The mission of KOOTASCA Community Action, Inc. is "Building Community to End Poverty." This is done by helping low income people build assets, providing high quality early childhood education, and engaging the community through collaborative partnerships with other community resources.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The IRS Form 990 is presented in draft form to the board of directors at a regular meeting of the board or the board's executive committee. The board members have the opportunity to review and suggest changes prior to the filing of the final copy of the form 990 with the IRS.

Form 990, Part VI, Section B, Line 12C

Management reviews the conflict of interest policy at every annual board meeting and each board member signs a conflict of interest statement at that time. Potential conflicts are reported to the board of directors. The board shall determine whether the activity, relationship, or financial interest constitutes a conflict of interest, and may impose limitations upon the affected board members to ensure that a conflict does not arise.

Form 990, Part VI, Section B, Line 15

Salaries for all staff, which includes the executive director and key employees, are reviewed by utilizing salary surveys done by the Human Resources department. Sources of information are from other Community Action Agencies, the Minnesota Council of Not-for-Profits salary and benefits survey and the Bureau of Labor Statistics for our area. The survey was performed by reviewing compensation for similar positions within similar sized organizations in the region Kootasca is located. Using these surveys a range of reasonable compensation is determined and the results are presented to the board for review and approval.

Kootasca is exempt from federal income taxes under section 501 (c) (3) of the Internal Revenue Service code (IRC) therefore , no income taxes are paid or accrued and contributions are generally tax deductible by the donor, Kootasca is also exempt from Minnesota Income tax. Kootasca is subject to routine audits by the Internal Revenue Service as well as the Minnesota Department of Revenue. Currently no audits for any tax periods are in progress. Kootasca is no longer subject to examination by tax authorities for years before 2013

IRS990/Desc0Asset Development and Housing: the goal is to build community and organizational capacity so all low to moderate income (LMI) households have safe affordable housing and to develop the assets they need to succeed. The accomplishments of this strategy for 2016 are as follows: 1) the LIHEAP (Energy Assistance) program provides reduced energy burden for approved Low/Moderate Income households through direct payments to energy vendors for Primary Heat awards and/or Crisis situation awards. The LIHEAP emergency repair or replacement (ERR) of non-functioning heat sources helps households in an emergency no heat or health and safety hazard situation, A16 helps households with energy self-sufficiency education, advocacy, and referral services. Outcomes: 3,196 households served with Primary Heat, 1516 households were served with Crisis, and 215 served with Emergency Furnace services. Also in 2016 Kootasca implemented class and/or 1 on 1 energy educational instruction to help LMI households better understand how to reduce energy cost. Also 15 households participated in an energy efficiency knowledge assessment, subsequent to the education in energy efficiency done by local area vendors and Kootasca Energy Auditor staff with successful tests from 15 participants. 2) Department of Energy Weatherization (DOE WAP) program provides reduced energy burden for approved Low/Moderate Income households through building shell and mechanical system energy sufficiency upgrades. Insulation, air infiltration reduction, heating source(s), baseloads and indoor air quality are all addressed through a comprehensive energy audit process. The program also provides client education for low/no cost energy savings measures and occupant behaviors. Outcomes-21 Households served. 3) Conservation Improvement Programs are funded through multiple local utility companies, these funds are also used to leverage Department of Energy Weatherization funds. Outcomes- 9 households were served from 2 separate utility companies. 4) LIHEAP Weatherization funds are used as leverage funds with the DOE WAP Weatherization program and 21 households were served with these funds. 5) Minnesota Housing Deferred and Emergency Funds program is a deferred loan program through Kootasca which can help LMI households with a variety of housing remodel activities. These activities can include items such as wells, septic systems, foundation problems, siding, windows, roofing, interior upgrades for Health & Safety of Housing Quality Standards. They also focus on energy savings, lead based paint remediation, radon remediation and indoor air quality standards. Outcomes - served 42 households with housing rehabilitation and 3 households with the Emergency Loan program. 6) The Small Cities Development Program (SCDP) single family home ownership and rental programs are very similar in nature to the MHFA Deferred and Emergency loans and the two are quite often used as leverage funds to assure that the project has adequate funding to achieve the goal of safe affordable housing. Outcomes-10 households served. 7)The SCDP Commercial Deferred Loans works with commercial businesses within a designated Slum & Blight area and is generally administered in conjunction with the SCDP housing rehabilitation. Children and families in the Head Start program are provided with comprehensive services that include education, health, nutrition, social services/family support and parent involvement. Head Start ensures that the basic health needs of all children are met. The program encourages healthy behaviors that prevent future illness and promotes positive health and life long well-being. The state funded Early Head Start (EHS) program serves pregnant moms and children to the age of three (3). The EHS program in Itasca County provides services to one of our most vulnerable populations by supporting teen parents in completing their High School diploma while attending the Alternative Learning Center (ALC) one day a week. All classes earn credit towards high school graduation, and because of this, students attending TAPP/EHS can receive their diploma much faster than attending ALC alone. The semi-monthly home visits help to provide education on child development, attachment and bonding, nurturance, as well as help students build a sense of structure and consistency at home. This additional family support helps the young mothers not only graduate from school but to plan for a successful future. The agency also provides a EHS Home Base program in Koochiching County that provides weekly home visits and twice monthly socializations for parents and children.

The agency's community engagement strategy includes the following programs: Circles of Support activities provide an opportunity for people in poverty to build skills and social assets. Weekly meetings with a dinner and child care are open to families and individuals experiencing poverty as well as non-poor volunteers who are interested in improving conditions that impact people in poverty. Circles of Support activities include: financial literacy and self-empowerment resources, the hosting of Big View community meetings that bring awareness to poverty related issues, policy concerns, and systemic barriers that make leaving poverty more difficult. Circles of support also facilitates the distribution of refurbished computers to low income people. KOOTASCA's Frostbite Finds Thrift Store program provides advocacy and funding to support programs and activities for youth afterschool in order to close the achievement gap and inequitable access to enrichment opportunities.
