Mission and Program Overview

Mission

Emma norton services' mission is supportive housing for women and families on their journey of recovery. To achieve this mission, we offer supportive housing to single women (emma norton residence) and families (emma's place) in two different affordable housing sites designed to meet the needs of each group. Emma norton residence offers a 24-hour staffed dormitory style living environment with meals and on-site case management services for up to 50 single women at any one time. Emma's place is a 13-unit townhome community with on-site supportive services. Services include case management, out of school time tutoring, and activities for school aged youth, early childhood education, and parenting groups for youth ages 0 to 5 (pre-k).

Conflict of interest policies are presented at board trainings and the directors are asked to sign the conflict of interest statement. Emma Norton management follows up to ensure the statement is signed by each director.

The finance committee reviewed comparative salary information for the entire organization including the executive director and all top management staff. The salary ranges for every jurisdiction were established as the median point for the twin cities area as well as area of expertise of organization. The executive committee, with input from the entire board, completed a review of the executive director's performance and recommended an annual salary approved by the entire board.

EMMA NORTON RESIDENCE OFFERS A 24-HOUR STAFFED DORMITORY STYLE LIVING ENVIRONMENT WITH MEALS AND ON-SITE CASE MANAGEMENT SERVICES FOR UP TO 50 SINGLE WOMEN AT ANY ONE TIME. EMMA'S PLACE IS A 13-UNIT TOWNHOME COMMUNITY WITH ON-SITE SUPPORTIVE SERVICES. SERVICES INCLUDE CASE MANAGEMENT, OUT OF SCHOOL TIME TUTORING, AND ACTIVITIES FOR SCHOOL AGED YOUTH, EARLY CHILDHOOD EDUCATION, AND PARENTING GROUPS FOR YOUTH AGES 0 TO 5 (PRE-K).

IRS990/ProgSrvcAccomActy2Grp/Desc0Fee For Service:The Adult Rehabilitative Mental Health Program (ARMHS) provides practical, recovery-oriented services to clients with mental health needs. The four main components include basic living and social skills, community intervention, medication education, and transitioning to community living. This opt-in program is open to all of our current residential clients, as well as any qualified individuals in the greater community. In 2016 this program served 16 clients, with 12 being non-residential unduplicated clients and four clients who participated in ARMHS as well as lived in a supportive housing site operated by Emma Norton Services.SOAR/SSI Advocacy (SSI/SSDI Outreach, Access and Recovery) is designed to increase access to SSI/SSDI entitlement benefits for eligible adults with mental illness, physical disability, and/or a co-occurring substance use disorder. A SOAR certified staff provides assistance with completing applications, gathering necessary supplemental documents, and navigating the appeals process. In 2016, this program served 21 people both adults and children. Most of the SOAR clients live in a supportive housing program operated by Emma Norton Services, but 2 out of the 21 were unduplicated and received SOAR as a stand-alone service.
