Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

Once prepared, the Form 990 draft is provided to the finance committee and accounting staff for the purpose of review. Once reviewed and any amendments adopted, the finance committee provides the draft form 990 to the board of directors with their recommendation. Board members review the draft and approve the draft prior to filing.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

The Board of Directors personnel and finance committees review the personnel and financial policies and procedures, respectively, and policies are approved by the full board of directors bi-annually. Both policies include a conflict of interest statement. Board and key staff members sign conflict of interest statements annually and, at that time, disclose conflicts of interest. The board chair reviews and bears witness to completed forms and enforces the policies.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

Compensation is determined by Board of Directors for the Executive Director based on the results of both budgeting and annual performance evaluation that is conducted by the personnel committee of the board and presented and approved by the board of directors annually.

Form 990, Part VI, Line 15B: Compensation Review and Approval Process for Officers and Key Employees

The Executive Director and accounting staff draft and provide the budget for the organization, inclusive of salary schedules, to the finance committee of the board of directors. The finance committee reviews and amends the budget and salary schedules and makes a recommendation for adoption to the full board of directors, who review and approve annual budgets and salary schedules. No board of directors member is compensated.

IRS990/Desc0Employment Coaching Program: Employment and Career services are highly individualized and targeted to participants' particular employment needs, including those with multiple barriers to employment. During employment coaching, clients receive career planning support, referrals to skill-based and vocational training, application and resume assistance, mock interviewing practice, work supports and direct placement opportunities cultivated by CCL's job developers. Employment Coaching builds participants' skills as they work to achieve employment and career advancement. In 2016, over 200 households received employment and career services. Over 200 households were served by employment and career services in 2016, with over 60% of them engaging in more than five coaching sessions.Including in CCL's Employment and Career service umbrella is its Information Technology Bridges to Career Pathway, which provides sector specific career training and support. IT Bridges is a 34-week program focused on preparing clients for Computer User Support positions, the entry level IT position, by supporting basic skills (academic, career, and technical) and IT credential acquisition. Students in the course are prepared for the entry-level industry recognized credential, CompTIA A+ certification.The Bridges to Career Pathway not only cultivates the basic and academic skills needed to achieve long term success in IT training and career pathways, but prepares those who may lack the education and confidence to pursue a technical program-inclusive of women, people of color, youth, and those experiencing homelessness-for CompTIA A+ Certification, the most foundational and essential of the stackable credentials needed for an IT career. WHile building the occupational skills needed to advance in an Information Technology career, the Bridges to Career Pathway combines with our broader employment and career services work to cultivate direct placement opportunities in the field.Starting mid-2016, the program has enrolled 34 participants in two 8-month long cohorts and is set to graduate 15. To date, 9 participants have connected to jobs in the field, 10 have net income increases, 10 have increases in net worth, and 12 have increased their credit scores. With excitement, CCL can say that 95% of students that started Bridge Cohort 2 (started in August of 2016) were retained until the end of Bridge (Decmeber 2016). Of those Bridge Cohort 3 participants, almost all began Occupational Skills, with an exception of one that chose to enroll in CCL's general employment prep and placement program. Thus far in Bridge Cohort 3, CCL maintains a 100% retention. 32% of the Bridges to Career Pathway in 2016 were homeless.

IRS990/ProgSrvcAccomActy2Grp/Desc0Housing & Financial Coaching Program: Financial services at CCl focus on setting concrete financial goals and taking action consistent with those goals, particularly around credit and assets. Clients who receive on-going financial coaching receive assistance building credit through secured credit cards and other innovative strategies, consolidating and managing debts, resolving identity theft issues and accessing credit-building and mainstream financial products. The Financial Coaching program supports participants' achievement of financial goals around budgeting, saving, credit, protections and investments.During one-on-one coaching, participants can then delve into individualized plans around credit and asset building, budgeting, housing and mainstream benefit opportunities and financial products, such as child savings accounts. Financial Coaching appointments include, financial vision creation and goal setting, a combined financial assessment including budget and balance sheet creation and a credit pull and review. Financial coaching at CCl focuses on setting concrete financial goals and taking action consistent with those goals. Further activities include: discovery and joint exploration of participants' money values and beliefs, facilitating the development of participants' financial visions, outcomes, action plans and accountability structures; financial assessment, including establishing and reviewing budgets, balance sheets and credit reports; mobilization and application of resources to the financial action plans as agreed, including, accessing innovative financial products (i.e. credit building loans, IDAs, secured credit cards); financial club and banking days; and access and connections to pro-bono and specialized resources around identity theft, bankruptcy, consolidation, tax preparation, loan modification and investment. 486 households were served in 2016 by the financial services program, with 90% of these households having improved their financial position as a result. Nearly half of the participants improved their financial position, with more than a third achieving financial literacy as defined by the University of Wisconsin-Madison Center for Financial Security.Also under the financial services umbrella, CCL offers a Lending Circle product, which continued to enjoy greater utilization by CCL's clients in 2016 as a tool to increase credit and begin savings. In the last calendar year, CCL's Financial Coaching program has facilitated the launch of 6 unique Lending Circles with a total of 26 participants. The Circles had a 100% rate of participants until conclusion with zero missed payments. Of Circle completers, 69% saw increases in credit score, and 4 participants went from unscored to scored. The average score at entry was 584 with the average score at exit being 643-699. CCL is set to serve 50 participants in Lending Circles by June 1, 2017.One of the most recent innovations under our financial services umbrella, is a combined Early Childhood and Workplace Initiative, wherein CCL, in partnership with five Early Childhood Centers and the Logan Square Neighborhood Association, began to offer financial capability workshops, coaching, and whole family financial capability activities onsite to staff, parents, and children. Unique here is CCL's mobilization of whole-family financial activities based on the executive functioning skills, including: money identification activities; savings goals and activities; and a trip to the grocery store inclusive of planning, budgeting and cooking. With pre and post surveys the aim is to measure increased family financial conversations, increased child financial vocabulary, and the setting of whole-family financial goals, as well as the opening of Child Savings Accounts. The results of this Early Childhood and Workplace Initiative, which was launched in late 2016, are exceptional. IRS990/ProgSrvcAccomActy3Grp/Desc0Resource Development Coaching Program: Resource Development services mobilize capital in its many forms-networks, relationships, skill and knowledge-to ensure participants achieve the financial change they seek. Resource Development Coaching connects clients to relevant people, resource and opportunity and mobilizes social and relational capital, community supports, and mainstream benefits. Resource Development services build clients' social and relational capital and connects them to resources that increase income, defray expenses and/or support goal attainment.This service focuses on long-term goal attainment and developing participants' capacities and skills to achieve those goals. Whether focusing on higher education, mainstream benefits, health, or family, participants' ability to achieve in each domain was structured by the presence or absences of key resources. The resources needed were varied forms of capital-social, human, relational, skill, and knowledge. Inasmuch, Resource Development services focus on "resourcing participants up" and building their capacity. Resources Development coaching integrates skill building, relationship building, capacity building and personal development to improve participants' circumstances and move them towards their vision for their life. The service mobilizes capital in its many forms through the course of a participant's personal and professional development to ensure they achieve the change they seek. Services include visioning, goal setting and goal planning, access to Income SUpports (Mainstream Benefits) and basic need services, and coaching around legal, immigration, medical, educational, social, health, relational goals.A unique aspect of Resource Development Coaching is its ability to address non-financial resources like social and relational capital. As a means of supporting participants as they work to build this type of capital, as is necessary to achieve their goals, CCL continues to develop a peer to peer network comprised of participants, volunteers and donors. The network is also supplemented through CCL's participation in Benevolent to meet tangible resource needs through organizationally endorsed crowdsourcing. Participation in this network, as desired, allows for greater access to opportunities as relationships are built with the broader members of CCL's community.In 2016, over 665 households received resource development services, 67 of these households identifying as homeless. Of those households identifying as homeless, 60% obtained housing and 80% maintained housing for at lease 3-6 months. 60% of all clients served by resource development services achieved a self-set capacity building goal, and 60% increased net income.
