Mission and Program Overview

Mission

The hertz foundation provides unique financial and fellowship support to the nation's most remarkable phd students in the physical, biological and engineering sciences. Our goal is to enhance the freedom and ability of these students to make important new innovations that strengthen the nation and improve the human condition. Offering a fellowship valued at up to $250,000 with five-year tenure, the foundation has supported some 1,169 fellows, two of whom have won nobel prizes and over 30 of whom are members of the national academy of sciences or the national academy of engineering. At present, half of the in-school fellows conduct research in the biosciences and 10% are in md/phd programs. In addition to academic support, the foundation offers, with support from alumni fellows and corporate sponsors, unique extra-academic retreats, symposia, workshops, and internship opportunities. Hertz fellowships are among the most prestigious in the world.

Governance Explanations

Form 990, Part VI, Section B, line 11

The draft of the form 990 was e-mailed to each director for comments this year as was the case last year. Each director received a final copy of the form 990 by e-mail. The form 990 is posted on the foundation's website, www.hertzfoundation.org.

Form 990, Part VI, Section B, line 12C

Each director, officer, and employee of tthe foundation shall sign an annual disclosure statement affirming that the person has recieved a copy of the conflict of interest policy, has read and understood the policy, has agreed to comply with the policy, and discloses any direct or indirect affiliations. All annual disclosure statements are submitted to the president of the foundation prior to the first meeting of the board of directors in the following year. This process was undertaken in march 2015 and continues to this day.

Form 990, Part VI, Section B, line 15

Compensation of the president, cao, cfo, and all other staff is determined through the use of benchmarking and review of a salary survey of equivalent positions in similar non-profit organizations in northern california. The president prepares an annual salary recommendation based on this data and comparison of both job content and salary levels. This recommendation is reviewed and approved by the finance committee. This process was last undertaken in april 2016.

The foundation irs form 990 and the independent audit report and financial statements are published on its website at www.hertzfoundation.org. The governing documents and conflict of interest policy are distributed to the board members and employees. They are not ordinarily made available to the public, but, if requested, will be provided at management's discretion.

The Foundation evaluates its uncertain tax positions and will recognize a loss contingency when it is probable that a liability has been incurred as of the date of the financial statements and the amount of the loss can be reasonable estimated. The amount recognized is subject to estimate and management judgment with respect to the likely outcome of each uncertain tax position. The amount that is ultimately sustained for an individual uncertain tax position for all uncertain tax positions in the aggregate could differ from the amount recognized. As of June 30, 2016 management did not identify any uncertain tax positions.

YET, TO HAVE THE GREATEST IMAPCT POSSIBLE, THE BOARD CONTINUED ITS LONG HISTORY OF DISTRIBUTING MORE THAN THE PRIVATE FOUNDATION REQUIREMENT OF 5% ANNUALLY TO AWARD AS MANY FELLOWSHIPS AS POSSIBLE. IN ORDER TO RECOUP THOSE LOSSES AND ENSURE THE STRENGTH OF THE FOUNDATION FOR YEARS TO COME, THE IRS HAS APPROVED THE CHANGE IN STATUS FROM A PRIVATE FOUNDATION TO THAT OF PUBLIC CHARITY, ALLOWING FOR FUNDRAISING FROM DONORS OUTSIDE OF THE HERTZ FAMILY. AFTER EACH APPLICATION IS REVIEWED, APPROXIMATELY 120 OF THE 800 CANDIDATES ARE SELECTED FOR A FIRST INTERVIEW; EACH CANDIDATE IS INTERVIEWED BY TWO OF 38 INTERVIEWERS. OF THE 120 INITIAL CANDIDATES, 40 CANDIDATES ARE SELECTED FOR A SUBSEQUENT IN PERSON INTERVIEW BY TWO ADDITIONAL LEADERS IN SCIENCE AND TECHNOLOGY. THE GOAL OF THE SECOND INTERVIEW IS TO ENSURE THAT THE CANDIDATE HAS THE KNOWLEDGE, TECHNICAL INTUITION AND INTELLECTUAL BOLDNESS TO DEFINE, ENGAGE IN AND SOLVE DIFFICULT PROBLEMS - WORK THROUGHOUT THEIR CAREERS THAT WILL LIKELY LEAD TO IMPORTANT DISCOVERIES. INTERVIEWERS THEN RANK THESE FINALISTS IN ORDER OF PERCEIVED MERIT. THE BOARD EVALUATES THESE RECOMMENDATIONS AND AWARDS FELLOWSHIPS AS FOUNDATION RESOURCES ALLOW. THE KEY QUESTION IS "WHO WILL MAKE THE GREATEST POSITIVE IMPACT ON THE HUMAN CONDITION IN THE NEXT HALF-CENTURY?" ONCE IN SCHOOL, EACH FELLOW IS MENTORED WITH AN EYE TOWARD RESEARCH PROGRESS, INTERESTS, AND ISSUES CONFRONTED IN THE GRADUATE EXPERIENCE. TWICE A YEAR, EVERY FELLOW AND THEIR PRIMART ADVISOR WRITES A REPORT THAT IS USED TO ASSESS PROGRESS TOWARD SUCCESSFUL COMPLETION OF THE FELLOWS' DOCTORAL PROGRAM.

IN THE PAST DECADE, THE FOUNDATION HAS SUPPORTED MENTORING ACTIVITIESTO BUILD THE FELLOWS INTO A COMMUNITY TO SPAWN RESEARCH COLLLABORATIONS AND SHARE NEW TECHNIQUES AND DISCOVERIES. EACH AUTUMN, THE FELLOWS ORGANIZE A WEEKEND RETREAT ON EACH COAST TO DISCUSS THEIR INDIVIDUAL PROJECTS, IDENTIFY MUTUAL RESEARCH INTERESTS, AND TO HEAR ALUMNI FELLOWS AND OTHER INVITED SPEAKERS DISCUSS CAREER PATHS AND OPPORTUNITIES. FELLOWS ARE ELIGIBLE FOR THREE PRIZES. FELLOWS SUBMIT THEIR THESIS TO THE FOUNDATION AND THE PRIZE COMMITTEE RECOMMENDS CANDIDATES FOR THE HERTZ THESIS PRIZE. IN ADDITION, ALL IN-SCHOOL AND RECENT GRADUATES ARE ELIGIBLE FOR THE PETER STRAUSS AWARD FOR EXECPTIONAL LEADERSHIP IN ENTREPRENURIAL ENDEAVORS. RECOGNIZING THE ENTREPRENEURIAL PROMISE OF THE WORK OF MANY YOUNG HERTZ FELLOWS, THE NEWMAN ENTREPRENURIAL INITIATIVE FUND WAS ESTABLISHED BY A PRIVATE DONOR TO PROVIDE SEED FUNDING-- UP TO $25,000 - ESPECIALLY IN SUPPORT OF PROJECTS IN WHICH 2 OR MORE FELLOWS WERE COLLABORATING. THERE IS ALSO A HERTZ SPECIAL ACHIEVEMENT AWARD FOR EXCEPTIONAL SCIENTIFIC CONTRIBUTIONS. THE FOUNDATION REGULARLY UPDATES FELLOWS ON ONE ANOTHER'S WORK-RESEARCH THE FOUNDATION HAS HELD FOUR-DAY SUMMER WORKSHOPS TO PROVIDE THE ALL FELLOWS MORE TIME TO DISCOVER EACH OTHERS' INTERESTS, TO BUILD COLLABORATIONS, AND FOR MORE LENGTHY INTERACTIONS WITH LEADERS IN RESEARCH FIELDS OF THEIR INTERESTS.
