Governance Explanations

Form 990, Part VI, Section A, line 1A

The Executive Committee shall consist of the Officers of the Corporation (including the Executive Director as a non-voting member) and one (1) additional Director, in his or her first term, elected by the Board of Directors for a term of one year or until the next Summer meeting of the Board of Directors, whichever occurs first. The Executive Committee shall have the authority to exercise all powers of the Board of Directors between meetings of the Board, consistent with adopted policies of the Board. All actions of the Executive Committee shall be reported to the Board at its next meeting. The Chair of the Board shall chair the Executive Committee. The Executive Committee shall also have the following responsibilities: 1. Periodically review the Bylaws and make such recommendations thereon as it may deem appropriate; 2. Review and make recommendations to the Board of Directors regarding Committee structure and responsibilities; and 3. Provide advice pertaining to such matters of governance and strategic organizational development, including the periodic review of the strategic plan, and such other matters as may be assigned by the Board of Directors.

There are four classes of participation in the Institute - membership, sustaining membership, emeritus membership and affiliates.

Each dues paying member company selects its "primary point of contact" who is eligible for one vote on behalf of the member company. Board of Director candidates are voted on by the members, and the individuals with the most votes win slots on the Board. Each year the Institute's members elect up to four new Board members. This number can increase if a Board member resigns part way through the term. Normal Board terms are three years each and any Board member may only serve two consecutive three year terms.

The mission of the IJIS Institute is to drive public sector technology innovation and empower information sharing to promote safer and healthier communities. The IJIS Institute is a nonprofit alliance working to promote and enable technology in the public sector and expand the use of information to maximize safety, efficiency, and productivity. The IJIS Institute has members and associates working within and across several major public-sector domains as our areas of focus: Criminal Justice (Law Enforcement, Corrections, Courts) Public Safety (Fire, EMS, Emergency Management) Homeland Security Health and Human Services Transportation

Form 990, Part III, Line 4A, Grants and Contractual Assistance:

The IJIS Institute has assisted with the development, management, and promotion of many key information sharing and safeguarding programs throughout its history, including the following current projects: RxCheck Enhancement: The development and implementation of specific enhancements/capabilities for the RxCheck Hub. Prescription Drug Monitoring Program: To establish a national interoperability architecture, specifications, and a reusable infrastructure for the secure, reliable, and sustainable interstate exchange of state prescription data. HHS, ACF - Interoperability Initiative w/NIEM: To provide impactful guidance, resources and tools to support data sharing implementers and interoperability projects in the field with the adoption of NIEM at all levels. Opioid Policy & Data Framework Architecture and Design: This Secure Integrated Data approach will support Data and Monitoring (integrate, analyze, and use data from hospitals, public safety, mental health, public health, and other agencies to describe and understand the risk factors for opioid abuse; target and coordinate interventions; and evaluate effectiveness). National Center on Subsidy Innovation and Accountability: To support the National Center for Subsidy Innovation and Accountability in providing research, facilitation, technical assistance, and training on criminal background check requirements of the Child Care Development Block Grant. National Crime Statistics Exchange: This program will leverage the NIBRS (National Incident-Based Reporting System) data by identifying and engaging 400 service providers (not currently reporting to NIBRS), conducting assessments of agency landscapes, providing support and technical assistance to state and local agency efforts to accomplish the transition to incident-based reporting (IBR) and other outreach activities. Improving School Safety through Information Sharing: Improving School Safety through Information Sharing: The mission is to identify and address the safety needs of all youth by creating and sustaining safe and positive school and community environments so all youth may thrive and succeed. This work is all diligently accomplished within a legal framework to ensure lawful information sharing in real time. STOP School Violence: The program is to develop and implement: best practices in preventative intervention and emergency response for youth; a technological and interoperable model to share data in real time and provide a regional and statewide model for school safety centers. DHS ICE Information Governance and Privacy Enterprise Information Management Planning: To support IGP in the development of an ICE IGP Enterprise Information Management Strategy to make IGP a mature Information Sharing organization which meets the needs of their Law Enforcement stakeholder. Justice Mental Health Collaboration Program: JMHCP supports innovative cross-system collaboration for individuals with mental illnesses or co-occurring mental health and substance use disorders who come into contact with the justice system. CAD Interoperability: To develop standards-based capabilities for First Responders (Police, Fire, EMS) to have access to critical data in timely manner while addressing interoperability among CAD and other critical public safety systems. Reducing Violent Crime and Recidivism and Produce Improvement through Data Sharing (RAPIDS): RAPIDS will apply and expand the Justice Reinvestment approach to identify and respond to crime and other public safety programs by testing innovative tools to facilitate coordinated information sharing and analysis among justice partners. Springboard Certification: Springboard is a Consensus Standards Testing Cooperative managed by the IJIS Institute. Springboard provides a certification testing program designed to advance information sharing within and across stakeholder jurisdictions and professions by working with sponsor organizations to evaluate, test, and certify information sharing and int
