Financial Statement Notes

PART V, LINE 4:

The national down syndrome congress (ndsc) has adopted investment and spending policies for endowment assets that attempt to provide a predictable stream of funding to programs supported by its endowments while seeking to maintain the purchasing power of the endowment assets. Endowment assets include those assets of donor-restricted funds that the ndsc must hold in perpetuity or for a donor-specified period and unrestricted assets ndsc desires to hold for long-term purposes (quasi-endowments). Under this policy, the endowment assets are invested in a manner that is intended to produce a reasonable rate of return under current market conditions with minimal risk. The ndsc's spending policy reflects the fundamental objective of preserving and enhancing the resources of the ndsc, both at present and in the future. Current spending and the long-term objectives of preserving and enhancing the assets are balanced by considerations given to reasonable expectations of investment returns, contributions, operating expenses, and inflation. Accordingly, over the long-term, ndsc expects the current spending policy to allow its endowment to grow at a rate that will maintain the purchasing power of the endowment assets held in perpetuity, as well as to provide additional real growth through new gifts and investment return.

PART X, LINE 2:

The congress has received a determination by the united states internal revenue service ("irs"), that it is exempt from federal income taxes under irs code section 501(c)(3). The congress believes that it has appropriate support for any tax positions taken, and as such, it does not have any uncertain tax position that are material to its financial statements.
