The mission of ICAN Housing is to promote self-reliance by providing housing for homeless persons with mental illness. ICAN Housing measures success by each resident who achieves housing stability and personal goals as defined by the individual served. The agency partners with numerous service agencies to address homelessness. ICAN Housing remains the largest provider of permanent supportive housing in the Stark County community and the only housing provider using street outreach to identify persons in need. As an agency, ICAN Housing served 1,271 individuals during the period offering 14,343 services.

Part X : FIN48 Footnote

Effective January 1, 2009, generally accepted accounting principles require the organization to evaluate the level of uncertainty related to whether tax positions taken will be sustained upon examination. Any positions taken that do not meet the more-likely-than-not threshold must be quantified and recorded as a liability for unrecognized tax benefits in the accompanying balance sheet along with any associated interest and penalties that would be payable to the taxing authorities upon examination. Interest and penalties associated with unrecognized tax benefits would be classified as additional income taxes in the statement of income. The organization believes that none of the tax positions taken would materially impact the financial statements and no such liabilities have been recorded.

IRS990/Desc0ICAN Housing provides Housing and Supportive Services across Stark County via various programs. Housing programs include the following:ICAN Housing owns, manages and maintains 29 scattered-site properties across Stark County. The properties include single family homes and multi-unit buildings and total 135 units. Clients served by this ICAN Housing Program include individuals or families who were homeless and with the individual or a family member who has been diagnosed with a major mental illness. Eligibility is dependent on income level (below 35% of average median income) and history of homelessness. Numerous units have rental subsidies; with residents paying a portion of their income (no more than 40%, including utilities) toward the controlled fair market rent. During the fiscal period ICAN Housing provided housing through this program to 174 households. The average length of stay per household was 4 years. Team members responsible for property management guide clients through the leasing process. The maintenance team has the range of skills to make most repairs, outsourcing some, and ensuring that units meet safety and quality standards. Two properties in the ICAN Housing Program operate with contracted on-site staff; one Adult Care Facility for eight (8) individuals whose disabilities have rendered them unable to live fully independent; the other staffed property is specialized housing operated as a "safe haven", that houses twenty chronically homeless individuals diagnosed with severe mental illness, but who have not embraced services of the mental health system to manage their illness. Many individuals at the safe haven face significant housing barriers at shelters and in the private sector. Safe havens are meant to be transitional, the goal is for the individual to stabilize, and move on to more independent living arrangements. Since 2011, ICAN Housing has led a Veterans Task Force that focuses on the affordable housing needs of veterans. This initiative resulted in the Agency being deeded five newly renovated homes that were targeted in neighborhoods with above average foreclosure rates, designed to provide affordable housing for veteran families that fall below 80% adjusted median income. Six veteran families were provided affordable during the period. ICAN Housing adopted the housing first model in February 2016 ensuring that individuals can access housing despite barriers or a lack of connection to services.Combined, all housing programs served 362 individuals and offered 1,783 services. ICAN Housing received a total of $25,968 in in-kind donations for all housing programs during the period.

IRS990/ProgSrvcAccomActy2Grp/Desc0ICAN Housing administers several Rent Subsidy Programs for clients who prefer greater independence, enabling clients to choose private market apartments within fair market rent limits. In these programs administrators and housing specialists work directly with clients helping them find appropriate housing, inspecting units to ensure they meet housing standards, and assisting clients to access mainstream benefits and community services, and with establishing goals to gain further independence. The ICAN Housing program team collaborates with outside agencies to provide these services. ICAN Housing also collaborates with landlords who agree to accept rent vouchers and work with care providers to provide tenants stable housing. These subsidy programs provide a wide array of rental and utility assistance. Rent Subsidy Programs include Rapid Rehousing, intended to support tenants in moving to independent affordable or market rate housing. Other programs offer Permanent Supportive Housing. During the fiscal period, the programs received $1,070 of in-kind donations.

IRS990/ProgSrvcAccomActy3Grp/Desc0In addition to housing, ICAN Housing offers a number of Supportive Services Programs including a PATH- Outreach Program. The PATH-Outreach Program is intended to identify homeless individuals and connect them to housing and services that meet their unique needs. Homeless individuals are identified through street outreach, by referral, and through ICAN Housings Drop in Center. ICAN Housing assists these clients to meet basic needs, providing food vouchers, emergency housing, clothing, bus passes, and toiletries, for example. ICAN Housing also helps clients overcome barriers to service by procuring their IDs, birth certificates and social security cards. The PATH-Outreach Program served 1,279 clients and provided 7,025 services during the fiscal year. The Drop in Center, a part of the PATH-Outreach Program and located at the ICAN Housing administrative offices, is a portal to outreach services, a safe hub for engagement, a refuge, a place to satisfy some basic needs, and a place where clients make connections with community service providers. 741 unique individuals were served in the Drop in Center in fiscal year 2016 making this a powerful point of connection.ICAN's Housing Support Specialists provide supportive services to tenants. Specialists use engagement and motivational interviewing to help residents make the difficult transition from street survival to stable housing and personal growth. Specialists emphasize lease compliance and harm reduction. They help tenants connect to community resources and identify and meet personal goals. Specialists offer trainings, tenant association meetings, and personal home visits. 164 residents received personal visits and together tenants received 1,655 services. In fiscal year 2016, ICAN Housing added the CABHI Enhancement: Ohio Housing and Recovery Initiative. This two year grant is intended to annually serve and house 32 homeless individuals who are not connected to services. This intensive program provides participants critical time intervention, supported employment services and peer support with the goals of assisting participants in achieving stable housing, increased income and/or mainstream benefits and greater connection to community services and resources. In all CABHI participants received 4,023 services between the program start in July 2015 and June 2016. ICAN Housing is a member of the Stark County Homeless Collaborative. The Collaborative holds several events that educate clients and the community regarding available services. The agency again led the Stark County Point in Time Count on behalf of the collaborative, gathering data on homelessness to report to HUD and to be used to set county strategies for addressing the needs of homeless individuals. Combined, all Supportive Services Programs offered 12,703 services. During the fiscal period, Supportive Services Programs received $5,949 of in-kind donations.
