Mission and Program Overview

Mission

The hertz foundation provides unique financial and fellowship support to the nation's most remarkable phd students in the physical, biological and engineering sciences. Our goal is to enhance the freedom and ability of these students to make important new innovations that strengthen the nation and improve the human condition. Offering a fellowship valued at up to $250,000 with five-year tenure, the foundation has supported some 1,169 fellows, two of whom have won nobel prizes and over 30 of whom are members of the national academy of sciences or the national academy of engineering. At present, half of the in-school fellows conduct research in the biosciences and 10% are in md/phd programs. In addition to academic support, the foundation offers, with support from alumni fellows and corporate sponsors, unique extra-academic retreats, symposia, workshops, and internship opportunities. Hertz fellowships are among the most prestigious in the world.

Governance Explanations

Form 990, Part VI, Section A, Line 4

The purposes or purposes clause in the articles of incorporation shall be the same as the purpose or purposes clause in the bylaws. The articles of incorporation were amended january 9, 2015, to delete the words "if called upon by the united states government." article ii, section 5 of the bylaws shall be rewritten to delete these words. The bylaws are in the process of being updated.

Form 990, Part VI, Section B, Line 11

The draft of the form 990 was e-mailed to each director on september 13, 2014, and distributed to each director at the october 17, 2014 board meeting for discussion and comments. Last year in september 2013, the draft of the form 990 was distributed to each director for discussion and comment at the october 2013 board meeting. Each director was provided ample opportunity to comment on the information contained in the form 990 prior to its filing with the internal revenue service. Each director received a final copy of the form 990 by e-mail. The form 990 is posted on the foundation's website, www.hertzfoundation.org.

Form 990, Part VI, Section B, Line 12C

Each director, officer, and employee of the foundation shall sign an annual disclosure statement affirming that the person has received a copy of the conflict of interest policy, has read and understood the policy, has agreed to comply with the policy, and discloses any direct or indirect affiliations. All annual disclosure statements shall be submitted to the president of the foundation prior to the first meeting of the board of directors in the following year. This process was last undertaken in march 2015.

Form 990, Part VI, Section B, Line 15

The president's, the ceo's, the cfo's and the staff's compensation is determined by comparison to equivalent positions in equivalent non-profit organizations in northern california using a salary survey of several hundred charities. The president prepares a salary adjustment package based on comparison of both job content and present compensation which is submitted to the finance committee for modification and then accepted or further modified by the board. This process was last undertaken in march 2015.

The foundation's irs form 990 and the independent audit report and financial statements are published on its website at www.hertzfoundation.org. The governing documents and conflict of interest policy are distributed to the board members and employees. Form 990, Part I, Line 1

Of the national academies of sciences, engineering, and medicine; a turing award winner, fields medalist, and national medal of science winner. The research work conducted by fellows during their phd and after have led to significant breakthroughs and innovations that have fueled the us economy and addressed global problems in health, engineering, national and cyber security, and the environment. Recently, the foundation's programs have expanded beyond tuition, stipend and mentoring support during the phd years and now provide all fellows a lifetime of networking and specialized educational experiences through retreats, an annual summer workshop and informal gatherings around the country. The majority of the costs of such activities are funded through gifts from fellows and other donors. Already several new company and research collaborations have resulted from these programs.

AS A RESULT OF THE HIGHER THAN REQUIRED DISBURSEMENT TO GRANTEES, COUPLED WITH THE SLOW RECOVERY OF THE US FINANCIAL MARKETS SINCE 2008, THE LONG-TERM INVESTMENTS OF THE FOUNDATION HAVE DWINDLED. THEREFORE THE FOUNDATION IS IN THE EARLY STAGES OF FUNDRAISING AND BUILDING A DEVELOPMENT PROGRAM TO RECAPITALIZE THE FOUNDATION.THE FELLOWSHIP PROGRAM SERVED 67 IN-SCHOOL FELLOWS IN 2014-15. THE PROGRAM BEGINS WITH THE SELECTION PROCESS. EACH YEAR, APPROXIMATELY 800 FELLOWSHIP APPLICATIONS ARE REVIEWED BY MEMBERS OF THE HERTZ BOARD AND HERTZ ASSOCIATES. EACH APPLICATION CONTAINS TRANSCRIPTS, LETTERS OF RECOMMENDATION, AWARDS, RESEARCH, AND PUBLICATION RECORDS. ADDITIONALLY, EACH CANDIDATE WRITES AN ESSAY ABOUT INDIVIDUAL RESEARCH, ACCOMPLISHMENTS, INTERESTS, AND MOTIVATIONS IN THE APPLIED, BIOLOGICAL AND ENGINEERING SCIENCES. AFTER EACH APPLICATION IS REVIEWED BY TWO MEMBERS OF THE FOUNDATION'S SCREENING COMMITTEE, APPROXIMATELY 150 OF THE 800 CANDIDATES ARE SELECTED FOR A FIRST INTERVIEW. AN INTERVIEW OF EACH CANDIDATE IS CONDUCTED BY AT LEAST ONE OF 38 INTERVIEWERS. ALL INTERVIEWERS ARE TRAINED AND MENTORED FOR CONSISTENCY, EFFECTIVENESS, AND SKILL IN THE PROCESS. INTERVIEW RESULTS IDENTIFY A SET OF 50 CANDIDATES FOR A SUBSEQUENT INTERVIEW OFTEN CONDUCTED BY TWO INTERVIEWERS. THE GOAL OF THE SECOND INTERVIEW IS TO ENSURE THAT THE CANDIDATE HAS THE KNOWLEDGE, TECHNICAL INTUITION AND INTELLECTUAL BOLDNESS TO ENGAGE IN AND SOLVE DIFFICULT PROBLEMS. A MEETING OF BOTH FIRST AND SECOND ROUND INTERVIEWERS RANKS THESE FINALISTS IN ORDER OF PERCEIVED MERIT. THE BOARD EVALUATES THESE RECOMMENDATIONS AND AWARDS FELLOWSHIPS AS FOUNDATION RESOURCES ALLOW. THE KEY QUESTION IS "WHO WILL MAKE THE GREATEST POSITIVE IMPACT ON THE HUMAN CONDITION IN THE NEXT HALF-CENTURY?"ONCE IN SCHOOL, EACH FELLOW IS VISITED ANNUALLY BY A FOUNDATION MENTOR FOR A DISCUSSION ON PROGRESS, INTERESTS, AND ISSUES CONFRONTED IN THE GRADUATE EXPERIENCE. TWICE A YEAR, EVERY FELLOW WRITES A REPORT THAT IS USED TO ASSESS PROGRESS TOWARD SUCCESSFUL COMPLETION OF THE FELLOW'S DOCTORAL PROGRAM. COMMENTS FROM THE FELLOW'S PRIMARY ADVISOR ARE A PART OF THE FALL REPORT. EACH FELLOW RECEIVES UP TO $38,000 /9-MONTH STIPEND SUPPORT AND FULL TUITION EQUIVALENT WHICH IS RENEWABLE FOR UP TO FIVE YEARS. UPON COMPLETION OF THE PHD, FELLOWS SUBMIT THEIR THESIS TO THE FOUNDATION AND THE PRIZE COMMITTEE RECOMMENDS CANDIDATES FOR THE HERTZ THESIS PRIZE. IN ADDITION, ALL IN-SCHOOL AND RECENT GRADUATES ARE ELIGIBLE FOR THE PETER STRAUSS AWARD FOR EXCEPTIONAL LEADERSHIP IN ENTREPRENEURIAL ENDEAVORS. IT WAS FIRST AWARDED IN FALL 2011. IN 2012 AN ENDOWMENT TO ALLOW THE FOUNDATION TO SUPPORT ENTREPRENEURIAL EFFORTS BY HERTZ FELLOWS WAS ESTABLISHED. THE NEWMAN ENTREPRENEURIAL INITIATIVE FUND WILL PROVIDE INDIVIDUAL INVESTMENTS OF UP TO $25,000 WITH A PARTICULAR EMPHASIS ON COLLABORATIVE ACTIVITIES AMONGST FELLOWS. IN SOME YEARS, THERE IS ALSO A HERTZ SPECIAL ACHIEVEMENT AWARD FOR EXCEPTIONAL SCIENTIFIC CONTRIBUTIONS. THE BOARD OF DIRECTORS AT THE FALL MEETING DETERMINES THE FINAL SELECTION OF AWARDS.
