Governance Explanations

Form 990, Part VI, Section A, line 8B

There are no other committees with authority to act on behalf of the governing body.

Form 990, Part VI, Section B, line 11B

The Form 990 is reviewed and approved by the President/Executive Director working with the outside accountants. A complete copy is then sent to the full board for review. Any feedback is considered by the President/Executive Director and bookkeepers who jointly make the final decision before filing.

Form 990, Part VI, Section B, line 12C

The Organization provides each officer and director with the conflict of interest policy when they are elected or appointed. The policy is also reviewed annually. If a potential conflict with any officer or director arises, the Organization follows the conflict of interest policy and documents that process in the meeting minutes.

Form 990, Part VI, Section B, line 15

For any hire, the Organization traditionally works with candidates on a contract basis before deciding upon a candidate so that they can determine best fit for the Organization. The process also includes members of the Board and the outside advisory groups interviewing candidates. The board reviews and approves the executive director's salary annually. This is done using comparability data and is documented in the board minutes.

Form 990, Part VI, Section C, line 19

The Organization makes its governing documents, conflict of interest policy and financial statements available to the public upon request.

IRS990/Desc0Measures for Justice's (MFJ) mission is to bring transparency to local criminal justice systems. We do this by measuring every stage of the criminal justice process across 3,000+ counties. MFJ has devised a data-driven set of performance measures to assess the whole criminal justice process from arrest to post-conviction on a county-by-county basis. We have developed thirty-two performance measures that address three broad categories: Fiscal Responsibility, Fairness, and Public Safety. Our goal is to provide a platform to make criminal justice transparent and accountable to the public, and to focus attention on how to proceed with greater efficiency and financial acumen. The platform launched in 2016. (Continued on Schedule O)It is a first-of-its kind, web-based visualization tool whose data can be broken down by race/ethnicity; sex; indigent status; age; and offense type and severity. With a few clicks of a mouse, anyone is able to get a snapshot of how well or poorly their local justice system is working, where, and in what specific ways. This program is funded by contributions.

IRS990/MissionDesc0Measures for Justice (the Organization) is a 501(c)(3) organization whose mission is to create a first-of-its-kind monitoring method for local criminal justice systems that will gauge how well or poorly they are performing on an ongoing basis. (Continued on Schedule O) Eventually, the Measures for Justice will become a nationwide system that will gather data from most, if not all, counties across the United States. The Measures for Justice will consist of a bundle of measures that will create a picture of the US criminal justice system that no single data point can provide. The Organization will use this data and corresponding analyses to identify leading practices and to enable county officials to learn from each other. In short, better data will create better systems, which in turn will create better results.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0There are no other committees with authority to act on behalf of the governing body.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1The Form 990 is reviewed and approved by the President/Executive Director working with the outside accountants. A complete copy is then sent to the full board for review. Any feedback is considered by the President/Executive Director and bookkeepers who jointly make the final decision before filing.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2The Organization provides each officer and director with the conflict of interest policy when they are elected or appointed. The policy is also reviewed annually. If a potential conflict with any officer or director arises, the Organization follows the conflict of interest policy and documents that process in the meeting minutes.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt3For any hire, the Organization traditionally works with candidates on a contract basis before deciding upon a candidate so that they can determine best fit for the Organization. The process also includes members of the Board and the outside advisory groups interviewing candidates. The board reviews and approves the executive director's salary annually. This is done using comparability data and is documented in the board minutes.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt4The Organization makes its governing documents, conflict of interest policy and financial statements available to the public upon request.
