Mission and Program Overview

Mission

Community HousingWorks (CHW or the Organization) is a Nonprofit California Corporation incorporated on June 20, 1988. The Organization helps people living on low wages and fixed incomes move up in the world, in San Diego and across California, by building and owning stable affordable apartment homes and providing onsite services and opportunities for residents to achieve their dreams. CHW has nearly 30 years of success developing new and renovating existing multi-family, affordable rental apartments in urban, suburban and rural communities. With nearly 2,500 rental apartments in 34 communities statewide, the Organization proudly serves more than 8,000 children and adults each year.

OTHER PROGRAM SERVICES 4: Asset Management:The Organization provides ongoing administrative support, management oversight, risk management review, and/or oversight of financial and repair plans for the over 1700 housing units in communities developed by the Organization for very low-income and low-income residents in need. The following communities are the complexes owned by the Organizations wholly-controlled corporations and that are therefore included in these consolidated financial statements. OTHER PROGRAM SERVICES 5: Supportive Housing Programs:CENTRO Transitional HousingCENTRO Transitional Housing is operated by the Organization at the Cedar Road Apartments in Vista, an affordable housing development owned by Cedar Road Housing Associates. L.P., and at the adjoining Nettleton Road Apartments, an affordable housing development owned by Nettleton Road Housing Associates. CENTRO Transitional Housing is operated for the benefit of homeless families with children.Las Casitas HousingLas Casitas Housing consists of two housing programs (Las Casitas Maple and Las Casitas Washington) located in Escondido, California which are owned and operated by the Organization for the benefit of homeless families with children and homeless people with disabilities.Marisol Supportive Housing Program (SHP) and Housing Opportunities for Persons With AIDS (HOPWA)Marisol Apartments provides 21 units of permanent supportive housing to persons and their families who are disabled and are HIV symptomatic or have AIDS. Marisol is located in Oceanside and is operated by Tremont Street Associates, L.P. In addition, four apartments for residents with HIV and AIDS are provided at another Oceanside housing complex.Disabled Veterans HousingPine View Apartments, operated by Community Housing Solutions adjoining Camp Pendleton, includes apartments set aside for permanent supportive housing for up to 10 homeless disabled veterans. IRS990/Desc0HOME OWNERSHIP OWN:Through its combined products and services, the Organization helped over 300 families achieve the dreamhomeownership in 2013.Realty:CHW R&L operates a nonprofit, licensed, full service real estate brokerage including complete buyer and seller services, with a focus on assisting low and moderate income first time homebuyers access the most affordable homes on the market. Specialty brokerage areas included real estate owned (REO) listing services, short sales, and comprehensive first time home buyer assistance programs. During 2013, 49 families were successfully assisted with the purchase/sale of a home.CHW R&L operates a program to purchase and rehabilitate vacant foreclosed single family homes for the benefit of low to moderate income homebuyers. The bank owned properties are purchased primarily through the National Community Stabilization Trust. During 2013, 14 families purchased homes within this program, 93 homes have been purchased since the programs inception. Lending:CHW R&L operates a nonprofit Community Development Financial Institution (CDFI), providing down-payment, first mortgage, and closing cost assistance loans in portfolio, through licensed brokerage, and in partnership with local governments, for the primary benefit of low to moderate income (LMI) first-time-homebuyers and communities.CHW R&L offers a variety of first mortgage programs in partnership with financial institutions and other partners. CHW R&L also originates and in some cases services a variety of down payment and special programs, either from its own funds or as the administrator on behalf of government or nonprofit entities. In 2013, CHW R&L closed 294 first mortgage and down payment loans. COST ASSISTANCE SUPPORT FOR HOMEBUYERS (CASH):This loan program provides down payment and closing cost assistance for qualifying first-time homebuyers who have some liquid assets, but still need additional funds. The Organization charges a low fixed interest rate under this program. These loans have ten year maturities, and beginning in 2011, are fully amortizing loans. Loans funded prior to 2011 had deferred payments for the first five years, after which payments are amortized over the remaining five years.CalHome:CalHome loan funds allow first-time homebuyers earning less than 80% of area median income to obtain fully deferred down payment loans at 3% interest, funded by a series of state grants to the Organization. Repayment of these loans is deferred until the sale or refinancing of the property.Energy efficient Mortgage:Energy efficient Mortgage funds allow home owners at or below 120% AMI to obtain loans for enery efficient upgrades to their exisiting properties.

The Organization is a nonprofit, primarily serving San Diego County, which helps 8,000 people each year move up in the world, through opportunities to own, rent and achieve. The Organization helps people own for the long term through its nonprofit lending, realty and education services that put hundreds of families into their first home each year. The Organization helps people rent attractive affordable apartments developed and owned by the Organization, nearly 1,700 apartments to date and hundreds more on the way. The Organization helps people achieve through programs for financial self-sufficiency, home stability, and school success. They are a member of the national NeighborWorks network, rebuilding neighborhoods and putting hundreds of families on the road to homeownership every day.
