Semcac assists people to achieve or maintain independence and self-reliance through resources.

To assist & encourage urban & rural communities & the general population of dodge, fillmore, freeborn, houston, mower, steele & winona counties of minnesota to mobilize their resources to combat various forms of poverty, disease, malnutrition, unemployment & energy shortages, & fulfill other common needs by developing employment opportunities, increasing the availability of decent, safe, affordable housing, improving human performance, motivation, y productivity, & bettering the conditions under which people live, learn & work.

Governance Explanations

Form 990, Part VI, Section A, Line 4

The following changes to the agency bylaws occured in may 2015: the selection of consumer sector board members was changed: voters may cast a ballot at any semcac site. They must sign a statement declaring their income falls within designated semcac program guidelines, or qualify as a semcac program participant, show proof of residence, and sign their name to a list of persons voting. The voting process used to occur by sending ballots to eap eligible households. Votes are tallied by the executive committee and election results reviewed by the board and announced. Vote tallying was not designated before the change. The administrator office was designated as the official place for the following: books and records - the board of directors shall cause and ensure that correct and complete books and accounts are kept. Minutes of the proceedings of the board of directors, and any of its committees shall be kept at the semcac administrative office. There was no designated place before the change.

Form 990, Part VI, Section B, Line 11

The organization's governing body reviews a draft of the 990 and approves it before filing with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

A conflict of interest form is completed by the board of directors each year. Forms are sent to the administrative assistant, reviewed and signed by the executive director. Disclosure is made to the fiscal department. The officer, director or key employee would not be involved in the decision making process if they had a conflict and would follow established policies.

Form 990, Part VI, Section B, Line 15

A standard review form is completed and performance of all staff is evaluated. Rate increases are given through a step system that recognizes longevity cost of living increases are set by the board. A comparison is conducted to other non profit organizations and the general area market every 3 years. Periodically an outside compensation study is performed to assure wages paid are comparable and reasonable. A wage comparison was completed in 2016 using outside data that is comparable to the scope and size of semcac.

Semcac acts as the fiscal agent for the bluff country minnesota multi-county housing and redevelopment authority, inc. Cash held for fiscal agent are funds held by semcac for the other nonprofit organization.

PART X, LINE 2:

The organization is exempt from income taxes under section 501(c)(3) of the internal revenue code, therefore. Therefore, no provision for income taxes has been in these financial statements. The organization has adopted the income tax standard regarding the recognition and measurement of uncertain tax positions and has determined that it has no uncertain tax positions as of september 30, 2016 and 2015.

CHILDREN LEAVE HEAD START MORE PREPARED FOR KINDERGARTEN, EXCITED ABOUT LEARNING AND READY TO SUCCEED. DURING THE 2015-2016 HEAD START PROGRAM YEAR, THE LIVES OF YOUNG CHILDREN AGES BIRTH TO 5 WERE ENRICHED AND THEIR FAMILIES WERE EMPOWERED AS SHOWN THROUGH THE FOLLOWING RESULTS: - 306 CHILDREN RECEIVED QUALITY LEARNING AND CARE.- 139 CHILDREN TRANSITIONED FROM HEAD START TO KINDERGARTEN.- 63 CHILDREN RECEIVED SPECIAL EDUCATION AND RELATED SUPPORT SERVICES. - 167 PARENTS LEARNED AND EXHIBITED IMPROVED PARENTING SKILLS- OUR PROGRAM GOAL - EACH CHILD WILL GROW AND DEVELOP TO HIS/HER FULL POTENTIAL WAS MET. 100% OF CHILDREN ENROLLED MADE STRONG PROGRESS TOWARD ""FULL PROFICIENCY"" ACROSS ALL DOMAINS OF LEARNING. - 100% OF FAMILIES RECEIVED REQUESTED SERVICES, SUCH AS: EMERGENCY/CRISIS INTERVENTION FOR FOOD, CLOTHING AND SHELTER, AND HOUSING ASSISTANCE.- 306 CHILDREN AND INFANTS HAVE IMPROVED HEALTH AND DEVELOPMENT AS A RESULT OF ADEQUATE NUTRITION- 100% OF FAMILIES ALL ALSO RECEIVED PARENTING EDUCATION.- 2,069 VOLUNTEER HOURS WERE DONATED TO THE SEMCAC HEAD START PROGRAM IN 2016.
