Semcac assists people to achieve or maintain independence and self-reliance through resources.

Major Activities

Activity 2
Semcac Head Start is a high quality program serving six counties in Southeast Minnesota: Dodge, Fillmore, Houston, Mower, Steele and Winona. Head Start is family-focused; parents and teachers work together to plan activities that support each child's growth and well-being. Most Head Start families have incomes at or below the Federal Poverty Level. Children participate in a variety of educational activities that encourage a love of learning and lifelong healthy habits. The children work on their listening and speaking skills. As a result, they learn to get along with others, solve problems, and gain confidence. Children also receive medical and dental care, have healthy meals and snacks, and enjoy creative play in safe settings indoors and outdoors. Children leave Head Start more prepared for kindergarten, excited about learning and ready to succeed. During the 2009-2010 Head Start program year, the lives of young children ages 3 to 5 were enriched and their families were empowered as shown through the following results:- 412 children from 383 families participated in Head Start.- Medical care outcomes-Of enrolled children, - 94% had a source for ongoing medical care. - 97% were up-to-date on immunizations and other preventive, primary health care. - 96% received medical treatment following diagnosis of a concern. - 94% were covered by either public or private health care insurance by the end of the year.- Dental care outcomes-Of enrolled children, - 87% had a source for ongoing dental care. - 96% received dental exams. - 96% received dental treatment following diagnosis of a concern.- Developmental outcomes- - 270 children were screened for developmental, sensory or behavioral progress. - Fall and spring assessments showed that a much greater percentage of the Head Start children were at the highest level in the following areas of their development: Fall SpringLanguage 4% 49%Literacy 3% 41%Math 2% 47%Science 2% 46%Creative Arts 4% 53%Social/Emotional 5% 53%Approaches to Learning 2% 42%Physical Health/Well-being 7% 63%-Family outcomes- - 89% of families received support to set and meet goals for their families. - 92% of families received at least one family service. - 228 fathers/father figures participated in regularly scheduled events. - 111 parents volunteered a total of 4,357 hours for the program.
Activity 3
Semcac Senior Nutrition serves mid-day meals Monday through Friday to persons 60 years of age or older and their spouses, regardless of age, through Senior Congregate Dining and Meals on Wheels. The programs target the low-income, nutritionally at risk senior. The programs promote healthy living by (1) providing a meal that meets 1/3 of Recommended Daily Allowance standards, (2) offering nutrition and health-related presentations at our sites, and (3) providing opportunities to socialize and provide meaningful volunteer duties. For most participants, these programs provide the main meal of the day; and, the fact that our meals are low cost and affordable allows them to stay within their budgets. Studies have shown that our programs keep seniors living in their own homes and postpone long-term care placements as long as possible.Senior Congregate Dining provides seniors with an opportunity to receive a low-cost, nutritious meal, enjoy the fellowship of neighbors and friends, and take part in programming and/or volunteer activities. Approximately 42% of the persons served are 80 years old or older, 48% are low income (meet Federal Poverty Level or below), and 63% live alone. In 2010, Senior Dining empowered seniors to maintain their health and nutritional well-being, while offering educational programs and an opportunity for socializing, as shown through the following results:- 256,101 hot, nutritious meals were served in a congregate setting to 7,978 seniors at 56 sites in 11 counties.- About 1,600 volunteers helped to serve these meals.Meals on Wheels provides the homebound senior with the similar meal delivered to their home. Some of the participants are recuperating from surgery or illness, some are physically disabled, and many are unable to shop and cook due to limitations brought on by advanced age. Local community volunteers do the home delivery. Their daily visit doubles as a safety check for the meals recipient. There have been times when this safety check has resulted in saving the life of a senior. Approximately 64% of the people served are 80 years of age or older, 73% are low-income (meet Federal Poverty Level or below), and 59% live alone. In 2010, Meals on Wheels helped seniors remain in their own home and maintain their health as shown through the following results:- 79,535 nutritious, home-delivered meals were served to 685 seniors in over 43 communities within 8 counties.- About 1,400 volunteers helped to serve these meals.

Semcac's outreach and emergency services department offers a personal connection for households struggling with financial hardships to access the agency's programs and services and other community resources.

The program provides financial assistance to help with a household's winter heating bills. Both homeowners and renters may apply. A household must complete the application process to determine eligibility and the amount of their utility assistance. Financial assistance payments are made directly to the household's utility company.

The Senior & Caregiver Advocacy Program supports and empowers seniors and caregivers by addressing their individual needs and preferences, so that they may remain living safely and independently in their own homes and communities.

Food also includes the Emergency food and shelter program that grants fund to Semcac's four food shelves to buy emergency food.
IRS990/ActivityOther/Description4Housing Program: Semcac's Community Development Department staff is available to help communities identify housing needs and determine resources to create housing development or rehab opportunities. The agency has a strong record of both developing and rehabilitating housing and is able to coordinate multiple funding source streams to best fit a community's needs.
IRS990/ActivityOther/Description5Transportation: Semcac's Volunteer Driver Program provides transportation for persons age 60 and over and Medical Assistance, Blue Plus and UCare clients to medical and dental appointments. Those age 60 and over may also receive rides for personal appointments and senior congregate dining. Semcac's buses provide fare-based transportation for the general public. Rides are provided to medical appointments, work, daycare, preschool, local business needs, senior dining and other special requests. Transportation for special events may be arranged. All buses are accessible for individuals with disabilities.

IRS990/Description0Semcac's Weatherization Assistance Program provides energy conservation home improvements to reduce energy consumption costs. Each home is inspected before and after work is done in order to ensure that homes are more energy efficient upon project completion. Homeowners are made aware of all areas of the home on which work will be completed. Improvements may include exterior wall and attic insulation, air infiltration and bypass sealing, and the testing, repair or replacement of the home's mechanical systems to ensure efficiency and safety. The Weatherization Assistance Program also provides (1) education to consumers regarding home energy efficiency and safety, (2) energy audits to evaluate home energy usage, (3) Conservation Improvement Programs in collaboration with local utilities and fuel suppliers. Homeowners and renters who apply and are eligible for the Energy Assistance Program are automatically screened for participation in the Weatherization Assistance Program. Priority is given to households with at least one senior citizen, individuals with a disability or a child, or to households with the highest heating costs. In 2010, Weatherization improved the energy efficiency of people's homes and reduced their energy consumption as shown through the following results:- 713 households received weatherization updates and energy conservation education.- 613 owner-occupied households received energy-related repairs, such as furnace replacement.
