The DCI directors and officers directly oversee the activities of DCI. However, the officers of 3CDC also oversee the activities of DCI. All employees that carry out the activities of DCI are employees of DCI's parent company, Cincinnati Center City Development Corporation (3CDC). 3CDC does not charge compensation of officers to DCI.

The hiring and daily management of the clean and safe staff was previously outsourced to a third party. In May 2019, the organization began directly hiring and managing the clean and safe staff. Additionally, resources allocated to helping connect individuals with social services have been aligned with the larger GeneroCity 513 program.

Part X, Line 2:

The Organization is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code and a similar provision of Ohio law. However, the Organization is subject to federal income tax on any unrelated business taxable income. The Organization's IRS Form 990 is subject to review and examination by federal and state authorities. The Organization believes it has appropriate support for any tax postions taken, and therefore, does not have any uncertain income tax positions that are material to the consolidated financial statements.

As part of this program Downtown Cincinnati, Inc. also employs Social Service Outreach Coordinators to provide outreach services to the downtown population that are homeless or panhandling. In addition Downtown Cincinnati, Inc. has an agreement with Hamilton County to provide outreach services to individuals being released from prison. Downtown Cincinnati, Inc. has cleaning agreements with SORTA to clean Government Square and various bus stops and shelters, and various small cleaning contracts throughout downtown Cincinnati.
