AND CITIZEN ACTIVIST BILL BRANCH WHO BECAME A CITIZEN ACTIVIST IN 2011 WHEN THE LOCAL FIRE CHIEF RAN A SUCCESSFUL CAMPAIGN FOR THE LOOMIS, CA TOWN COUNCIL. BRANCH BELIEVED THIS DOUBLE DUTY PRESENTED A CONFLICT OF INTEREST, BEGAN TO ATTEND PUBLIC MEETINGS AND REQUEST CONTRACTS AND OTHER PUBLIC DOCUMENTS THAT HELPED BRING TO LIGHT A PENSION DOUBLE-DIPPING SCHEME.STRATIGIC LITIGATION: A FAC LAWSUIT AGAINST THE SAN DIEGO POLICE DEPARTMENT AND THE FBI RESULTED IN RELEASE OF HUNDREDS OF RECORDS ABOUT A SECRET CELL PHONE SURVEILLANCE DEVICE CALLED THE "STINGRAY." THE RECORDS SHOWED POLICE HAD FAILED TO IDENTIFY THE STINGRAY WHEN OBTAINING SEARCH WARRANTS; THEY HAD ALSO FAILED TO NOTIFY DEFENSE COUNSEL ABOUT EVIDENCE GENERATED BY THE STINGRAY. FAC FORCED SONOMA COUNTY TO MAKE PUBLIC CONTRACTS WITH PROMOTERS OF THE SUPER BOWL DESPITE A CONFIDENTIALITY CLAUSE COMMITTING THE COUNTY TO KEEP THE CONTRACTS SECRET. THE COUNTY HAD CLAIMED, IN DENYING ACCESS, THAT THE RECORDS WERE FULL OF TRADE SECRETS. HOWEVER, ONCE THE DOCUMENTS WERE OPENED AS A RESULT OF THE LAWSUIT, IT WAS APPARENT THAT THEY CONTAINED NO TRADE SECRETS AT ALL. AND FAC CONTINUED ITS LEGAL BATTLE WITH THE STATE BAR TO COMPEL RELEASE OF DATA RELEVANT TO ACADEMIC RESEARCH ON USE OF RACIAL PREFERENCES IN UNIVERSITY ADMISSIONS POLICIES. "PULLING BACK THE BLUE CURTAIN: POLICE, PRIVACY AND PUBLIC ACCESS" - IN RESPONSE TO THE BLACK LIVES MATTER MOVEMENT, FAC CONDUCTED A SERIES OF PUBLIC FORUMS FOCUSING ON VIDEOS OF POLICE SHOOTINGS, POLICE BODY CAM RECORDINGS AND THE SECRECY SURROUNDING INVESTIGATIONS OF ALLEGED POLICE MISCONDUCT. FORUMS FEATURING DEBATES BETWEEN POLICE ADVOCATES AND ACCESS PROFESSIONALS WERE HELD BEFORE LIVE AUDIENCES IN IRVINE, PASADENA, SAN FRANCISCO AND CHICO (AND ALSO LIVE STREAMED OVER THE INTERNET). FAC'S MODEL EMAIL POLICY FOR LOCAL GOVERNMENTS A THREE-POINT POLICY FOR LOCAL GOVERNMENTS' MANAGEMENT OF THEIR EMAIL, WITH AN EMPHASIS ON SIMPLICITY AND PRACTICALITY TO ADDRESS THE ISSUE OF ACCESSING PUBLIC RECORDS ON GOVERNMENT OFFICIAL'S PRIVATE GMAIL OR YAHOO ACCOUNT. IT IS JUST TOO DIFFICULT, SAY LAWYERS REPRESENTING MUNICIPAL GOVERNMENTS AND LOCAL AGENCIES.
