Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

990 was prepepared by CPC Deputy Director and Accountant and reviewed by the the Finance Committee including the Treasurer. It was approved by the Board of Directors.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

Each board member must fill out an annual declaration stating that they had no conflicts or identifying the nature of their interested party.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

The Human Resource Committee of the board directed staff to use the "Fair Pay for Northern California Nonprofits, the 2011 Compensation & Benefits Survey" and do a survey of the compensation levels and position descriptions for 3 similar local nonprofits. Based on this information the Human Resource Committee set salary levels (for all employes including the ED) for a five year period starting in 2012 to bring the organization up to the level of the market average. This was recently augmented by a staff review of the 2015 Salary Survey.

Form 990, Part VI, Line 19: Other Organization Documents Publicly Available

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Transportation: The Center for Climate Protection is working to accelerate the adoption of Electric Vehicles (EVs) in Sonoma County and beyond. This year we released a report called "Beyond Combustion, Electric vehicle trends, goals and recommendations for Sonoma County" OTHER PROGRAM SERVICES 5: Solar Sonoma County: the past year saw the expansion of our outreach into Mendocino County, in coordination with the expansion of Sonoma Clean Power's service area to that region. We began actively promoting 'Solar-Plus' technologies -- fuel switching, electric vehicles, electric heat pump systems, stationary battery storage systems -- through customer education and solar vendor trainings. We held four quarterly Solar Vendor Meetings, each drawing 20 to 25 industry professionals for information sharing and training. Our Clean Energy Advocate program was rebranded to 'Solar Coach', and processed 187 inquiries, produced referrals for 61 customers, generating approximately 180 solar leads to our pool of a dozen qualified vendors. We also produced a report called "State of Solar Energy in Sonoma County: Paths to Accelerate Adoption" that emphasized the need to integrate the deployment of local resources, primarily through the management of the local Community Choice Energy agency. OTHER PROGRAM SERVICES 6: Business for Clean Energy: We partner with more than 70 business sponsors to leverage the business community's leadership and foster creative climate solutions. We spread their stories about their green innovations in the media, and convene members quarterly to share successes, best practices, and inspiration. OTHER PROGRAM SERVICES 7: Building the Movement - This is the Center for Climate Protection's public outreach and education program. OTHER PROGRAM SERVICES 8: Renewable Energy - This represents work that CCP did on clean energy that is not related to Community Choice Energy or our Solar Sonoma County project. OTHER PROGRAM SERVICES 9: Pricing Carbon - This is work supporting a state and national policy to price carbon in an equitable manner which includes dividends for all consumers. OTHER PROGRAM SERVICES 10: Sonoma Clean Power - This is work to coordinate and support Sonoma Clean Power in working on local renewable energy projects and state level policy. OTHER PROGRAM SERVICES 11: Inconvenient Truth DVD Project - The Center supports a project that distributed 561 DVDs of Al Gore's Inconvenient Truth video to schools all over the world.

Form 990, Part III, Line 4A - Continuation of Program Accomplishments

Community Choice Energy (CCE) for California: (Continued from Page 3.) CCP also worked in the Central Valley to collaborate with environmental justice groups doing outreach in Fresno, Stockton, and Visalia about the benefits of Community Choice Energy. We completed a professional poll which showed overwhelming support for local clean energy and shared the results with elected officials and the media. We also completed a study that demonstrated the profound impact that local resources would have on the economic development of the region.

Form 990, Part III, Line 4C - Continuation of Program Accomplishments

Clean Power Exchange: (Continued from Page 3.) In May we held our third Business of Local Energy symposium in Long Beach with 376 participants, accelerating momentum for California's clean energy economy. This brought valuable resources and attention to southern California's CCE development efforts. Los Angeles County Clean Energy, Western Riverside Council of Governments and San Jacinto should begin their programs in 2018.

IRS990/Desc0Community Choice Energy (CCE) for California: CCE is a local program enabled by state law that buys and generates electricity for businesses and residents. CCE is one of the most powerful measures a local community can take to significantly and rapidly reduce its greenhouse gas emissions. In addition, Community Choice accelerates renewable energy deployment, stabilizes electricity rates, stimulates the local the economy, creates green jobs, and develops a more resilient energy system. Through this public-private partnership the existing investor-owned utility maintains transmission lines, and the locally controlled Community Choice entity sets electricity rates and procures power. The Center for Climate Protection (CCP) spreads and optimizes this powerful program throughout California. (Continued at Schedule O.)

IRS990/ProgSrvcAccomActy2Grp/Desc0ECO2school: ECO2school is a service-learning program teaching climate literacy and leadership skills to high school students. Teens promote walking and biking to their peers to reduce emissions and achieve long-term personal, community, and environmental health. Our ECO2School program enables over 11,449 students in 12 high schools throughout the Bay Area to reduce emissions, learn about clean energy, and become leaders. 7,029 of these students took significant actions to reduce their emissions like riding their bike or walking more.

IRS990/ProgSrvcAccomActy3Grp/Desc0Clean Power Exchange: In March 2016 CCP launched Clean Power Exchange, an online hub of resources, information, and news for stakeholders across California interested in Community Choice. We track communities' progress toward Community Choice implementation. There are nine CCE programs operating in California offering four million new customers more renewable energy choices. Community Choice Energy (CCE) agencies have reduced about 1 million metric tons of GHGs this past year and saved about $36 million for their customers. (Continued at Schedule O.)
