Mission

Ican housing helps people grow by providing housing and supportive services to improve their lives and connect with the community.

Ican's mission is to promote self reliance by providing housing for homeless persons with mental illness. Ican measures success by each resident who achieves stability & hope, & partners with numerous agencies delivering services to end homelessness. Ican remains the largest provider of permanent supportive housing in the stark county community, and the only housing provider using street outreach to identify persons in need. Ican assisted over fourteen hundred persons with finding housing solutions that promoted independence and advanced personal recovery.

Many of these individuals have "burned bridges" with landlords and shelters, and ican's safe haven housing often times serves as "last resort" housing. Safe havens are meant to be transitional, the hope is for the individual to stabilize, and move on to more independent living arrangements. The typical client served by ican's housing program is an individual who was homeless at the time he entered ican housing, and has been diagnosed with a major mental illness. Eligibility is dependent on income level (below 35% of average median income) and history of homelessness. Numerous units have rental subsidies; with residents paying a portion of their income toward the controlled fair market rent (no more than 40%, including utilities). During the fiscal period, 126 formerly homeless individuals were housed in ican properties, totaling 35,071 days. The tenants have been in their units for an average of 2.5 years. The personnel responsible for the management of the property guide clients through the leasing process, the maintenance staff have the range of skills to make most repairs and make certain our units meet safety and quality standards. Ican's housing support specialists assist ican tenants to follow lease obligations and learn good neighboring skills. They help residents make the difficult transition from street survival to becoming productive citizens through a combination of scheduled trainings, tenant association meetings, and personal home visits. Almost 185 residents received personal visits; over 1,185 hours were spent engaging residents directly. Since 2011, ican has a task force that focuses on the affordable housing needs specifically for veterans. This initiative resulted in the agency being deeded five newly renovated homes that were targeted in neighborhoods with above average foreclosure rates, designed to provide affordable housing for veteran families that fall below 80% adjusted median income, by stark county development dept. Six veteran families were provided affordable housing by ican during the period.

The permanent supportive housing programs served (48) clients during the fiscal period; another (8) clients were provided transitional rental subsidies; (29) individuals received rental and/or utility assistance to prevent eviction. The program administrators and housing specialists work directly with clients; such as helping clients find appropriate housing, inspect units to ensure they meet housing standards, assist clients with establishing goals to gain further independence, gain food stamps and other community services. Ican program staff and outside agencies collaborate to provide these services. During the fiscal period, ican received 5,943 of in-kind services.

Over 1,200 clients were served by the homeless outreach program during the fiscal period. Of those, 54 received 942 nights of emergency housing, 78 received some other direct assistance in the form of bus passes, food vouchers, personal hygiene packets, clothing, household goods or mattresses; 50 were assisted with applications processed though ohio benefit bank for various assistance programs for persons with certified disabilities. Ican is a member of the stark county homeless collaborative that holds several events that educate clients and the community on services available; completes the annual homeless count in january for hud, and sets strategy in addressing the county housing needs for homeless individuals.

Effective january 1, 2009, generally accepted accounting principles require the organization to evaluate the level of uncertainty related to whether tax positions taken will be sustained upon examination. Any positions taken that do not meet the more-likely-than-not threshold must be quantified and recorded as a liability for unrecognized tax benefits in the accompanying balance sheet along with any associated interest and penalties that would be payable to the taxing authorities upon examination. Interest and penalties associated with unrecognized tax benefits would be classified as additional income taxes in the statement of income. The organization believes that none of the tax positions taken would materially impact the financial statements and no such liabilities have been recorded.

SINCE 2011, ICAN HAS A TASK FORCE THAT FOCUSES ON THE AFFORDABLE HOUSING NEEDS SPECIFICALLY FOR VETERANS. THIS INITIATIVE RESULTED IN THE AGENCY BEING DEEDED FIVE NEWLY RENOVATED HOMES THAT WERE TARGETED IN NEIGHBORHOODS WITH ABOVE AVERAGE FORECLOSURE RATES, DESIGNED TO PROVIDE AFFORDABLE HOUSING FOR VETERAN FAMILIES THAT FALL BELOW 80% ADJUSTED MEDIAN INCOME, BY STARK COUNTY DEVELOPMENT DEPT. SIX VETERAN FAMILIES WERE PROVIDED AFFORDABLE HOUSING BY ICAN DURING THE PERIOD.

THE PERMANENT SUPPORTIVE HOUSING PROGRAMS SERVED (48) CLIENTS DURING THE FISCAL PERIOD; ANOTHER (8) CLIENTS WERE PROVIDED TRANSITIONAL RENTAL SUBSIDIES; (29) INDIVIDUALS RECEIVED RENTAL AND/OR UTILITY ASSISTANCE TO PREVENT EVICTION. OVER 1,200 CLIENTS WERE SERVED BY THE HOMELESS OUTREACH PROGRAM DURING THE FISCAL PERIOD. OF THOSE, 54 RECEIVED 942 NIGHTS OF EMERGENCY HOUSING, 78 RECEIVED SOME OTHER DIRECT ASSISTANCE IN THE FORM OF BUS PASSES, FOOD VOUCHERS, PERSONAL HYGIENE PACKETS, CLOTHING, HOUSEHOLD GOODS OR MATTRESSES; 50 WERE ASSISTED WITH APPLICATIONS PROCESSED THOUGH OHIO BENEFIT BANK FOR VARIOUS ASSISTANCE PROGRAMS FOR PERSONS WITH CERTIFIED DISABILITIES. ICAN IS A MEMBER OF THE STARK COUNTY HOMELESS COLLABORATIVE THAT HOLDS SEVERAL EVENTS THAT EDUCATE CLIENTS AND THE COMMUNITY ON SERVICES AVAILABLE; COMPLETES THE ANNUAL HOMELESS COUNT IN JANUARY FOR HUD, AND SETS STRATEGY IN ADDRESSING THE COUNTY HOUSING NEEDS FOR HOMELESS INDIVIDUALS.
