NUMBERS HAVE BEEN IMPACTED BY THE LOWERING OF THE REFUGEE CEILING SET BY THE EXECUTIVE BRANCH AND SEVERAL EXECUTIVE ORDERS IMPACTING THE UNITED STATES REFUGEE ADMISSION PROGRAM.ASSISTANCE PROVIDED IN THIS PERIOD INCLUDED BASIC NECESSITIES (FOOD, CLOTHING AND CASH ASSISTANCE); HOUSING, CORE SERVICES AND WELCOME KITS FOR NEW REFUGEE ARRIVALS. THE ORGANIZATION, ALONG WITH VOLUNTEERS AND TEAMS FROM AREA CHURCHES, WELCOMES REFUGEES AT THE AIRPORT, SECURES APPROPRIATE HOUSING, PROVIDES BEDS, FURNITURE AND HOUSEHOLD SUPPLIES (LINENS, POTS, PANS, ETC), AND HELPS REFUGEES ENROLL IN ESL, EDUCATIONAL PROGRAMS AND CONNECTS THEM WITH SOCIAL SERVICES FOR WHICH THEY ARE ELIGIBLE (MEDICAL, PUBLIC ASSISTANCE, SOCIAL SECURITY AND REFUGEE EMPLOYMENT SERVICES). REFUGEE CASH ASSISTANCE (RCA): PROVIDES REFUGEES (SINGLE AND MARRIED WITHOUT CHILDREN) WITH CASH ASSISTANCE BENEFITS FOR UP TO EIGHT MONTHS WHILE THEY TAKE ENGLISH LANGUAGE CLASSES AND SEARCH FOR EMPLOYMENT. 18 CLIENTS WERE ENROLLED AND SERVED THROUGH THIS PROGRAM DURING THE FISCAL YEAR.MNSURE: ARRIVE MINISTRIES PROVIDED NAVIGATORS TO ASSIST REFUGEES AND COMMUNITY MEMBERS TO ENROLL IN MEDICAL INSURANCE PROGRAMS. VOLUNTEERS AND STAFF SERVE AS JOB MENTORS FOR SOME REFUGEES, PROVIDING ONE-TO-ONE COACHING AS THEY SEEK EMPLOYMENT WHILE OTHERS RECEIVE TRANSPORTATION ASSISTANCE TO GET TO INTERVIEWS, TRAINING AND INITIAL JOB ASSIGNMENTS. 109 CLIENTS (REFUGEES AND ASYLEES) WERE HELPED TO FIND EMPLOYMENT THROUGH THIS RES PARTNERSHIP DURING THE FISCAL YEAR. REFUGEE SOCIAL SERVICES (RSS): SERVICES ARE PROVIDED IN PARTNERSHIP WITH THE KAREN ORGANIZATION OF MINNESOTA (KOM) AND THE BHUTANESE COMMUNITY ORGANIZATION OF MINNESOTA (BCOM). THROUGH THIS PROGRAM, REFUGEES ARE EMPOWERED IN THE AREAS OF STABLE HOUSING, IMMIGRATION AND LEGAL SERVICES, PARTICIPATION IN COMMUNITY SERVICES AND ACHIEVING SELF-SUFFICIENCY. ARRIVE MINISTRIES HAS AN ATTORNEY WHO SERVES IMMIGRATION LEGAL SERVICES (ILS) CLIENTS AND TWO DEPARTMENT OF JUSTICE (DOJ)-ACCREDITED IMMIGRATION COUNSELORS. IN ADDITION SEVERAL INTERNS PROVIDE ASSISTANCE TO REFUGEES AND THEIR RELATIVES (FAMILY REUNIFICATION AND AFFIDAVITS OF RELATIONSHIP-AOR) AS WELL AS PROVIDING NATURALIZATION AND CITIZENSHIP SUPPORT FOR BOTH REFUGEES AND IMMIGRANTS. A TOTAL OF 443 IMMIGRATION CLIENTS WERE SERVED IN THIS RSS PROGRAM AREA IN THIS FISCAL PERIOD: RSS-KOM (243) AND RSS-BCOM (200)IMMIGRATION LEGAL SERVICE AND CITIZENSHIP CLASSES: WE OFFER SPECIALIZED LOW-COST IMMIGRANT LEGAL SERVICE FOR REFUGEES AND IMMIGRANTS NOT COVERED UNDER THE RSS PROGRAM. THE ORGANIZATION ALSO PROVIDES TRAINING/ORIENTATIONS TO CHURCHES AND COMMUNITY ORGANIZATIONS (AS WELL AS SHADOWING OPPORTUNITIES FOR THOSE SEEKING DEPARTMENT OF JUSTICE-DOJ ACCREDITATION) SO THAT THEY CAN ASSIST REFUGEES AND IMMIGRANTS PREPARE FOR CIVIC TESTS THEY MUST TAKE TO QUALIFY FOR NATURALIZATION. DURING THE FISCAL YEAR A TOTAL OF 24 RLM CHURCH TEAMS AND AN ADDITIONAL 25 NEW NEIGHBOR VOLUNTEERS, PROVIDED FRIENDSHIP AND PRACTICAL SUPPORT FOR REFUGEES DESCRIBED ABOVE, HELPING 209 REFUGEE AND ASYLEE FAMILY MEMBERS..SOMALI ADULT LITERACY TRAINING (SALT): THIS PROGRAM PROVIDES ELL CLASSES AND IN-HOME TUTORING FOR SOMALIS LIVING IN THE TWIN CITIES AS WELL AS PROGRAM SUPPORT FOR CLASSES IN ST CLOUD AND WILLMAR. AT MARCH 31, 2019, 177 STUDENTS (AND THEIR FAMILIES) WERE PAIRED WITH A TUTOR TO ENHANCE THEIR ENGLISH LEARNING AND PROVIDE AMERICAN FRIENDSHIPS FOR GREATER UNDERSTANDING, MUTUAL LEARNING, AND INTEGRATION.REFUGEE COMMUNITY GARDENS: THIS PROGRAM MATCHES REFUGEE GARDENERS WITH CHURCH AND COMMUNITY GARDENING PLOTS WHILE ALSO PROVIDING GARDENING INSTRUCTION AND MENTORING THROUGH COOPERATION WITH CAPI, KAREN ORGANIZATION OF MINNESOTA (KOM) AND THE BHUTANESE COMMUNITY ORGANIZATION OF MINNESOTA (BCOM).
