Mission and Program Overview

Mission

The Chicago Public Education Fund (The Fund) is a nonprofit organization that improves public schools in Chicago by investing in the talented educators who lead them. We are a catalyst for accelerating student learning and a long standing leader in identifying and scaling what works for not only teachers and principals, but also their students.

The fund supports strong public schools citywide by investing heavily in the talented educators who lead them. In 2024, our programs and partnerships supported 151 school leaders (principals), 193 aspiring principals (assistant principals, instructional leaders, and teacher leaders), and 34 principal supervisors (network chiefs and deputy chiefs) in chicago's public schools, impacting 139,000 students across the city. Complementing our targeted programmatic supports, we prioritize broad educator engagement through commitments to our annual principal and assistant principal (ap) engagement surveys and principal and ap appreciation campaigns. As active participants in chicago's education community, we also maintain systems and data that inform our programmatic efforts and accelerate improvements for school leaders.

The chief executive officer reviews the completed form 990. Then, it is emailed in final form to the governance, operations, finance, and audit committee, as well as to the entire board of directors, for their review and comments. Finally, it is filed with the irs.

Form 990, Part VI, Section B, Line 12C

Officers, directors, and key employees complete a questionnaire to disclose annually any business transactions or relationships they or a family member may have had with the fund or any of its officers, directors, or key employees. Potential conflicts noted in the responses are passed along to the chief executive officer (ceo) for review and, when necessary, referred to the executive committee for consideration. In addition to the required annual conflict of interest questionnaire, the fund's board of directors' policy covering conflicts of interest provides that directors and staff have the responsibility to immediately disclose potential conflicts of interest and refrain from influencing other directors or staff on those matters. If a potential or actual conflict arises, directors also have the responsibility to recuse themselves at an appropriate time. Directors, staff, and their immediate family members cannot realize any direct or indirect personal financial benefit from a fund investment.

Form 990, Part VI, Section B, Line 15

Q15a: the executive committee of the board is responsible for reviewing and approving the compensation package for the president and ceo. The determination of the appropriate level of compensation included a review of compensation levels for the equivalent positions at comparable organizations. The committee used data from form 990s and survey data produced by national and regional industry associations to assist in their process and discussed final recommendations in executive session with the entire board of directors before finalizing. The process is documented. Q15b: for staff salaries, including those of key employees, the independent human resources business partner (hrbp), a consultant, reviewed compensation levels at comparable organizations and shared analysis with the ceo and members of the executive committee. Ultimately, the governance, operations, finance, and audit committee reviewed these salary recommendations in conjunction with the annual budget planning process. The process for determining the compensation is documented.

Additional Explanations

Form 990, Part III, Line 2

In 2023, we launched a first-of-its kind local school council (lsc) member engagement survey, with responses from 560 lsc members. In 2024, we published local decision-makers in our schools: a baseline report on chicago's local school councils to share the survey data, showcase stories of the positive impact lscs have on school communities, and highlight areas where we plan to expand our supports. For example, while 82% of lsc members reported positive relationships with their principals; responses from members representing 65 schools indicated they may need additional support, as weaker relationships between lscs and principals can negatively impact school culture and shared decision-making. In response to this data, we piloted initiatives to strengthen principal-lsc relationships, address the challenge of lsc vacancies in schools, and uplift the importance of local autonomy. Our pilot initiatives included an lsc mentorship program in partnership with chicago public schools (cps), which paired 14 school leaders with six experienced peers to help them navigate the nuances of working with lscs. Through our community engagement accelerator pilot, seven school leaders received coaching to improve their engagement practices, including planning community events and filling vacancies within their lscs. Additionally, we launched an lsc masterclass series and lsc working group, which are described in the program #1 and program #2 sections below. Finally, given the rapidly changing education governance and policy environment in chicago, we launched a public engagement campaign to uplift the voices and needs of school leaders. This is detailed in the program #2 section below.

Financial Statement Notes

PART IV, LINE 2B:

Periodically, the fund enters into agreements to serve as an agent for other organizations and act as an intermediary between such organizations and beneficiaries. In 2022, the fund agreed to serve as an agent for a project with the boston consulting group ("bcg") directed by three local funders. In 2022 and 2023, $275,000 was received. The fund disbursed funds to bcg upon completion of the project in 2023. $35,000 remained from this fiscal agency to support additional work along these lines. In 2024, the fund engaged in a new fiscal agency agreement to explore and potentially support dynamic coalition building among partner organizations and stakeholders in the chicago education community. $425,000 was received and is being held as of december 31, 2024 to be paid out in 2025.

PART V, LINE 4:

The endowment funds are intended to support the operations and initiatives of the chicago public education fund and its programmatic activity over the long term.

PART X, LINE 2:

The accounting standard related to uncertainty in income taxes states the fund may recognize the tax benefit from an uncertain tax position only if it is more likely than not the tax position will be sustained on examination by taxing authorities, based on the technical merits of the position. Examples of tax positions include the tax-exempt status of the fund and the various positions related to the potential sources of unrelated business taxable income. The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement. The fund does not believe there are any unrecognized tax benefits or tax liabilities that should be recorded for the reporting periods presented in these financial statements.

FACILITATED BY EXPERIENCED PRINCIPALS WITH DEMONSTRATED SUCCESS, THESE LEARNING COMMUNITIES REMAIN ONE OF OUR MOST POPULAR PROGRAMS, SERVING 93 UNIQUE SCHOOL LEADERS AND ASPIRING SCHOOL LEADERS IN 2024. THE FUND'S MASTERCLASS LEARNING SERIES OFFERS A FOCUSED PROFESSIONAL LEARNING EXPERIENCE TAILORED TO THE PRACTICAL NEEDS OF SCHOOL LEADERS AND SUPERVISORS.
