To reverse the deterioration of a large block of scattered site rental housing in the fox park and tower grove east neighborhoods of the city of st. Louis, missouri through consolidated ownership and control, while providing quality affordable housing to low and moderate income residents of the neighborhoods through rental of the stabilized and improved residential units.

Compton hill is managed and operated by staff of desales community housing corp., a missouri non-profit corporation which is also a 501(c)(3) organization (including fox grove management, llc, a single-member disregarded entity of which desales community housing corporation is the sole member).

Compton hill properties is a single-member limited liability company whose sole member is desales community housing corporation, a non-profit corporation with 11 voting directors. Members of the board of directors are elected by the existing directors, as provided by missouri law (a self-perpetuating board). Most of the board members are residents of the neighborhoods served by the organization. Board members serve overlapping three year terms with no term limits.

The 990 is presented to the full board for approval before it is filed. It is either presented by the preparer or by a member of the audit committee. The chair of the audit committee also reviews a draft before it goes to the full board.
