“The return was prepared by outside accountants and reviewed by senior management. A copy of the 990 was provided to the board prior to filing.”
“The organization's directors consistently monitor communication channels to see if other directors or officers are in compliance with the conflict of interest policy. The directors and officers are annually required to disclose their interests and if any potential conflicts arise, these are reviewed during the board of directors meetings. To date the organization has not indentified any conflicts of interest. Once a conflict of interest has been found, the board or committee follows the procedures set forth in article iv in order to decide what measures are needed to protect cadasta's interests in light of the nature and seriousness of the conflict, to decide whether to enter into the transaction and, if so, to ensure that the terms of the transaction are appropriate. In the case of an insider who is a director, the director does not vote on any transaction in which the director has an interest, and the remaining board or committee members shall decide the matter.”
“The board is responsible for determining the compensation for the ceo, officers and directors. Comparability data is also used in this process. In 2017 the board of directors adjusted the base salary of the inrterim ceo to align his compensation to his new role. The company and the board of directors hired an outside recruiting firm to find a full-time ceo. This process took place in early 2018.”
“Governing documents, conflict of interest policy and financial statements are available upon request.”
“Noel taylor, frank pichel and kathleen chapman received compensation for their services as ceo, interim ceo and cto, respectively. Their compensation is unrelated to their position as directors on the board of directors.”

“For the years ended december 31, 2017 and 2016, the foundation has documented its consideration of fasb asc 740-10, income taxes, that provides guidance for reporting uncertainty in income taxes and has determined that no material uncertain tax positions qualify for either recognition or disclosure in the financial statements.”

| IRS990/Desc | 0 | LAND TENURE FORMALIZATION AND RECORDING AND DATA STORAGE:THE FOUNDATION'S CORE ACTIVITY TO FURTHER ITS CHARITABLE PURPOSES IS OUR GLOBAL PLATFORM AND MOBILE DATA COLLECTION APPLICATIONS, DEVELOPED AS EASY TO USE, COST EFFECTIVE AND EFFICIENT TOOLS TO RECORD LAND AND RESOURCE RIGHTS RELATED INFORMATION. THIS GLOBAL PLATFORM ENABLES RECORDATION OF LAND RIGHTS, PARTICULARLY FOR THOSE LEFT OUT OF THE FORMAL SYSTEMS. IN ADDITION, THE PLATFORM HAS THE ABILITY TO STORE SIGNIFICANT QUANTITIES OF DATA RELATED TO LAND RESOURCES BASED ON OUR PARTNER NEEDS. THE PLATFORM IS DESIGNED FOR EASE OF USE AND IS SEARCHABLE AND SECURE, ENSURING PREVENTION OF DISCLOSURE OF CONFIDENTIAL OR PERSONALLY IDENTIFIABLE INFORMATION.THE PRIMARY BENEFICIARIES OF THIS WORK ARE DISADVANTAGED AND UNDERSERVED COMMUNITIES WITH INADEQUATE OR LACK OF LAND TENURE SECURITY. THE FOUNDATION MAKES THE PLATFORM AVAILABLE TO USERS IN SUCH COMMUNITIES AT NO COST.THE PLATFORM ALSO SERVES AS A CLEARINGHOUSE OF RELATED DATA, SUCH AS VERY HIGH RESOLUTION (VHR) SATELLITE IMAGERY, WHICH HAS TRADITIONALLY BEEN DIFFICULT TO ACCESS FOR NON-STATE ACTORS IN THE SECTOR FROM A FINANCIAL AND TECHNICAL CAPACITY STANDPOINT. ONE OF THE GOALS IS TO ENABLE GOVERNMENTS, COMMUNITIES, AND INDIVIDUALS IN THE DEVELOPING WORLD TO INTERACT WITH AND CONTRIBUTE DATA THROUGH FIT-FOR-PURPOSE APPROACHES OF DATA INPUT. MOBILE AND SATELLITE TECHNOLOGY PLAY A CENTRAL ROLE IN ESTABLISHING FIT-FOR-PURPOSE TOOLS AND METHODOLOGIES TOIMPROVE LAND GOVERNANCE IN OFTEN REMOTE AND UNDERRESOURCED COMMUNITIES. WHILE THE PLATFORM IS FREE AND OPEN, ITS PRIMARY USE IS IN DEVELOPING ECONOMIES AND VULNERABLE COMMUNITIES.WHERE GOVERNMENT CAPACITY IS LACKING OR WHERE INFORMAL OR CUSTOMARY RECORDATION SYSTEMS ARE MORE PREVALENT, THE FOUNDATION'S PLATFORM AND DATA STORAGE SYSTEM CAN SERVE AS THE BASIS FOR ALTERNATIVE DELIVERY MODELS FOR LAND RELATED COMMUNITY SERVICES THAT REACH THE FOUNDATION'S CONSTITUENCIES MADE UP OF POOR AND UNDERREPRESENTED GROUPS IN DEVELOPING COUNTRIES. IN ADDITION TO WORKING WITH GOVERNMENTS, THE FOUNDATION HAS WORKED WITH A NUMBER OF INTERNATIONAL PROGRAM PARTNERS BASED IN THE UNITED STATES, INCLUDING HABITAT FOR HUMANITY, LANDESA AND NAMATI, ALL 501(C)(3) PUBLIC CHARITIES, TO START TO BUILD RELATIONSHIPS ACROSS A RANGE OF GEOGRAPHIC AREAS THAT ARE TRADITIONALLY UNDERSERVED AND UNDERREPRESENTED AND WITH WHICH WE HAVE PILOTED PROGRAMS. THIS WORK IS IN ADDITION TO A NUMBER OF LOCAL AND NATIONAL PARTNERS AROUND THE WORLD. MANY ADDITIONAL CHARITABLE USES OF THE PLATFORM AND DATA STORAGE SYSTEM EXIST AND THE FOUNDATION IS LIKELY TO ADD SUCH ADDITIONAL USES OVER TIME IN FURTHERANCE OF ITS CHARITABLE PURPOSES. |

| IRS990/ProgSrvcAccomActy2Grp/Desc | 0 | PARTNER PROGRAM DEVELOPMENT AND RESEARCH:THE OVERALL SUCCESS OF THE FOUNDATION'S CHARITABLE AND HUMANITARIAN PURPOSES RELIES ON ENGAGING AND INVOLVING MOTIVATED PARTNER COMMUNITIES (CHARITIES, ACADEMIC, AND TRANSPARENCY INITIATIVE PARTNERS) AS WELL AS BRINGING TOGETHER GOVERNMENT AGENCIES AND PRIVATE SECTOR STAKEHOLDERS IN ORDER TO BRING ABOUT MORE EFFICIENT, TRANSPARENT AND EQUITABLE LAND GOVERNANCE. THE FOUNDATION WILL ACT AS A FACILITATOR TO CONNECT PARTNER COMMUNITIES THAT ARE RECORDING EVIDENCE OF LAND RIGHTS, WHILE ALSO ENABLING THE COLLECTION OF DATA ACROSS COMMUNITIES. IN TURN, THIS WILL ALLOW PARTNER COMMUNITIES TO TRACK RELEVANT EXTENSION SERVICES SUCH AS MICROFINANCE, UPGRADING OF INFORMAL SETTLEMENT INFRASTRUCTURE, AND MANAGEMENT OF SUSTAINABLE NATURAL RESOURCES.FOUNDATIONAL PARTNERS FOR THE INITIAL PILOT ACTIVITIES INCLUDE HABITAT FOR HUMANITY INTERNATIONAL, NAMATI, AND LANDESA AS KEY INTERNATIONAL ORGANIZATIONS, IN ADDITION TO NUMEROUS OTHER NATIONAL AND REGIONAL ORGANIZATIONS.CHARITY PARTNERS: THE FOUNDATION HAS BUILT PARTNERSHIPS WITH OTHER CHARITABLE ORGANIZATIONS THAT WORK IN THE AREA OF LAND GOVERNANCE, PROTECTION OF INDIGENOUS RESOURCE RIGHTS AND UPGRADING OF INFORMAL URBAN SETTLEMENTS. PARTNER AGENCIES ARE GENERALLY EITHER SECTION 501(C)(3) PUBLIC CHARITIES, INTERNATIONAL CHARITIES, INTERNATIONAL AID AGENCIES, OR GOVERNMENT AGENCIES. THE FOUNDATION IS A STRONG ADVOCATE FOR OPEN DATA AND OPEN KNOWLEDGE AND HAS ADOPTED SOFTWARE AND DATA LICENSING STANDARDS THAT ENCOURAGE THE UNRESTRICTED SHARING OF SOURCE CODE TO ENABLE GOVERNMENTS, CHARITIES, AND INDIVIDUAL COMMUNITIES TO DEVELOP ECONOMIES TO TAILOR THE DATA COLLECTION SOFTWARE TO THE INDIVIDUAL NEEDS OF A PARTICULAR COMMUNITY. IN ADDITION, WHEN AN INDIVIDUAL CHARITY OR GOVERNMENT PARTNER COLLECT ISOLATED DATA, IT IS OFTEN NOT ACCESSIBLE TO THE BROADER CHARITABLE COMMUNITY. THE FOUNDATION SERVES AS A REPOSITORY FOR THIS DATA AND MAKES IT AVAILABLE BOTH TO CONSOLIDATE LAND TENURE INFORMATION AND TO ASSIST CHARITIES AND GOVERNMENT GROUPS IN ANALYZING COMMUNITY NEEDS.ACADEMIC PARTNERS: IN ADDITION TO PARTNERS WHO ARE WORKING IN THE AREAS OF LAND GOVERNANCE AND PROTECTION OF INDIGENOUS RESOURCES, THE FOUNDATION HAS BEGUN TO DEVELOP A NETWORK OF ACADEMIC PARTNERS TO STIMULATE RESEARCH AND TECHNOLOGICAL ADVANCEMENT IN AREAS SUCH AS PROPERTY RIGHTS, DATA STORAGE, AND THE EFFECT OF LAND TENURE RECORDATION ON POVERTY. TO DATE, COLLABORATION HAS FOCUSED ON DELIVERING TRAINING IN INNOVATIVE TOOLS FOR LAND ADMINISTRATION AT UNIVERSITIES IN THE UNITED STATES AND EUROPE. UNIVERSITIES WITHIN THE NETWORK OF ACADEMIC PARTNERS ARE BEING ENCOURAGED TO PROMOTE THE DEVELOPMENT AND TESTING OF SOFTWARE TOOLS RELATED TO PROPERTY RIGHTS IN CONCERT WITH THE FOUNDATION'S PROPERTY RIGHTS PLATFORM AS THE BASIS FOR THEIR OWN RESEARCH PROJECTS TO BETTER SERVE THE NEEDS OF THE COMMUNITIES THAT ARE SERVED BY THE FOUNDATION. OVER TIME, THE FOUNDATION MAY FUND (OR FACILITATE THIRD-PARTY FUNDING) GRADUATE AND POST GRADUATE RESEARCH PROJECTS COVERING ISSUES RELATED TO THE FOUNDATION'S CHARITABLE AND HUMANITARIAN PURPOSES.TRANSPARENCY INITIATIVE PARTNERS: INCREASINGLY, THERE IS A RECOGNITION THAT LAND INFORMATION SHOULD BE OPEN AND AVAILABLE TO CITIZENS. THIS HAS BEEN OF PARTICULAR FOCUS IN REGARD TO GOVERNMENT ISSUED LAND CONCESSIONS WHICH COVER LARGE SWATHS OF TYPICALLY RURAL LANDS. CADASTA HAS HAD DISCUSSIONS WITH VARIOUS ORGANIZATIONS WORKING ON TRANSPARENCY IN SUCH CONCESSIONS IN AN EFFORT TO DOCUMENT SPATIAL DETAILS OF SUCH CONCESSIONS AND EXPECTS TO MAKE THIS A PRIORITY FOR THE COMING YEAR. |

| IRS990/ProgSrvcAccomActy3Grp/Desc | 0 | TRAINING AND EDUCATION PROGRAM:THE FOUNDATION HAS DELIVERED TRAINING PROGRAMS AROUND COLLECTION AND MANAGEMENT OF LAND RIGHTS DATA TO PARTNERS IN THE FIELD TO ENSURE THAT INDIVIDUAL USERS AND COMMUNITIES UNDERSTAND LAND RIGHTS INFORMATION AND TO ENCOURAGE RESPONSIBLE STEWARDSHIP OF THE DATA. THE GOAL OF THE FOUNDATION'S TRAINING IS EDUCATIONAL: TO TEACH SKILLS RELATING TO THE COLLECTION, DOCUMENTATION, AND MANAGEMENT OF INFORMATION RELATED TO PROPERTY RIGHTS AND TO FOSTER OPEN AND COLLABORATIVE COMMUNICATIONS THAT CROSS TRADITIONAL BOUNDARIES OF DISCIPLINES AND SECTORS.IN ADDITION, THE FOUNDATION LAUNCHED OUR ONLINE DATA REPOSITORY THAT WILL MAKE THE FOUNDATION'S EDUCATION AND TRAINING MATERIALS OPENLY AVAILABLE. THE REPOSITORY INCLUDES TECHNICAL DOCUMENTATION FOR VOLUNTEER SOFTWARE DEVELOPERS THAT IS NECESSARY TO DEVELOP SOFTWARE APPLICATIONS THAT WOULD ASSIST CHARITIES AND GOVERNMENTS. USER GUIDES DEVELOPED FOR EXISTING APPLICATIONS AND FIELD DATA COLLECTION METHODOLOGIES EXPEDITE THE ABILITY OF CHARITY PARTNERS TO GET INTO THE FIELD AND QUICKLY CUSTOMIZE EXISTING TOOLS AND DATA TO THEIR OWN USE CASE SCENARIOS. THIS PERMITS EXPEDITIOUS DELIVERY OF MUCH NEEDED SERVICES TO THE COMMUNITIES THAT ARE SERVED BY THE FOUNDATION AND ITS CHARITY PARTNERS. |
