“Part III, Lines 2 And 3 Global Blood Funds activity remained mission-centric during 2015, but broadened and deepened in terms of transaction count, activity type, geographic regions supported, and partners engaged. A core service capability, EqXchange, was impacted by supplier issues during 2014, but was re-established on a new platform for 2015. EqXchange is a cloud-based platform enabling blood services worldwide to list (usually surplus) equipment available for donation. As well as viewing and responding to offers, the system offers blood services in low-income countries the ability to list their specific requirements. Program Service Accomplishments Expenses and revenues where relevant - are listed against program areas. Non directed grants are considered general income and are not allocated to specific programs. Note that much of GBFs activity is facilitating co-operation between developed blood services and other agencies (industry suppliers; professional associations) and those less-developed organizations in need of support. Program expenses do not therefore reflect the full "value added" of the charity's operations.”

| IRS990/Desc | 0 | GBF is regularly offered used equipment by blood centers in the U.S., Europe and Australia. This often becomes available as a consequence of routine upgrade programs that leave still-serviceable equipment surplus to local requirements. Historically, the charity manually attempted to place this with blood services in Africa and elsewhere with existing contact networks and where it might be anticipated this would add value to operations. To bring greater rigor to this program and to expand its reach to both donors and recipients, in 2013 GBF developed EqXchange, a cloud based portal to provide for the global exchange of information on availability and need. During 2015, approximately $350,000 of equipment (at used value, using the methodology published on GBFs website) was rehomed to in-need blood services. Examples of items include portable donation beds, donor couches, bloodmobiles, and donation scales/mixers. Recipient countries included Botswana, Mexico, Kenya, and Bangladesh. In addition, for the first time the charity purchased new equipment in response to a specific need in Vanuatu relating to platelet management in the wake of Cyclone Pam. The number of countries assisted by GBF now exceeds 40. |

VNRBD is recognized, by the World Health Organization and others, as the most cost-effective way to prevent the thousands of deaths that result each year from blood shortages. It also helps mitigate the transmission of infections, such as HIV, that can be contracted through blood transfusion and devastate lives and families. |

GBF directly provided donor recruitment and management training to the national blood establishments in Namibia and Uganda, as well as, sponsoring third party training. For example, facilitating and funding a leader within the Cameroonian blood network to spend time familiarizing himself with best practice in South Africa, and facilitating and funding Mexican trainees to attend a U.S. workshop. GBF also worked with the Asian Association of Transfusion Medicine in organizing a pan-Asia story contest- "The Wonder of Blood; Saving Lives in Asia"- which successfully generated narratives from those impacted by blood donation or transfusion to help better communicate the challenges of blood collection in that continent. This followed on from similar activity in Africa in 2014. To overcome previous operational challenges in "renting" a contest platform, GBF developed its own technical solution and is now in a position to deploy this resource more extensively in the future. This is in line with the charitys ambition to curate stories that communicate the blood collection challenges in low-income settings and so encourage future support in tackling these issues. |

During 2015 the number of blood centers engaged in Open Arms remained broadly stable as GBF worked to deepen the engagement of existing centers and operationalize declared support, rather than expanding the network. For example, New York Blood Centers ran a dedicated campaign over Christmas and new year to raise awareness and funds for GBF. |

Individuals considering a transaction shall appoint a disinterested person to investigate alternatives to the proposed transaction. If a more advantageous transaction or arrangement is not reasonably attainable under the circumstances that would not give rise to a conflict of interest, the board or committee shall determine, by a majority vote of the disinterested trustees, whether the transaction or arrangement is in the best interest of the organization and whether the transaction is fair to the organization. Each trustee, officer, and member of a committee with board delegated powers shall annually sign a statement which affirms that such a person has received a copy of the conflict of interest policy, has read and understands the policy, has agreed to comply with the policy, and understands that the organization is a charitable organization and that in order to maintain its federal tax exemption, it must engage primarily in activities which accomplish one or more of its tax-exempt purposes. If the board or the committee has reasonable cause to believe that an interested person has failed to disclose a conflict of interest as required by this policy, the board or committee shall inquire, investigate, and take appropriate disciplinary and corrective action, as neccessary. |
