The draft version of the federal form 990 is reviewed in detail by the audit and finance committee and is provided to all members of the board of directors before filing with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

Officers and directors are required annually to sign a form that indicates that they have received the conflict of interest policy, read and understood the policy, and are in compliance with the policy. The forms are updated each year during the board's annual meeting (typically in october or november) and are reviewed at that time for any potential conflicts.

An independent consultant was hired to provide benchmarking data for employee compensation and to assist the president in his internal equity assessment of the organization's salary structure. The consultant was asked to provide benchmark data which included other non-profits. The consultant provided data to the board of directors for their determination of the salary for the president & ceo. The executive vice president and chief financial officer assisted with the data and recommendations for budgeted salary increases and thresholds for all other employees.

ACHIEVING THE DREAM GUIDES COLLEGES THROUGH AN INSTITUTIONAL CHANGE PROCESS THAT STRENGTHENS CRUCIAL CAPACITIES WHICH NETWORK EXPERIENCE AND RESEARCH SUGGEST MAKES A DIFFERENCE IN ENABLING ALL STUDENTS TO EARN CERTIFICATES AND DEGREES.ATD'S LONGSTANDING EMPHASIS ON BUILDING DATA CAPACITY AND ENCOURAGING LEADERSHIP AND INNOVATION HAS SHAPED THE NATIONAL CONVERSATION ON IMPROVING STUDENT OUTCOMES. OUR FOCUS ON ACCESS AND COMPLETION FOR LOW-INCOME STUDENTS AND STUDENTS OF COLOR IS NOW A CENTRAL FOCUS OF COMMUNITY COLLEGES NATIONWIDE.TO SEED INNOVATIVE IDEAS THAT GENERATE KNOWLEDGE THAT CONTRIBUTES TO GREATER STUDENT SUCCESS, ATD MANAGES A VARIETY OF INITIATIVES. FOR EXAMPLE, DURING FY15-16, ATD HAS LED THE SCALE-UP OF A BROAD EFFORT TO INTRODUCE A FRESH, HOLISTIC APPROACH TO STUDENT SUCCESS THAT TAKES INTO ACCOUNT FAMILY AND WORK RESPONSIBILITIES, FINANCIAL NEEDS BEYOND TUITION, AND THE FINANCIAL KNOWLEDGE STUDENTS NEED TO SUSTAIN THE OTHER ASPECTS OF THEIR LIVES. THE WORKING STUDENTS SUCCESS NETWORK (WSSN) HAS BROUGHT TOGETHER 19 COLLEGES IN FOUR STATES TO HELP STUDENTS TO GAIN FINANCIAL SKILLS AND CAREER EXPERIENCE TO BOTH SUCCESSFULLY EARN CREDENTIALS AND FIND JOBS THAT PAY FAMILY-SUSTAINING WAGES. WSSN ARE DEEPENING THEIR WORK TO PROVIDE STUDENTS A COMPLEMENTARY SET OF SERVICES IN THREE KEY AREAS TO HELP THEM COMPLETE CREDENTIALS AND PUT THEIR LIVES ON SOLID FINANCIAL GROUND. THESE AREAS INCLUDE:-EDUCATION AND EMPLOYMENT ADVANCEMENT-INCOME AND WORK SUPPORTS-FINANCIAL SERVICES AND ASSET BUILDINGATD ALSO WORKED CLOSELY WITH EDUCAUSE TO PIONEER A NEW APPROACH ON CAMPUSES CALLED THE INTEGRATED PLANNING AND ADVISING FOR STUDENT SUCCESS IN HIGHER EDUCATION (IPASS) INITIATIVE. THIS INITIATIVE SUPPORTS COLLEGES AND UNIVERSITIES IN LEVERAGING TECHNOLOGY TO ENHANCE AND STREAMLINE COURSE ADVISING, SELECTION, AND REGISTRATION AND TRACKS STUDENT PROGRESS TO IMPROVE ACADEMIC DECISION-MAKING. DURING FY15-16, ATD OFFERED TECHNICAL ASSISTANCE ON PLANNING, IMPLEMENTATION, PROGRESS MONITORING, AND CHANGE MANAGEMENT TO 14 OF THE 24 COMMUNITY COLLEGES AND UNIVERSITIES SELECTED TO PARTICIPATE IN IPASS.ACHIEVING THE DREAM CONTINUED TO PARTNER WITH JOBS FOR THE FUTURE ON STEM REGIONAL COLLABORATIVES TO HELP COLLEGES DEVELOP CLOSE PARTNERSHIPS WITH EMPLOYERS, P-12 SCHOOL SYSTEMS AND COMMUNITY ORGANIZATIONS TO STRENGTHEN THEIR MIDDLE-SKILL STEM PATHWAYS. ATD ALSO HAS WORKED WITH FOUR COLLEGES TO IMPLEMENT A STRENGTHENING PATHWAYS TO RETAIL CAREERS INITIATIVE, WHICH IS DESIGNED TO LEAD TO HIGHER, FAMILY-SUSTAINING WAGES IN THE RETAIL AND HOSPITALITY INDUSTRIES.ACHIEVING THE DREAM CONTINUED TO LEAD SEVEN REGIONAL COLLEGES IN THE NORTHEAST RESILIENCY CONSORTIUM, FUNDED BY THE U.S. DEPARTMENT OF LABOR, TO SUPPORT WORKFORCE DEVELOPMENT. THE EFFORT GIVES WORKERS CREDIT FOR PREVIOUS LEARNING AND BUILDS REGIONAL CAPACITY TO RETRAIN THE UNEMPLOYED, VETERANS, AND OTHER WORKERS IN CRITICAL OCCUPATIONS, SUCH AS HEALTHCARE, INFORMATION TECHNOLOGY, AND ENVIRONMENTAL TECHNOLOGY.OTHER SIGNIFICANT ACTIVITIES INCLUDED:-FOUR PRESIDENTS' SYMPOSIA ATTENDED BY MORE THAN 70 ATD COLLEGE PRESIDENTS WHO ENGAGED IN REFLECTIVE DISCUSSION AND PROBLEM SOLVING ON TOPICS SUCH AS STRUCTURED PATHWAYS AND ENGAGING FACULTY IN TEACHING AND LEARNING. -AN ANNUAL CONFERENCE WITH RECORD ATTENDANCE OF MORE THAN 2,000 COMMUNITY COLLEGE LEADERS AND PRACTITIONERS.-A HIGHLY SUCCESSFUL TWO-DAY DATA AND ANALYTICS SUMMIT, SPONSORED BY ATD AND SAS, EXCLUSIVELY FOR NETWORK COLLEGES, TO LEARN HOW TO USE DATA AS A STRATEGIC ASSET TO INCREASE STUDENT SUCCESS.-THE LAUNCH OF A NEW CAPACITY FRAMEWORK AND RELATED COACHING CHANGES THAT OFFER AN UPDATED APPROACH TO PREPARING OUR COLLEGES TO IMPLEMENT PATHWAYS.
