Mission and Program Overview

Mission

We facilitate the development of accessory dwelling units that offer a more affordable housing option for both homeowners and renters, creating economically healthy, diverse, multi-generational communities, and protecting the environment by reducing carbon emissions. Our role is to bring public and governmental attention to this opportunity to redevelop the existing housing stock to house a changing society, and to act as champion and guide for homeowners who face obstacles in creating accessory dwelling units.

We facilitate the creation of second units by removing barriers. We educate the public and support homeowners through second unit financing, planning, and development. We also work with municipalities and their associated agencies to develop new code requirements and minimize fees.

JSU ORDINANCES HAVE BEEN ENACTED IN FOUR MARIN COUNTY JURISDICTIONS AND ARE UNDER CONSIDERATION IN SEVERAL MORE. THROUGH THE FLEXIBLE HOUSING PROGRAM WE EDUCATE POLICY MAKERS AND ASSOCIATED AGENCIES, NONPROFIT LEADERS WORKING ON AFFORDABLE HOUSING, SUSTAINABILITY, SENIOR AND WOMEN'S ISSUES, BUSINESS LEADERS FOCUSED ON ECONOMIC GROWTH AND SECURITY, THE FINANCIAL COMMUNITY, AND THE PUBLIC, INCLUDING BOTH HOMEOWNERS AND RENTERS, ABOUT THE IMPORTANCE OF THIS HOUSING OPTION AND ITS CLEAR BENEFITS. FROM SEPTEMBER 2015 THROUGH FEBRUARY 2016 WE SPOKE TO OVER 1,400 PEOPLE IN MEETINGS WITH THESE GROUPS. WE HAVE ALSO EDUCATED OVER 110 PEOPLE IN CLASSES AND HAVE FAMILIARIZED HUNDREDS OF PEOPLE WITH JSUS VIA INFORMATION FAIRS AND OUR WEBSITE. WE RECEIVED OVER 70 INQUIRIES VIA OUR WEBSITE AND PROVIDED 27 FREE PHONE CONSULTATIONS, WHICH ARE DESIGNED TO ANSWER QUESTIONS FROM HOMEOWNERS WHO ARE CONSIDERING A SECOND UNIT PROJECT AND TO ASSIST THEM IN DETERMINING THEIR NEXT STEPS. OUR OUTREACH HAS RESULTED IN MANY ARTICLES ABOUT LILYPAD HOMES IN LOCAL NEWSPAPERS AND ON A VARIETY OF WEBSITES.

IF THE HOMEOWNER WANTS TO CREATE A TRADITIONAL SECOND UNIT, THE SITE VISIT IS SIMILAR BUT ALSO INCLUDES SUBSEQUENT CONSULTATION WITH THE TOWN'S PLANNING DEPARTMENT TO FIND OUT ABOUT ANY SPECIAL ZONING (PARKING, HILLSIDE, FLOOD ZONE, ETC.) THAT APPLIES TO THE PROPERTY AND MAY IMPACT WHAT THE HOMEOWNER IS ALLOWED TO DO. WE PROVIDE A WRITTEN REPORT TO DOCUMENT OUR FINDINGS. IF THE HOMEOWNER DECIDES TO MOVE AHEAD AND CREATE A JUNIOR SECOND UNIT, WE OFFER A FIXED-PRICE PACKAGE OF SERVICES THAT WILL SUPPORT HIM OR HER THROUGH THE PROCESS OF CREATING A JSU. THIS PACKAGE INCLUDES REFERRALS TO SOURCES OF FINANCING, ARCHITECTS, AND CONTRACTORS, AS WELL AS GUIDANCE ON BID DEVELOPMENT AND THE RENTAL PROCESS. WE ALSO PROVIDE OPTIONAL DESIGN SERVICES TO HELP THE HOMEOWNER OPTIMIZE THE USE OF SPACE IN THE NEW UNIT. THERE WAS NO EXPENSE ASSOCIATED WITH THESE ACTIVITIES IN 2015 BECAUSE DURING THEIR EXECUTION LILYPAD HAD NOT YET SECURED ANY FUNDING AND THE LILYPAD STAFF MEMBERS WERE WORKING AS VOLUNTEERS.
