Mission and Program Overview

Mission

At community action coalition for south central wisconsin, inc. (cac) our mission is to transform our communities by fostering conditions where everyone can achieve social and economic security. Cac exists to push back on poverty. Our organization was born out of the war on poverty, and that purpose motivates us to this day. But while we've been around for five decades, we're committed to evolving the way we work to help people live better lives. It's time for a new approach to housing security, food security and essential resources. We champion flexibility rather than relying on a one-size-fits-all solution. By working with our strong network, we identify specific needs within each of our three communities, and carry out a plan to generate the greatest impact. When we transform together, we create lasting change.

To develop economic & social capacities of individuals, families & communities to reduce poverty in dane, jefferson and waukesha counties.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

A draft of the 990 is submitted to community action coalition for south central wisconsin, inc.'s accounting manager for review. After satisfactory review, the 990 is presented to the audit committee for the board of directors who recommends acceptance or denial of the 990. A copy of the 990 will be provided to the board of directors before filing.

Form 990, Part VI, Section B, Line 12C

Members of the board of directors are asked to complete and sign the "conflict of interest" statement upon acceptance to the board. If an incident occurs the president of the board or the executive director may request the board member to recuse him/herself from the discussion or vote and to complete a new "conflict of interest" statement. The executive director meets annually with each board member to determine if any conflicts exist.

Form 990, Part VI, Section B, Line 15

Every position at cac is considered an employee; no position operates under a contract. There is a job classification plan (jcp) that has "rated" each position according to ten criteria. The personnel committee approves the criteria used in the jcp. A member of the personnel committee participates in the actual ranking of each position to determine the placement of each position on the continuum based on assigned points. Under most circumstances a new hire is compensated at the identified base for that position as listed in the jcp. Due to funding regulations the "living wage" for the city of madison is used as the base for the lowest paid position as well as the base for the wage structure chart of the jcp. The deputy director participates in and receives results from many comparability studies to make recommendations regarding wages for each position. Data includes results from studies completed by accountemps, united way of dane county, shrm (society for human resource management), state of wisconsin, wiscap, and other non-profits. The deputy director refers to these comparability studies for making recommendations for wages for all positions.

(cac) is required to assess whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. (CAC) PROVIDES A WIDE VARIETY OF SERVICES FOCUSED ON PREVENTING HOMELESSNESS AND HELPING LOW-INCOME FAMILIES TO SECURE SAFE AND AFFORDABLE HOUSING THAT IS SUSTAINABLE AND PERMANENT. INCLUDED IN THE AGENCY'S HOUSING SERVICES ARE THREE PERMANENT HOUSING PROGRAMS, TWO IN DANE COUNTY (HOME FOR GOOD AND SHIFT) AND ONE IN WAUKESHSA COUNTY (WISH). IN ADDITION CAC HAS A TRANSITIONAL HOUSING PROGRAM IN JEFFERSON COUNTY. EACH PROGRAM PROVIDES INTENSIVE CASE MANAGEMENT TO HOUSEHOLDS WHO WERE LITERALLY HOMELESS (I.E. ON THE STREETS OR IN A SHELTER) AND WORKING ON HOUSING STABILITY.CAC HAS BEEN PROVIDING SUPPORTIVE SERVICES FOR VETERAN FAMILIES (SSVF) FUNDED BY THE VETERANS ADMINISTRATION IN ALL AREAS THE AGENCY SERVES. THIS PROGRAM PROVIDES SUPPORTIVE SERVICES FOR VETERANS THAT ARE HOMELESS OR AT RISK OF HOMELESSNESS. SERVICES INCLUDE CASE MANAGEMENT AND TEMPORARY FINANCIAL ASSISTANCE WHICH ALLOW VETERANS TO OBTAIN AND MAINTAIN STABLE HOUSING.CAC MANAGES THE HOUSING RESOURCE/LINE DESK WHICH IS HOUSED AT THE LOCAL JOB CENTER. THE HOUSING RESOURCE LINE/DESK IS A COLLABORATION WITH THE HOMELESS SERVICES CONSORTIUM TO PROVIDE THE LATEST INFORMATION ON AVAILABLE HOUSING AND EMERGENCY SHELTER IN A COORDINATED AND COMPREHENSIVE WAY. IN ADDITION, CAC ALSO PROVIDES A VARIETY OF OTHER PROGRAMS INCLUDING SUPPORT WITH EMPLOYMENT GOALS, EDUCATION ON TENANCY AND FINANCIAL LITERACY SKILLS.APPROXIMATELY 7,374 INDIVIDUALS RECEIVED SERVICES SUCH AS HOUSING CONSULTATION, TENANT/LANDLORD MEDIATION, SUPPORTIVE HOUSING, UTILITY ASSISTANCE, CASE MANAGEMENT AND FINANCIAL ASSISTANCE IN 2017. IN ADDITION, CAC PROVIDED OVER 19,286 INFORMATION AND REFERRALS TO OTHER COMMUNITY PROGRAMS.

EACH FALL SEASON CAC OPERATES A WINTER OUTERWEAR COLLECTION AND DISTRIBUTION DRIVE WHICH IS KNOWN AS KOATS FOR KIDS IN BOTH DANE AND JEFFERSON COUNTIES.
