The tax return is provided to the business committee who reviews it, and then they report to the governing body who accepts the review process.

Form 990, Part VI, Section B, Line 12C

The governing board approved a conflict of interest policy document. Key staff members and volunteer board members sign a conflict of interest policy which is returned to the business office and filed in the safe. Each person received a copy of the conflict of interest policy. We educate all staff members and volunteers about the policy with the expectation that all will comply with the policy. There is an understanding that the duty to disclose is continuous. Failure to timely and adequately respond to the questionnaire or to make any subsequent disclosure is grounds for board action.

Form 990, Part VI, Section B, Line 15

The salary for the president/ceo is subject to the following: the executive committee determines the president/ceo salary. The ymca of the usa supplies our executive committee a comparative range of salaries from similar budget sized ymcas across the country. In addition, executive salaries from a kindred group of ymcas are factored in. These are used to set the salary after benchmarking against performance objectives. The results of these objectives are then measured and benchmarked against a multi-faceted assessment rate on key functional areas. The organization utilizes the hay points system for both non-exempt and exempt positions. The hay points system is a points based evaluation tool to determine the point value of a position. The hay points system for non-exempt positions consists of ten factors upon which positions are assigned points based on the level that best fits that position. Total points are considered when determining which grade level the hourly wage will be assigned. The organization documents non-exempt grade levels and communicates them to all supervisory staff. The minimum of the grade level corresponds to the federal and wisconsin state minimum wage, whatever is greater. The hays points system for exempt positions consists of three basic factors upon which positions are assigned points and levels, based on the responsibilities and scope of that position. Total points are recorded and added to a base salary formula. We utilize the annual recommendations that the ymca of the usa provides for us regarding market data and recommended position points and base salary. The compensation levels of exempt and non-exempt positions are continually reviewed by the human resources department, cabinet committees and executive director to ensure we remain competitive in the market.

Financial Statement Notes

PART IV, LINE 2B:

The organization operates as a fiscal agent for several clubs. All of the revenues and expenses for these clubs are recorded in the agency funds payable account with no effect on the statement of activities. The funds are kept in separate cash and investment accounts.

PART V, LINE 4:

The endowment funds' earnings and realized and unrealized gains and losses are classified as temporarily restricted until appropriated by the board of directors.

PART X, LINE 2:

The association is exempt from federal income tax under section 501(c)(3) of the internal revenue code. However, income from certain activities not directly related to the association's tax-exempt purpose is subject to taxation on unrelated business income. In addition, the association qualifies for the charitable contribution deduction under section 170(b)(1)(a) and has been classified as an organization that is not a private foundation under section 509(a)(2). The association is also exempt from wisconsin income taxes. Penalties and interest assessed by income taxing authorities are included in management and general expenses, if applicable. The association had no interest and penalties related to income taxes for the year ended december 31, 2014. The association's federal returns are subject to examination generally for three years after they are filed and its state returns are subject to examination generally for four years after they are filed.

THAT IS WHY WE HELP YOUNG PEOPLE CULTIVATE THE SKILLS, VALUES AND RELATIONSHIPS THAT LEAD TO POSITIVE BEHAVIORS, BETTER HEALTH AND EDUCATION ACHIEVEMENT. THE GREATER GREEN BAY YMCA HAS MANY PROGRAMS FOR THE YOUTH DIVISION THAT OFFER A RANGE OF EXPERIENCES THAT ENRICH COGNITIVE, SOCIAL, PHYSICAL AND EMOTIONAL GROWTH. EXPENSES INCLUDE SUBSIDIES AND FINANCIAL ASSISTANCE TO MAKE SURE PARTICIPATION IS POSSIBLE FOR THOSE WITH A FINANCIAL NEED. IN 2014, $166,435 IN FINANCIAL ASSISTANCE WAS PROVIDED TO 3,360 YOUTH AND THEIR FAMILIES. ONE STRATEGIC INITIATIVE FOR THE GREATER GREEN BAY YMCA IS TO HELP CHANGE THE GROWING TREND OF YOUTH INACTIVITY AND CHILDHOOD OBESITY. EDUCATION, ENCOURAGEMENT AND MODELING HEALTHY BEHAVIOR IS IMPORTANT AND NECESSARY FOR THE YMCA TO FACILITATE LIFESTYLE CHANGES IN YOUTH. THERE ARE A VARIETY OF PROGRAMS OFFERED TO YOUTH: FOOD & FUN, TEEN ADVENTURE PROGRAMS, PRE-SCHOOL AND YOUTH GYM AND SWIM CLASSES, DANCE CLASSES, AQUATIC CLASSES, GYMNASTICS CLASSES, GYMNASTICS EVENTS AND CAMPS, COMPETITIVE SWIM CLASSES, YOUTH SPORT LEAGUES, FITNESS AND STRENGTH CLASSES, BABY SITTING CLASSES, SPECIAL POPULATIONS, 21ST CENTURY LEARNING CENTER, STUDIO DANCE, COMPETITIVE GYMNASTICS, COMPETITIVE SWIM TEAM, SPORTS CLASSES, SWIM SMART PROGRAM, SENSORY SPLASH, Y KLUB, Y NIGHTS, GIRL'S NIGHT OUT, SPORTS POWER ZONE, FAMILY NIGHT AND SPECIAL EVENTS SUCH AS HEALTHY KIDS DAY.
