Mission

See Schedule O.Established in 1895, Missions Inc. Programs is a multi-service non-profit organization with a long history of providing services to those who are most in need, each year offering thousands of people, whose lives have been severely disrupted by chronic addiction, homelessness, and domestic violence the opportunity to make real change in their lives. Substance use services are provided through five programs, Hart House, Judy Retterath Withdrawal Management Center, Mission Lodge, Smith Lodge and Mission Heights Supportive Housing, and domestic violence services through the Home Free Shelter and Home Free Community Program. In 2023, there were 1828 admissions to Missions Inc. residential programs and an additional 1060 persons served through the Home Free Community Program. We are located on a 38-acre campus on the north shore of Medicine Lake in Plymouth, MN, with other sites in Plymouth, St. Paul, and Columbia Heights, MN.

Governance Explanations

Form 990, Part VI, Section A, line 1A

The Executive Committee is composed of elected officers of the corporation and the CEO. The CEO shall have no vote. The Executive Committee has the authority of the Board of Directors in the management of the business of this corporation in the interval between meetings of the Board of Directors. The Executive Committee shall at all times be subject to the control and direction of the Board of Directors.

The Finance Committee will review the 990 and present to the board for approval.

Form 990, Part VI, Section B, line 12C

Annual disclosure of any interests that could give rise to conflicts is documented at the Board of Directors' meeting in June. Review and approval by the Board of Directors is required for any contract or transaction involving an officer or director. Directors and officers with a potential conflict of interest are required to be removed from deliberations and discussions related to such transactions.

CEO Compensation is subjected to two levels of review by the Board of Directors, the Executive Committee and the full Board of Directors, and is based upon comparable salary data from two independent sources the MN Council of Nonprofits Salary Survey and Guidestar Compensation Report. These deliberations are contemporaneously documented in the Board of Director minutes. The last salary review for the CEO position was conducted in 2022. Salaries and salary ranges of other key employees are determined by the CEO based upon comparable salary data from the Minnesota Council of Nonprofits Salary Survey. Salary reviews for positions were conducted in 2022. The process described here was last completed in 2022.

The Judy Retterath Withdrawl Management Center (JRC): provides detoxification services and clinically managed withdrawl for adults and adolescents in a 21-bed facility located on the main campus of Missions Inc., in Plymouth, MN. In 2023, JRC operated at 58.1% capacity with 1466 admissions and an average stay of three days. Clients are provided with information to assist with the identification of chemical use problems and referrals to appropriate community resources for continued support following discharge.

Home Free Shelter: Missions Inc. provides domestic violence services through the Home Free Shelter, providing emergency housing and support services in a 30-bed shelter for female-identified domestic abuse victims and their children. In 2023, the shelter operated at 80% capacity, serving 402 women and children in a safe and supportive environment, where women have the opportunity to explore alternatives to living with violence. Advocates facilitate access to a wide range of services responsive to the needs of the women, including housing, legal, financial, employment, parenting and childcare resources.

In 2023, the programs provided transitional housing and support services to 362 men and women. Located on Missions Inc.'s main campus in Plymouth, Minnesota, Mission Lodge and Smith Lodge provides services for adults experiencing chronic substance use disorder, often previously homeless. In 2023, Mission Lodge, an 86-bed facility, operated at 73% capacity with 232 admissions and an average length of stay of 95 days; In 2023, with 21 single and double occupancy rooms, operated at 88% capacity with 30 admissions and an average length of stay of 227 days. Hart House located in St. Paul, MN is a 24-bed facility for women, transgender, and nonbinary people who are in recovery from substance use disorders, operated at 87% occupancy, with 60 admissions and an average stay of 156 days. Mission Heights Supportive Housing, located in Columbia Heights and taking its first client in February 2023, provides services for adults in recovery from substance use disorder and needing mental health support. Mission Heights, with 14 single occupancy rooms, operated 81% capacity with 40 admissions and an average length of stay of 114 days.
