Mission and Program Overview

Mission

Emma norton services' mission is supportive housing for women and families on their journey of recovery. To achieve this mission, we offer supportive housing to single women (emma norton residence) and families (emma's place) in two different affordable housing sites designed to meet the needs of each group. Emma norton residence offers a 24-hour staffed dormitory style living environment with meals and on-site case management services for up to 50 single women at any one time. Emma's place is a 13-unit townhome community with on-site supportive services. Services include case management, out of school time tutoring, and activities for school aged youth, early childhood education, and parenting groups for youth ages 0 to 5 (pre-k).

The mission of emma norton services is to serve women and families in need of a supportive community by providing affordable, secure housing and services in a christian atmosphere in order to foster stability and encourage personal growth. All of the women and families served are homeless or recently homeless. Almost all are in recovery from drug or alcohol addiction, mental illness, or both. Ens employs a rehabilitative service model that addresses individual barriers to maintaining long-term housing and getting and keeping a job. Youth services include after-school tutoring and enrichment activities to foster academic and social success.

Governance Explanations

Form 990, Part VI, Section A, Line 4

The bylaws were revised and amended as follows: -restructuring of the standing committees so that they will be more efficient and effective and in line with committee structures in other nonprofits -extension of board director terms from two years to three years -provisions were added to help maintain continuity, such as retaining two year terms for officers so that they can continue to participate on the board, even after their office ends -clarified to state that officers may serve up to eight consecutive years -clarified to state that those filling vacancies and immediate past presidents can serve as ex-officio directors

Form 990, Part VI, Section B, Line 11

The form 990 is reviewed by the finance committee and presented to the executive committee for final approval. A copy is provided electronically to the board before it is filed.

Form 990, Part VI, Section B, Line 12C

Conflict of interest policies are presented at board training and directors are asked to sign the conflict of interest statement. Emma norton management follows up to be sure the statement is signed by each director.

Form 990, Part VI, Section B, Line 15A

The executive director's salary was established by the hiring committee which used the range for human service management positions in the twin city area and approved by the board. The executive director's performance is evaluated annually by a committee designated by the executive committee.

Form 990, Part VI, Section C, Line 19

The 990 is available upon request. Governing documents may be obtained by contacting the accounting office. Charities review council will receive a copy of the 990.

Supplemental Narrative

Additional Explanations

Form 990, Part III, Line 3

The dual diagnosis program funding ended on january 31, 2014.

FORM 990, PART XII, LINE 2C:

There was no change in either the oversight process of the audit or the selection process of the accountant during the tax year.

Financial Statement Notes

PART V, LINE 4:

The permanently restricted endowment fund reported on schedule d is not reduced by any inter-organizational loans for operations. Intended use of endowment funds: the endowment funds will be used to support the mission of providing transitional housing.

PART X, LINE 2:

Accounting principles generally accepted in the united states of america require the organization to evaluate positions taken by the organization and recognize a tax liability (or asset) if the organization has taken an uncertain position that more likely than not would not be sustained upon examination by applicable tax authorities. Management has analyzed tax positions taken by the organization, and has concluded that as of december 31, 2014 and 2013, there are no uncertain positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the consolidated financial statements. The organization is subject to routine audits by taxing jurisdictions; however there are currently no audits for any tax periods in progress. The organization believes it is no longer subject to income tax examinations for years prior to 2011.

PART XI, LINE 2D - OTHER ADJUSTMENTS:

PART XII, LINE 2D - OTHER ADJUSTMENTS:
