The mission of delaware canal 21 is to identify, organize, secure and support public and private partnerships and new funding sources to supplement the state park maintenance and capital budgets for the delaware canal and towpath. The park needs and deserves expanded resources to 1) to assure that the canal is fully watered from end to end on a reliable basis, 2) to assure that the canal has adequate maintenance, including preventive maintenance, and sufficient long-range planning to enable the canal to be watered reliably, and 3) to assure adequate public access to the canal throughout its length.

Form 990-ez, Part III, Line 28

Access program - this program seeks to improve access for all populations to the delaware canal and its towpath. In 2017, it was announced that delaware canal 21 was awarded a grant to begin planning improvements at the following access points in 2018: 1) easton portal - head of the canal and linkage to downtown easton 2) i-95 / scudders falls portal - at a new junction point w/ nj d&r canal 3) bristol portal - revitalize and daylight the final mile of the canal

Form 990-ez, Part III, Line 29

Sustainability program - this program acknowledges the delaware canal requires a level of funding that simply cannot be adequately funded by a state park system and seeks to find a "business model" whereby the canal resumes fiscal sustainability. In 2017, delaware canal 21 proposed such a model and garnered support among a wide array of stakeholders, including the canal's present stewards (pa-dcnr). This lays the groundwork for a formal feasibility study to commence in 2018.

Form 990-ez, Part III, Line 30

Advocacy and education program - the aim of this program is to collect and spread ideas about how to improve the delaware canal. This ranges from educating the stewards of our public asset about best practices and technological innovation, to educating the public about the both the challenges and opportunities. In 2017, delaware canal 21 brought a world- renowned leader (steve dunlop from scottish canals) to new hope and harrisburg, so he could share his inspiring story of transforming and regenerating not only scotland's deteriorated canals, but the adjacent communities.

Form 990-ez, Part III, Line 31

Water program - this program's goal is to ensure the delaware canal is fully watered for its entire 60 miles. In 2017, delaware canal 21 secured dockets, funding commitments, policy changes and feasibility tests in pursuit of making a series of pumps available in strategic locations to augment the water flow in canal whenever required by maintenance, construction or weather. It was also announced in 2017 that delaware canal 21 was awarded a grant to pursue the following critical water studies commencing in 2018: 1) hydraulics (flow rates, overflows, etc.) 2) water loss prevention (sinkholes, materials, etc.) 3) water quality monitoring in addition the company received 9,836 donated services, which is not reflected on this form 990 per instructions.
