Our by laws were changed so that there can now be no more than 20 members on the board.

Form 990, Part VI, Section A, Line 6

Any minnesota educational system, school district, educational institution, association of institutions, nonprofit organization, corporation or individual, which subscribes, and is committed to the purpose of the mneep, shall be eligible for membership. All members will be full members of mneep. Each full member shall have one vote on all issues at each annual meeting of the membership. An eligible organization or individual becomes a member of mneep upon being accepted as such by action of the board and payment of the required fees.

The board of directors shall consist of no more than 40 members elected by the membership of the organization at the annual membership meeting.

MNEEP'S MODEL REQUIRES A LEADERSHIP TEAM COMPRISING SCHOOL LEADERS, COMMUNITY LEADERS, FAMILIES, AND OTHER COMMUNITY MEMBERS. THIS FRAMEWORK IS HELPING MULTIPLE COMMUNITIES ACROSS THE STATE DEFINE WAYS TO SET RACE EQUITY GOALS AND IMPLEMENT EFFECTIVE CRADLE TO CAREER SOLUTIONS TO IMPROVE OUTCOMES FOR STUDENTS OF COLOR. IN 2013-2014, THE REEEN EFFORT PRODUCED THE ORGANIZATION'S FIRST "RACE EQUITY AND EXCELLENCE IN EDUCATION ACTION PLAN" OUTLINING KEY RECOMMENDATIONS FOR RACE EQUITY POLICY AND PRACTICE, FROM A COLLECTIVE ACTION APPROACH OF COMMUNITY COUPLED WITH SCHOOL LEADER VOICES, LOCAL AMERICAN INDIAN LEADERS AND STUDENT INPUT AND OVERALL COMMUNITY LEADERS' INPUT. IN 2015-2016 THE REEEN MODEL WAS IMPLEMENTED IN TWO REGIONAL COMMUNITIES: THE MILLE LACS AND SW MN AREAS OF MN. IN 2017 THE SW MN REEEN COLLABORATIVE PRODUCED ITS OWN "PROMISE TO ACT PLAN".

THIS GROUP IS THE FASTEST GROWING STUDENT POPULATION IN THE STATE.THE EML INITIATIVE ADVOCATES FOR MULTILINGUAL DEVELOPMENT INTEGRATED IN SCHOOL EL POLICIES AND PRACTICES, EMPOWER WITH KNOWLEDGE AND OVERSIGHT FOR SCHOOLS TO PRACTICE WITH MORE FIDELITY TO MINNESOTA'S EXPECTATIONS AS ENCOMPASSED IN THE STATE'S LEAPS ACT IN POLICY IMPLEMENTATION, HAVE COMMUNITIES TRAINED, ENGAGED AND INVOLVED IN SCHOOL DECISION-MAKING FOR EML STUDENTS, AND BUILD UP THE PUBLIC WILL FOR THE IMPORTANCE OF MULTILINGUALISM AS AN ASSET TO BE CULTIVATED AS PART OF OUR STATE'S EDUCATION OUTCOMES.IN 2016-17 MNEEP WORKED COLLABORATIVELY WITH THE COALITION OF ASIAN AMERICAN LEADERSHIP TO ENGAGE COMMUNITIES DIRECTLY FOR RECOMMENDATIONS TO THE STATE'S DEPARTMENT OF EDUCATION AS IT PREPARED ITS FEDERAL ESSA IMPLEMENTATION PLAN WHICH REQUIRED FOR THE FIRST TIME A MAJOR ACCOUNTABILITY SYSTEM FOR THE ACADEMIC SUCCESS OF ENGLISH LANGUAGE LEARNERS.

THIS TRAILBLAZING EFFORT IS FOUNDED ON MNEEP'S OWN RESEARCH, WHICH REVEALED THE WAY OVERLY HARSH DISCIPLINE MEASURES AND UNJUST RACIAL BIASES IN LOCAL EDUCATION SYSTEMS CONTRIBUTE DIRECTLY TO THE DISPROPORTIONATE PUSH OUT OF AFRICAN AMERICAN BOYS THROUGH DETENTION, SUSPENSION, AND EXPULSION. SNS FOCUSES ON CULTURAL CHANGE WITHIN SCHOOLS, REDEFINING HOW SCHOOLS PERCEIVE, INTERACT WITH, AND RESPOND TO THE CONCERNS OF AFRICAN AMERICAN STUDENTS AND REFRAMING HOW STUDENTS VIEW THEMSELVES, WHICH EMPOWERS THEM AND INCREASES FEELINGS OF SELF-EFFICACY AND CONNECTION TO SCHOOL. "THE 2018 2019 YEAR PRODUCED A MAJOR POLICY BRIEF ON THE INTERESCTION OF RACE, SPECIAL EDUCATION AD DISCIPLINE DISPARITIES"THE "SOLUTIONS NOT SUSPENSIONS COALITION" BRINGS TOGETHER A RACIALLY DIVERSE GROUP OF 40 INDIVIDUALS AND ORGANIZATIONS TO ADVANCE POLICY AND PRACTICE CHANGES TO K-12 SCHOOL DISCIPLINE. THIS INCLUDES ADVOCATING FOR STATE LEGISLATIVE ACTION AND CHANGES TO CURRICULUM PREPARING CANDIDATES FOR TEACHING LICENSES.
IRS990/ProgSrvcAccomActyOtherGrp/Desc2RESEARCH - MNEEP'S PRIMARY RESEARCH ACTIVITY INVOLVES PUBLISHING THE STATE OF STUDENTS OF COLOR AND AMERICAN INDIAN STUDENTS IN MINNESOTA REPORT, A UNIQUE AND IMPORTANT REPORT THAT CAPTURES THE ACADEMIC OUTCOMES OF STUDENTS OF COLOR IN MINNESOTA. THE LATEST REPORT WAS ISSUED IN FEBRUARY, 2016. REPORTS FROM 2006-2012 HAVE BEEN DIRECTLY SHARED WITH OVER 4,000 STAKEHOLDERS IN THE COMMUNITY. ADDITIONALLY, POLICY WORK INCLUDES A POLICY BRIEF ISSUED IN 2016: "THE NEED FOR ETHNIC STUDIES CURRICULA IN MINNESOTA SCHOOLS"THIS WORK IS GUIDED BY MNEEP'S RESEARCH COLLABORATIVE TABLE (RCT), A ONE-OF-A-KIND MULTI-RACIAL STATE-WIDE COLLABORATION OF RESEARCHERS, POLICY ANALYSTS AND ACTIVISTS FROM VARIOUS SCHOOLS, COLLEGES AND CULTURAL COMMUNITIES. MNEEP RESEARCH NOW INCLUDES AN MNEEP RACE EQUITY FELLOWSHIP TRAINING MODEL FOR EMERGING RESEARCHERS AND POLICY ANALYSTS IN EDUCATION EQUITY POLICY DEVELOPMENT. FELLOWS SUPPORT PROGRAM NETWORKS WITH INSIGHTS ON DATA ANALYSIS, RESEARCH, AND EDUCATION EQUITY PRACTICES. MNEEP FELLOWS ARE ALSO GUIDED TO PRODUCE MNEEP POLICY BRIEFS ON DISTINCT RACE EQUITY IN EDUCATION ISSUES (SEE POLICY BRIEF EXAMPLES ABOVE).
