Governance Explanations

Form 990, Part VI, Section A, Line 4

Project harmony's bylaws were amended as of 04/08/2015 as follows: 1) board of directors number, tenure, and qualifications: each director shall be eligible to serve two (2) successive three (3) year terms, and hold office until the later of the expiration of the term or until his or her successor shall have been elected and qualified. 2) notice: notice for meetings was changed to 48 hours from 10 days. 3) board of director membership: the core discipline of board members was revised to elect at least one representative from the following 3 disciplines: - prosecution - law enforcement - health and human services this change removes the requirement to have a representative from health care providers and mental health treatment providers. 4) removal of directors: a section was added to define the terms to remove a director. 5) board committees: the follow standing committees were identified and defined: - executive committee - investment, finance and audit committee - nominating and board governance committee 6) officers of the corporation: a section was added to explain the duties of the executive director.

The form 990 is reviewed and approved by the executive director and director of operations, prior to the filing of the form 990 with the irs. The form 990 is presented to the board after being filed with the irs. Accompanying the form 990 is a board review document, which details the role of the board regarding the review of the form 990 and an overview of the purpose and scope of the form 990.

The organization has a written conflict of interest policy which requires board members to annually disclose interests that could give rise to conflicts. This policy is reviewed at the january board meeting and members are asked to sign disclosure statements. The organization regularly monitors compliance with this policy.

The organization's endowment consists of funds designated by the governing board to function as endowments. The endowment is currently focused on accumulating value. As the services of project harmony expand, the endowment could be used to help fund those expansions as deemed necessary by the board of directors. All recommendations regarding the use of endowment funds will be submitted to the project harmony board finance committee for approval.

OUR MENTAL HEALTH COORDINATORS WORK WITH SCHOOLS AND MEDICAL CLINICS TO IDENTIFY CHILDREN AND FAMILIES IN NEED, AND THEN GUIDE THEM THROUGH A NETWORK OF MENTAL HEALTH AND SOCIAL SERVICE PROVIDERS. IN 2015, CONNECTIONS RECEIVED 616 ELIGIBLE CHILDREN (376 FROM OMAHA PUBLIC SCHOOLS, 89 FROM PAPILLION/LAVISTA, 151 FROM MILLARD). ALL OF THESE CHILDREN WERE ASSIGNED A MENTAL HEALTH COORDINATOR, WHO HELPED THEM NAVIGATE MENTAL HEALTH AND COMMUNITY SERVICES. ROUGHLY 70% OF THOSE ELIGIBLE CHILDREN WERE MATCHED WITH AN APPROPRIATE MENTAL HEALTH SERVICES PROVIDER.

IN ADDITION, THE ORGANIZATION PROVIDES CASE COORDINATION FOR THE CHILD ABUSE INVESTIGATION TEAM. A CHILD INTERVIEW SPECIALIST WILL CONDUCT A VIDEO-TAPED FORENSIC INTERVIEW WITH THE CHILD. ONE OF THE GOALS OF THIS INTERVIEW IS TO REDUCE THE NUMBER OF TIMES THE CHILD MUST TELL THE STORY OF HIS/HER ABUSE. REDUCING THE NUMBER OF INTERVIEWS REDUCES THE TRAUMA OF THE CHILD. IN 2015, THE ORGANIZATION PROVIDED 1016 FORENSIC INTERVIEWS.TRAINING AND EDUCATION: IN 2015, THE ORGANIZATION PROVIDED TRAINING TO 10,359 PROFESSIONALS IN THE METRO AREA. THE PURPOSE OF THIS EFFORT IS: - TO CENTRALIZE AND PROVIDE ONGOING TRAINING TO MANDATORY REPORTING PROFESSIONALS ON THE DETECTION OF ABUSE AND THEIR OBLIGATIONS TO REPORT. - TO IMPROVE THE QUALITY OF CHILD ABUSE INVESTIGATIONS. - TO IMPROVE THE COMPETENCY OF PROFESSIONALS TREATING CHILD ABUSE. - TO IMPROVE THE COMPETENCY OF THE PROSECUTION OF EGREGIOUS CHILD ABUSE. - TO IMPROVE THE QUALITY OF RESEARCH IN THE PREVENTION AND RESPONSE TO CHILD ABUSE. - TO ENGAGE THE COMMUNITY IN THE CAMPAIGN AGAINST CHILD ABUSE. - TO PROVIDE EDUCATION, COMMUNITY AWARENESS, AND ENLIST A UNIFIED VOICE TO IMPACT CHILD ABUSE.STATE CHAPTER: THE NEBRASKA ALLIANCE OF CHILD ADVOCACY CENTERS (A.K.A. COLLECTIVELY, THE STATE ALLIANCE OF CHILD ADVOCACY CENTERS SERVES MORE THAN 5,000 CHILDREN EACH YEAR, PROVIDING CHILD ABUSE MEDICAL EXAMS, FORENSIC INTERVIEWS, ADVOCACY AND CASE COORDINATION.MEDICAL EXAMINATIONS: THE ORGANIZATION'S MEDICAL AND NURSING STAFF SPECIALIZE IN EVALUATING CHILDREN WHO ARE SUSPECTED TO HAVE BEEN ABUSED OR NEGLECTED. THEIR ROLE IS TO PROVIDE PHYSICAL ABUSE AND SEXUAL ABUSE ASSESSMENTS, AS WELL AS, COMPREHENSIVE PHYSICAL EXAMS FOR CHILDREN PLACED IN FOSTER CARE. IN ADDITION, THE STAFF IS ABLE TO PROVIDE EXPERT MEDICAL OPINIONS TO REFERRAL AGENCIES REGARDING SUSPECTED CASES OF CHILD ABUSE AND NEGLECT.IN 2015, THE ORGANIZATION PROVIDED 866 MEDICAL EXAMS TO EVALUATE CHILD SEXUAL ABUSE, PHYSICAL ABUSE OR NEGLECT. THE ORGANIZATION HAS BROADENED ITS SERVICES BEYOND SEXUAL ABUSE AND NOW PROVIDES MEDICAL EXAMS FOR CHILDREN SUSPECTED OF NEGLECT AND PHYSICAL ABUSE. THIS MAY INCLUDE AN EVALUATION FOR DRUG EXPOSURE. IN 2015, THE ORGANIZATION PROVIDED 432 CHILDREN WITH THIS TYPE OF EVALUATION, RESULTING IN MORE THAN 59% TESTING POSITIVE FOR COCAINE, METHAMPHETAMINE, PCP OR MARIJUANA.
