Mission and Program Overview

Mission

Community action coalition for south central wisconsin, inc. (cac) provides, supports and sustains several anti-poverty programs in dane, jefferson and waukesha counties in wisconsin. In 2013, these programs served 14,343 persons from 5,815 households and mobilized 1,598 volunteers who contributed 13,737 hours of service to improve the lives of those affected by poverty, hunger, homelessness and unemployment.

To transform our communities by fostering conditions where everyone can achieve social and economic security.

Governance Explanations

Form 990, Part VI, Section A, Line 4

Bylaws were updated and approved by the board of directors on 3/23/23. The significant changes made were mainly procedural updates and enhanced language to increase alignment to csbg organizational standards and more thoroughly describe duties/processes.

Form 990, Part VI, Section B, Line 11B

The treasurer shall ensure form 990 is completed annually and presented to the board for review.the form 990 is prepared by the audit firm and submitted to cac's finance director for review. After satisfactory review, the 990 is presented to the executive committee for the full board of directors. The executive committee and full board of directors receive a copy of the form 990. The board president presents the 990 to the full board and discusses the governance and management section. The board president signs the form 990 and is informed when it has been submitted.

Form 990, Part VI, Section B, Line 12C

Members of the board of directors complete and sign a code of ethics and conflict of interest statement upon appointment to the board. A board member must recuse themselves from any action or situation where a conflict might be relevant. The board president and executive director discuss conflicts of interest with board members regularly and board members are expected to disclose any new or potential conflict as they occur. If any conflict or incident occurs, the board president or the executive director may request the board member to recuse him/herself from the discussion or vote and to complete a new conflict of interest statement. Every two years, each board member must review, update and sign the corporations code of ethics and conflict of interest policy/statement.

Form 990, Part VI, Section B, Line 15

The organization participates in and receives results from many comparability studies to make recommendations regarding wages for each position. The board of directors annually approves the compensation of the executive director.
