: (1) provide a forum through which citizens can democratically and effectively improve their community and (2) peovide direct service to meet community needs.

Form 990, Page 6, Part VI, Line 11B

Form 990 review process: the executive committee reviews the annual audit and draft form 990 in detail along with the executive director, the financial administrator, and the auditors. After all the questions have been addressed and resolved, the board members will receive copies of the annual audit and draft form 990 for their review. Any additional questions will be resolved by the financial administrator. At the next board meeting, the executive committee will recommend to the board that the annual audit and the draft form 990 be approved for filing. The board will vote upon this recommendation. The board has the ultimate decision making authority (other committees may recommend but have no decision making authority).

Explanation of monitoring and enforcement of conflicts: harbel's conflict of interest policies cover all officers, board members and staff members. Annually, officers and board members (including employees with positions equivalent to ceo and cfo) are presented with a form stating that they understand and agree to comply with the conflict of interest policy. If no conflicts are received, each person signs and dates a copy of the form and it is retained in harbel's records. Potential conflicts of interest are monitored by the program directors and officers. A board or staff member with a conflict of interest would be prohibited from participating in deliberations and decisions in the transaction.

FORM 990 - ORGANIZATION'S MISSION

Counseling staff are required to be licensed or certified by a maryland health occupations board, or to be a trainee working under supervision. Some services are also provided by student interns from local colleges, while working under the supervision of a licensed or certified staff member. Staff may use techniques such as motivational interviewing and cognitive behavioral theraphy as interventions which have been found to be effective with substance abusers.staff build therapeutic relationships with clients which include good rapport between counselor and client. Individualized treatment plans are used to guide the treatment process.

Been cited for problems. Highlights from fiscal year ended june 30, 2015: harbel housing conducted 40 home buyer workshops with 1,385 attendees, and 25 pre-settlement workshops with a total attendance of 777, exceeding our goals by 73% and 11% respectively. Harbel housing counseled 357 individuals during counseling sessions. During this year, 163 homes were purchased by our clients, for a total puchase value of 26 million. Services: our comprehensive education and counseling services are offered free of charge. The length of time the potential homebuyer may require to complete the course is dependent upon their needs. Our goal is to assist in the creation of successful long-term homeowners and lessen the risk of foreclosure. A certificate of completion is given once the client completes the required components based on the specific mortgage product, mortgage lender, and/or settlement/mortgage assistance program. Harbel housing administers the loan application process for three of baltimore county's mortgage and settlement assistance programs. We are the loan officer, by collecting the required documentation, preparing the loan documents and preparing the check for the assistance. Baltimore county's occ staff serves as the loan underwriter and approves all loans. Homebuyer workshops - a three hour course of pre-purchase information that is held at various locations in our service area. Workshop topics include: credit, budget, savings, affordability, mortgage process and options, real estate process, home inspection, homeowners insurance, fair housing, amd assistance programs. Pre-settlement workshops - three hours regarding topics leading up to settlement day and their life as a new homeowner. Topics included: savings, settlement process, home safety, good neighbor, home repair and maintenace, major rehabilitations, and refinace. Counseling may be about credit and savings, prepurchase, or both credit/savings and pre-purchase. At the time of counseling, we review the client's documents and intake packet and provide written suggestions regarding their readiness to purchase and answer their questions. A session may last from one hour to two hours and some clients have additional counseling sessions. Additionally, we provide training sessions for the real estate agents and mortgage lenders regarding the various programs and our services.

Seven different community list serves that reach the residents of northeast baltimore. These messages ensure the residents of northeast baltimore are consistently aware of crime trends, pertinent crime prevention techniques, information from local government and state government, numberous events, any issue that would affect a resident's quality of life, the services of other nonprofits in the area, and key governmental contact information. These messages reach over 1,000 households. It is estimated that he reaches over 3,000 residents a year through personal, phone, electronic contact, or attendance at meetings, and he serves an area with a population of over 100,000. He coordinates the efforts of the northeast citizens on patrol, a partnership of harbel and the baltimore police department's northeast district. This volunteer group is composed of members of over 30 communities, and over 800 volunteers from across the entire northeast baltimore area.

Harbel is exempt from income taxes under section 501(c)(3) of the internal revenue code on all but its unrelated business income. Harbel is not classified as a private foundation by the internal revenue service. Harbel had no unrelated business income for the year ended june 30, 2015. Harbel adopted the provisions of fasb asc 740-10, "accounting for uncertainty in income taxes,- having no significant impact on its financial statements. The provisions clarify the accounting for uncertainty in income taxes recognized in an organization's financial statements. Tax return filings are subject to examination by the irs, generally for three years after they are filed. Harbel's tax returns for tax years ending before june 30, 2012 are no longer subject to examination.

OUR FUNDS ARE AUDITED ANNUALLY, AND WE ARE REVIEWED BY HUD EVERY TWO YEARS AND ANNUALLY BY BOTH BALTIMORE CITY AND BALTIMORE COUNTY GOVERNMENTS. WE HAVE NEVER BEEN CITED FOR PROBLEMS. HIGHLIGHTS FROM FISCAL YEAR ENDED JUNE 30, 2015: HARBEL HOUSING CONDUCTED 40 HOME BUYER WORKSHOPS WITH 1,385 ATTENDEES, AND 25 PRE-SETTLEMENT WORKSHOPS WITH A TOTAL ATTENDANCE OF 777, EXCEEDING OUR GOALS BY 73% AND 11% RESPECTIVELY. HARBEL HOUSING COUNSELED 357 INDIVIDUALS DURING COUNSELING SESSIONS. DURING THIS YEAR, 163 HOMES WERE PURCHASED BY OUR CLIENTS, FOR A TOTAL PUCHASE VALUE OF 26 MILLION. SERVICES: OUR COMPREHENSIVE EDUCATION AND COUNSELING SERVICES ARE OFFERED FREE OF CHARGE. THE LENGTH OF TIME THE POTENTIAL HOMEBUYER MAY REQUIRE TO COMPLETE THE COURSE IS DEPENDENT UPON THEIR NEEDS. OUR GOAL IS TO ASSIST IN THE CREATION OF SUCCESSFUL LONG-TERM HOMEOWNERS AND LESSEN THE RISK OF FORECLOSURE. A CERTIFICATE OF COMPLETION IS GIVEN ONCE THE CLIENT COMPLETES THE REQUIRED COMPONENTS BASED ON THE SPECIFIC MORTGAGE PRODUCT, MORTGAGE LENDER, AND/OR SETTLEMENT/MORTGAGE ASSISTANCE PROGRAM. HARBEL HOUSING ADMINISTERS THE LOAN APPLICATION PROCESS FOR THREE OF BALTIMORE COUNTY'S MORTGAGE AND SETTLEMENT ASSISTANCE PROGRAMS. WE ARE THE LOAN OFFICER, BY COLLECTING THE REQUIRED DOCUMENTATION, PREPARING THE LOAN DOCUMENTS AND PREPARING THE CHECK FOR THE ASSISTANCE. BALTIMORE COUNTY'S OCC STAFF SERVES AS THE LOAN UNDERWRITER AND APPROVES ALL LOANS. HOMEBUYER WORKSHOPS - A THREE HOUR COURSE OF PRE-PURCHASE INFORMATION THAT IS HELD AT VARIOUS LOCATIONS IN OUR SERVICE AREA. WORKSHOP TOPICS INCLUDE: CREDIT, BUDGET, SAVINGS, AFFORDABILITY, MORTGAGE PROCESS AND OPTIONS, REAL ESTATE PROCESS, HOME INSPECTION, HOMEOWNERS INSURANCE, FAIR HOUSING, AMD ASSISTANCE PROGRAMS. PRE-SETTLEMENT WORKSHOPS - THREE HOURS REGARDING TOPICS LEADING UP TO SETTLEMENT DAY AND THEIR LIFE AS A NEW HOMEOWNER. TOPICS INCLUDED: SAVINGS, SETTLEMENT PROCESS, HOME SAFETY, GOOD NEIGHBOR, HOME REPAIR AND MAINTENACE, MAJOR REHABILITATIONS, AND REFINACE. COUNSELING MAY BE ABOUT CREDIT AND SAVINGS, PREPURCHASE, OR BOTH CREDIT/SAVINGS AND PRE-PURCHASE. AT THE TIME OF COUNSELING, WE REVIEW THE CLIENT'S DOCUMENTS AND INTAKE PACKET AND PROVIDE WRITTEN SUGGESTIONS REGARDING THEIR READINESS TO PURCHASE AND ANSWER THEIR QUESTIONS. HE ATTENDS 150 COMMUNITY ASSOCIATION MEETINGS PER YEAR AND CONSISTENTLY ADDRESSES ISSUES RELATING TO CRIME PREVENTION, ZONING, HOUSING, TRAFFIC AND TRANSPORTATION, SCHOOLS, AND PROBLEMATIC LIQOUR ESTABLISHMENTS THAT ARE BROUGHT TO LIGHT AT THESE MEETINGS OR FROM COMMUNITY ASSOCIATION LEADERSHIP.ON A DAILY BASIS HE SENDS MESSAGES VIA: A COMPILED EMAIL LIST, FACEBOOK, NEXTDOOR (A NATIONAL COMMUNITY BASED SOCIAL MEDIA SERVICE), AND SEVEN DIFFERENT COMMUNITY LIST SERVES THAT REACH THE RESIDENTS OF NORTHEAST BALTIMORE. THESE MESSAGES ENSURE THE RESIDENTS OF NORTHEAST BALTIMORE ARE CONSISTENTLY AWARE OF CRIME TRENDS, PERTINENT CRIME PREVENTION TECHNIQUES, INFORMATION FROM LOCAL GOVERNMENT AND STATE GOVERNMENT, NUMBEROUS EVENTS, ANY ISSUE THAT WOULD AFFECT A RESIDENT'S QUALITY OF LIFE, THE SERVICES OF OTHER NONPROFITS IN THE AREA, AND KEY GOVERNMENTAL CONTACT INFORMATION. THESE MESSAGES REACH OVER 1,000 HOUSEHOLDS. IT IS ESTIMATED THAT HE REACHES OVER 3,000 RESIDENTS A YEAR THROUGH PERSONAL, PHONE, ELECTRONIC CONTACT, OR ATTENDANCE AT MEETINGS, AND HE SERVES AN AREA WITH A POPULATION OF OVER 100,000.
