Mission

The Minnesota Coalition Against Sexual Assault is a statewide coalition driving transformative culture change to address sexual violence through advocacy, prevention, racial justice, and systems change. We envision a world free of sexual violence in which all human beings are treated with dignity and respect and communities are transformed through safety, healing, and partnerships.

MNCASA provides leadership and resources for sexual assault programs.

Governance Explanations

Form 990, Part VI, Section A, line 6

MNCASA provides support and assistance to its members. These members include sexual assault advocacy programs, ally programs and individual members throughout the state. Members receive tools, resources, and training each year to improve the effectiveness of anti-sexual violence programs in MN. Key events to support members include the annual training symposium, legal advocacy trainings, and regional meetings. MNCASA's Board of Directors also include representation from member programs. Annual membership dues account for just under 1% of MNCASA's total revenue.

Board members shall be elected by voting representatives of member organizations at the annual business meeting.

The Executive Director and Director of Finance and HR will review the 990 in detail with the Finance Committee of the Board. Upon that review, the 990 will be e-mailed to all of the board members for review and questions. The 990 will be on the board consent agenda and formally approved at a board meeting following the review.

Board members are required to identify any conflict of interests or potential conflict of interests when initially on-boarded, and then annually following via a Conflict of Interest Form. Records of the signed forms are kept by the board and the Board Chair has the duty to investigate there is a perception of or actual conflict of interest.

The Board of Directors and Executive Committee conduct an annual performance evaluation of the Executive Director. In determining compensation, the Executive Committee reviews the salary as it relates to similar positions rated in the Minnesota Nonprofit Salary and Benefits Survey, a document published by the Minnesota Council of Nonprofits. The Executive Committee reports to the full Board of Directors and makes the salary recommendation based on the above.

Form 990, Part III, line 2

Under the Minnesota Sexual Assault Kit Initiative Project, MNCASA formed and guided multidisciplinary team (MDT). The team provides the forum for examining the results of the Bureau of Criminal Apprehension's (BCA) statewide testing efforts, and Anoka County's retrospective case review, as well as developing protocols for the collection and processing of Sexual Assault Kits (SAKs), as well as other discipline-specific protocols related to investigation, victim advocacy, and prosecution. The MDT will identify training needs and coordinate discipline-specific trainings. Ultimately, the goal of the project is to reduce the number of untested SAKs, gain insight into the nature and extent of the challenges regarding the collection and processing of SAKs, and provide critical information for policy and programmatic interventions to improve statewide response to sexual assault.

Form 990, Part III, line 3

MNCASA closed two grant funded programs in 2019 and ended a fee for service hotline for Michigan State University. The Case File Review project worked to increase the capacity of sexual assault response teams (SARTs) to design and implement their ability to improve the investigation and prosecution of sexual assault through: 1) leading a case review of law enforcement sexual assault case files at two pilot sites; 2) documenting the process used at pilot sites to develop a SART Case Review Toolkit, including specific tools for law enforcement agencies participating in reviews; and 3) providing training on the concepts and tools that can help SARTs to effectively conduct periodic case reviews of their sexual assault case files. The Trauma Informed Victim Interview Project gathered input and feedback from both law enforcement and advocacy agencies-specifically focusing on rural and indigenous communities across Minnesota. Using experts and advisors, we reviewed input and feedback forms and solicited feedback from statewide stakeholders. MNCASA then reviewed and compiled a report from those findings, which developed actionable steps for law-enforcement and advocacy agencies to implement TIVI principles in all aspects of sexual assault response. MNCASA also drafted curriculum plan for TIVI learning models, and created a 4-hour skills-based curriculum, lesson plans, and presentations that taught various law enforcement officers this skill, and we organized and implemented four 4-hour trainings in rural and tribal areas. MNCASA, for a limited time, hosted the Healing Assistance Resource and Referral Line, a 24-hour hotline focused on connecting victims and their families, harmed by Michigan State's Larry Nassar, to the support and mental health resources they need. The line was open for nine months and MNCASA took over 125 calls.

Part X, Line 2:

The Organization is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code and is also exempt from Minnesota franchise and income taxes for related business activities. The Organization is required to assess whether it is more likely than not that a tax position will be sustained upon examination of the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more-likely-than-not recognition threshold, the benefit of that position is not recognized in the financial statements. The Organization has determined there are no amounts to record as assets or liabilities related to uncertain tax positions. Federal returns for the years ended 2016 and beyond remain subject to examination by the Internal Revenue Service.

With more than 70 member programs serving victims/survivors, our primary goal is to be a catalyst in changing society's attitudes toward sexual violence and the systems, policies, and procedures that may further victimize survivors, including survivors of sexual exploitation. Our members receive tools, resources, and training each year to improve the effectiveness of anti-sexual violence programs in Minnesota. Key events to support our members include the annual training symposium, legal advocacy trainings, and regional meetings for purposes of planning and organizing around emerging issues in the field.
