Mission and Program Overview

Mission

The Chicago Public Education Fund (The Fund) is a nonprofit organization that improves public schools in Chicago by investing in the talented educators who lead them. We are a catalyst for accelerating student learning and a long standing leader in identifying and scaling what works for not only teachers and principals, but also their students.

Major Activities

Activity 2
National board certification for educational leadersin 2008, the fund provided the seed investment and began to provide strategic management support to the national board for professional teaching standards (nbpts) to develop the first-ever master principal certificate, nbcel. Nbpts agreed to field test and pilot nbcel at chicago public schools, making chicago principals among the first in the nation to participate and keeping chicago on the forefront of human capital innovation. During 2011, the fund worked with nbpts to successfully pilot the certificate program, which began in the fall. 377 districts are participating in the pilot program, and 33 cps principals were active in the pilot. The pilot test is expected to be completed in the first quarter of 2013.
Activity 3
Leadership, effective teachers, and next generation learning optionsduring 2011, working in concert with chicago public schools, the fund identified three key levers to help educators produce better outcomes for students: leadership - create a cadre of transformational schools chiefs and principals who drive high achievement in networks and schools: the fund seeded the nation's first-ever district-specific superintendents academy to meet the leadership challenges of current and future schools chiefs. 19 cps schools chiefs are each responsible for overseeing a network consisting of around 30 elementary schools or around 15 high schools in a given geographic region of the city. These chiefs are critical to managing a district with over 600 schools to continue to drive improvement in individual schools and ensure alignment with district goals and priorities. In many ways, these chiefs serve as superintendents of large districts. To meet this critical leadership need, the chicago executive leadership academy delivered intensive coaching and training on critical competencies - system leadership, accountability for student success, building capacity in principals, communication and political skills and succession planning. Effective teachers - build new student assessments and teacher observations to better measure performance and customize supports: building on our work over the previous year assisting cps with development of a new teacher evaluation system in accordance with new state guidelines, the fund contracted with the university of chicago to develop the cps assessment and accountability function. The primary goal was to design a system of assessments tied to college and career readiness that inform teacher, principal, and school performance ratings and policies. In april 2012, the recommendations around teacher evaluation were completed, and integrated into the new cps teacher evaluation framework.next generation learning options - reinvent classrooms so teachers can personalize instruction for maximum learning and engagement: to facilitate the identification and selection of new school models and approaches, the fund engaged with the parthenon group to conduct an analysis of program costs and benefits (as measured by student growth) for whole-school and partial-school educational models across cps. This effort was the first systemic calculation of a return-on-investment by cps, and the data will be used to guide a 10-year strategic plan for the district. This analysis will also lead to a decision-making framework to deploy potential next generation learning options - innovative uses of time, technology, and talent to drive student achievement. The fund also seeded the launch of new classrooms, a nationally recognized tech-enabled math program in grades 6-8 in three cps schools (two traditional and one charter), which will begin implementation in the 2012-13 school year. New classrooms uses an innovative approach to math education, in which students receive customized instruction each day, from a combination of traditional lessons with a teacher, individual tutoring, small group work, and computer use. Student progress is tracked each day, and each individually tailored lesson plan is adjusted accordingly.
