Mission

The Minnesota Coalition Against Sexual Assault is a statewide coalition driving transformative culture change to address sexual violence through advocacy, prevention, racial justice, and systems change. We envision a world free of sexual violence in which all human beings are treated with dignity and respect and communities are transformed through safety, healing, and partnerships.

Governance Explanations

Form 990, Part VI, Section A, line 6

MNCASA provides support and assistance to its members. These members include sexual assault advocacy programs, ally programs and individual members throughout the state. Members receive tools, resources, and training each year to improve the effectiveness of anti-sexual violence programs in MN. Key events to support members include the annual training symposium, legal advocacy trainings, and regional meetings. MNCASA's Board of Directors also include representation from member programs. Annual membership dues account for just over 1% of MNCASA's total revenue.

Board members shall be elected by voting representatives of member organizations at the annual business meeting.

Amendments to the Organization's bylaws must be approved by a majority of voting members at the annual meeting.

Form 990, Part VI, Section B, line 11B

The Executive Director and Finance Manager will review the 990 in detail with the Finance Committee of the Board. Upon that review, the 990 will be e-mailed to all of the board members for review and questions. The 990 will be on the board consent agenda and formally approved at a board meeting following the review.

Form 990, Part VI, Section B, line 12C

Each board member signs an agreement at the beginning of the year to identify any conflict of interest that should arise in board deliberations. The agreement requires board members to identify any potential conflicts they believe could arise, e.g. their place of employment, another governing board on which they sit, etc. The board chair has a copy of the agreements and is ready to question if there is a perception of conflict.

Form 990, Part VI, Section B, line 15

The Board of Directors and Executive Committee conduct an annual performance evaluation of the Executive Director. In that process, they survey staff and external stakeholders for quality of performance vis a vis the position description. In determining compensation, the Executive Committee reviews the salary as it relates to similar positions rated in the Minnesota Nonprofit Salary and Benefits Survey, a document published by the Minnesota Council of Nonprofits. The Executive Committee reports to the full Board of Directors and makes the salary recommendation based on the above.

Financial Statement Notes

Part X, Line 2:

The Organization is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code and is also exempt from Minnesota franchise and income taxes for related business activities. The Organization is required to assess whether it is more likely than not that a tax position will be sustained upon examination of the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more-likely-than-not recognition threshold, the benefit of that position is not recognized in the financial statements. The Organization has determined there are no amounts to record as assets or liabilities related to uncertain tax positions. Federal returns for the years ended 2014 and beyond remain subject to examination by the Internal Revenue Service.

IRS990/Desc0Sexual Violence Justice Institute (SVJI)The Sexual Violence Justice Institute is a project of the Minnesota Coalition Against Sexual Assault that promotes justice for victims of sexual violence through collaboration, leadership, training, and technical assistance. SVJI guides multidisciplinary teams and allied professionals to develop effective and victim-centered responses to sexual assault, with a primary focus on improving the criminal justice system response. SVJI works closely with 12 Minnesota sexual assault multidisciplinary action response teams (SMARTS) to improve the responses to victims in local communities. The institute is a national technical assistance resource to sexual assault response teams (SARTS) across the country. We train law enforcement, prosecutors, advocates, health care professionals, and other system practitioners on best practices when responding to sexual violence. We host the bi-annual National Institute for SART Leaders, quarterly webinars, and offer ongoing customized technical assistance. Additionally, we develop resources and toolkits for SART teams to use to create just and equitable responses to sexual violence.

We utilize three key strategies: providing training and technical assistance to build statewide capacity to prevent sexual violence; influencing policies and practicies at both the state and local level; and mobilizing community members to help make the prevention of sexual violence an urgent priority.Key highlights of prevention activities include:-Community primary prevention partnership grants to three community based sexual assault advocacy agencies. These funds are used to support local partnerships that promote healthy relationship skills for students in middle and high school as well as college.-Convene Minnesota Campus Sexual Violence Prevention Summit at St. Cloud State University in St. Cloud, Minnesota. The 2017 Summit brought together teams of staff from over 55 colleges to learn about effective policies, practices, and programs to respond to and prevent sexual violence.-Provide training on evidence based programs, such as safe dates and green dot to leaders from throughout the state who bring these programs to their communities.In 2017, Minnesota Coalition Against Sexual Assault was selected as one of 27 organizations nationwide to receive funding from Raliance for our work to prevent the perpetration of sexual violence.

Key events to support our members include the annual training symposium, legal advocacy trainings, and regional meetings for purposes of planning and organizing around emerging issues in the field.

If the tax position does not meet the more-likely-than-not recognition threshold, the benefit of that position is not recognized in the financial statements. The Organization has determined there are no amounts to record as assets or liabilities related to uncertain tax positions. Federal returns for the years ended 2014 and beyond remain subject to examination by the Internal Revenue Service.
