The executive director provides a copy of the 990 to the full board and also reviews it with the organization's executive committee prior to filing with the irs.

Each year the office manager requests completed forms from each board member. If any of the forms identify potential conflicts that may be detrimental to the interests of Advance Illinois, they would be provided to the Executive Director for further review.

Advance Illinois organized a search committee and used Koya Partners to recruit the Executive Director who has served in this role since 2016. Annually, the Executive Committee reviewed the Executive Director's performance and relied on their knowledge of the local market to ensure comparability with similar positions at similar organizations.

Form 990, Part III, Line 1 The organization'S mission

Advance Illinois is guided by the conclusion that driving significant improvement in education outcomes requires a comprehensive approach over many years. Specifically: (1) Significant progress improving student outcomes takes many years to achieve. While student performance can improve immediately following education policy changes, the systemic nature of reform means it generally takes states one to two decades to achieve meaningful growth in outcomes, with more progress left to be done (2) A student-centric reform agenda is a necessary foundation for improvement. Policies that prioritize students and focus on key levers, such as quality early education, high standards and rigorous curriculums, school accountability, and talented educators, are essential in laying the groundwork for continuous improvement. (3) But passing these policies is not enough; implementation and evaluation with fidelity must follow, with support at the community and state levels. Legislative wins are step one, but to realize impact states must see policies all the way through implementation and evaluation, which requires local and state leadership and support. (4) Funding adequacy and equity are individually important, but more powerful together. States that have high levels of fairly-distributed funding have risen to the top nationally in overall student performance. (5) Beyond these fundamentals, additional measures are necessary to close achievement gaps and ensure all students are college- and career-ready. Even leading states face large achievement gaps and underprepared students, suggesting that student support strategies require increased attention and more targeted intervention.

Schedule D, Part X, Line 2 FIN 48 (ASC 740) footnote

Advance Illinois is exempt from federal income taxes under section 501(c)(3) of the Internal Revenue Code and, therefore, has made no provision for federal income taxes in the accompanying financial statements. There were no income tax related interest or penalties recognized by the Organization for the years ended December 31, 2017 and 2016. The Organization has not been examined by any tax jurisdiction. The Organization has no on-going federal, state or local tax audit; however, the Organization's tax returns for 2012 and subsequent years are open to examination. The Organization does not expect the total amount of unrecognized tax benefits to significantly change in the next 12 months. The Organization would recognize interest and penalties related to unrecognized tax benefits in interest and income tax expense, respectively. A tax position is recognized as a benefit only if it is more likely than not that the tax position would be sustained in a tax examination, with a tax examination being presumed to occur. The amount recognized is the largest amount of tax benefit that is greater than 50% likely of being realized on examination. For tax positions not meeting the more likely than not test, no tax benefit is recorded.

Advance Illinois works with local and national organizations; education researchers; the state's education agencies (Illinois State Board of Education, Illinois Board of Higher Education, and the Illinois Community College Board); the state's executive branch; the state's P-20 Council; the state's General Assembly and various legislative work groups. Advance Illinois conducts outreach with community groups, education stakeholder groups (e.g. teacher unions and school management groups), the media, and the general public. Advance Illinois shapes and promotes a thoughtfully-researched education policy framework that begins with the objective to expand access to high quality early childhood education and support students to post-secondary success. From birth to career, Advance Illinois envisions a healthy education system to supports five interconnected goals: (1) create rigorous learning environments with high expectations; (2) hire, develop and retain the great teachers and leaders; (3) give schools the resources they need; (4) engage families and provide necessary student supports; and (5) promote continuous improvement and innovation.
