The draft 990 was prepared by the outside accountants and reviewed by senior staff. It was then discussed/reviewed at the finance committee meeting and distributed to the board via email before being filed with the irs.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy statement is reviewed and signed annually by staff and board memebers. Per ghcc policy, board members and the executive director are expected to identify possible conflicts of interest and bring them to the attention of the board and recuses himself/herself from voting on the decision/issue. A staff member who has a conflict of interest brings it to the attention of the executive director, who in turn takes it to the board. The staff person involved does not participate in any decisions involving his/her conflict.

Form 990, Part VI, Section B, Line 15

The executive committee annually discusses the organization's executive director's salary prior to the budget approval in june. 990s from similar organizations in the baltimore area are researched by the deputy director and shared with the executive committee. The committee then makes a determination considering the market and what the organization can bear. The most recent review within the last fiscal year was march 2012. The deputy director's compensation is determined annually by the executive director and board after comparison of equivalent positions in nonprofit salary surveys and salary information from 990s of similar sized organizations in the baltimore/washington metropolitan area.

Ghcc is exempt from income taxes under section 501(c)(3) of the internal revenue code (irc) as an organization, which is not a private foundation. Ghcc is generally exempt from federal and state income taxes. Unrelated business income may be subject to federal and state income taxes. Management believes that it has no material uncertain tax positions that would require recognition under the accounting codification guidance. Returns for fiscal years 2011 through 2013 remain subject to examination by federal and various state tax jurisdictions.

IN ADDITION THE ALC PROVIDES SUPPLEMENTAL OFFERINGS SUCH AS GED PREPARATION, COMPUTER, PRONUNCIATION AND CONVERSATION CLASSES AS WELL. THE ALC IS BOLSTERED BY A 12-MEMBER ADVISORY COMMITTEE THAT ASSISTS WITH EVENT PLANNING AND ACTS AS AMBASSADORS FOR THE PROGRAM THROUGHOUT THE COMMUNITY. THE ALC HAS ALSO CREATED SIGNIFICANT COMMUNITY-BASED PARTNERSHIPS TO BUILD A CONTINUUM OF SERVICES.THE ALC'S ACCOMPLISHMENTS IN FY14:- PROVIDED 564 LEARNERS WITH ABE, ASE AND ESOL CLASSES.- 9 STUDENTS SUCCESSFULLY PASSED THE GED TEST AND RECEIVED THEIR HIGH SCHOOL DIPLOMA.- PROVIDED 87 ABE CLASSES AND 39 ESOL CLASSES DURING THE FISCAL YEAR.- 36,013 HOURS OF INSTRUCTIONAL TIME.- 49 LEARNERS ENROLLED IN COMPUTER INSTRUCTION.- 56 NEW VOLUNTEERS WERE TRAINED AND 1,931 VOLUNTEER HOURS WERE LOGGED BY PROGRAM VOLUNTEERS.- 110 ADULT LEARNERS PARTICIPATED IN TUTORING PAIRS AND GROUPS.- 76% OF LEARNERS WERE POST-TESTED DURING THE FISCAL YEAR.- 20 TEACHERS WORKED WITH LEARNERS FROM THE SURROUNDING NEIGHBORHOODS.THE CENTER'S WORKFORCE CONNECTIONS PROGRAM OFFERS JOB READINESS TRAINING, CAREER COUNSELING, BARRIER REMOVAL SERVICES, AND OTHER RESOURCES THAT PREPARE PARTICIPANTS TO SUCCESSFULLY ENTER AND STAY IN THE WORKFORCE.ACCOMPLISHMENTS IN FY14:- OUTREACH CONDUCTED TO 283 RESIDENTS IN THE 21201, 21202 AND 21218 ZIP CODE AREAS.- 176 NEW PARTICIPANTS ATTENDED WORKFORCE ORIENTATION.- 154 NEW PARTICIPANTS REGISTERED INTO THE WORKFORCE CONNECTIONS PIPELINE AND RECEIVED A FORMAL ASSESSMENT.- 92 PARTICIPANTS WERE REFERRED AND/OR ACCEPTED INTO LOCAL WORKFORCE PROGRAMS.- 74 HARD TO EMPLOY PARTICIPANTS RECEIVED BARRIER REMOVAL ASSISTANCE.- 71 PARTICIPANTS WERE PLACED IN EMPLOYMENT.

IN FY2014, GHCC SPONSORED 22 VISTA PROJECTS IMPACTING ISSUES OF PUBLIC EDUCATION, HOMELESSNESS, WORKFORCE, HEALTH CARE, ACCESS TO NUTRITIOUS FOOD, AND COMMUNITY IMPROVEMENT. GHCC-SPONSORED VISTAS RECRUITED NEARLY 1,600 COMMUNITY VOLUNTEERS WHO DONATED OVER 16,000 HOURS OF SERVICE. VISTAS RAISED OVER $537,000 IN FUNDING FOR THEIR PROJECTS, AND IN-KIND CONTRIBUTIONS VALUED AT NEARLY $120,000.ACCOMPLISHMENTS IN FY14 GHCC'S FIRST YEAR AS A PROGRAM GRANTEE WAS EVALUATED BY CNCS AS VERY SUCCESSFUL, AND THAT RELATIONSHIP WILL CONTINUE. IN ADDITION, GHCC'S GRANT FROM CNCS HAS BEEN INCREASED TO A TOTAL OF 28 VISTA PROJECTS TO BE FILLED DURING FY15.
