Mission and Program Overview

Mission

Keystone human services (khs) creates opportunities for growth and meaningful life choices so that all people can be valued, contributing members of their community. For over 45 years, khs and its subsidiary organizations have developed a wide range of services and supports for adults, children and families.

Major Activities

Activity 2
KFCF focuses on support for children with disabilities and their families, as well as the thousands of children who languish in orphanages in Russia. Advocacy efforts highlight the importance of keeping children in the community and providing families with the necessary supports to promote a secure and meaningful life.In addition, KHSI has provided consultation services in Azerbaijan and Romania. KHSI has also hosted Russian delegates to gain first hand exposure to the American system through the Open World Leadership Center.KAS successfully enrolled fifty-one (51) adults, twenty-one (21) years of age and older and residing in Chester, Cumberland, Lancaster and Dauphin Counties, into the Adult Community Autism Program during the year 2010. KAS also provided Adult Autism Waiver services to two (2) individuals and their family members during the year 2010, with the focus upon Functional Behavioral Assessment and effective behavioral support planning. In addition, KAS provided consultation services and behavioral support planning, education and implementation throughout Keystone Human Service organizations for individuals residing in residential care settings.ISI has succeeded in continuing to support approximately 420 individuals, the same number as in the previous year, despite significant funding constraints and new funding methodologies adopted by the Commonwealth of Pennsylvania. Keystone continued to meet established financial objectives aimed at strengthening the financial base to assure long term commitments of service can be honored while at the same time maintained high quality of services provided.KHS and all of the Keystone subsidiaries received unqualified opinions, the highest level of assurance available of their financial statements by independent international auditing firm. No significant corrections or internal control related matters were noted by the auditing firm.

Other Initiatives:The Keystone InstituteThe Keystone Institute (KI), KSS's educational division, provided 71 formal values and skills-based educational events to a total of 1,639 participants, which translates to a total of 20,826 participant training hours. The purpose of the KI is to advance the vision of the organization through education and support with the intent that services provided will enrich the lives of the people who are supported. To achieve this, KI provides a variety of educational workshops across all the agencies, provides consultation to agencies and individuals, and works to build leadership capacities and skills within organizations. In addition, KI provided over 233 hours of consulting to the various Keystone Agencies regarding values based approaches to support services.International Practical Training ProgramThrough Keystone's International Practical Training Program (IPTP), individuals from all geographic areas of the world come to the United States to participate in and to gain practical and professional experience in human services through Keystone agency work experience and Keystone Institute training. It forges lasting friendships with human services professionals who share their goals and visions. Educational opportunities focus on: clinical skills, program management, voluntary action, leadership, governance and community capacity. In this initiative KSS partners with American Youth Work Center (AYWC) who sponsors the J-1 visa participants in the IPTP. This past year KSS supported 13 participants from five different countries. Clinton Global Initiative/Keystone Global PartnersAs a returning member of the Clinton Global Initiative, Dennis W. Felty's (President of Keystone Human Services, parent company to this Organization) efforts have culminated in a formal Commitment for Action in support of the Initiative's Global Health priority. This Commitment centers on the Keystone Global Partners (KGP) program. The KGP model is built on years of Keystone Human Services' work empowering community leaders and professionals through our International Practical Training Program and International Professional Exchanges. KGP aims to apply the strengths of America's private nonprofit sector to help build the capacity of emerging non-government organizations (NGOs) in countries that are just beginning to develop their human service systems in the areas of autism, education, health care, intellectual disability, mental illness, and physical disability. The ultimate goal of the program is to advance systems of care - coordinated networks of services and supports - for people with disabilities around the globe.International Federation of Educative Communities (FICE)FICE, an international organization developing systems of care throughout the world, has re-established FICE-United States, with Dennis W. Felty serving as President. The current major focus of FICE-USA is to organize sponsoring partnerships, and develop a structure to partner with other international sponsors, and promote the growth of activities with FICE-South Africa. Pennsylvania Partnerships Abroad, Ltd.This program involves Masters Degree business students from the University of Economics in Wroclaw, Poland, who work and study with American businesses in Pennsylvania. Keystone works with both the Pennsylvania non-profit humanitarian organization known as Pennsylvania Partnerships Abroad, Ltd. (PPA) and the University of Economics in Wroclaw. Students who participate as interns conduct this activity from the approximate dates of October 1st through January 31st, and gain experience in the operation of the American free enterprise system. Keystone is proud to have participated in this program during the last eight years. For the 2009/10 hosting year, the Keystone Partnership provided training for an individual in public relations and marketing.

IRS990/Description0Keystone achieved the following significant accomplishments during the fiscal year ended June 30, 2010:In the Commonwealth of Pennsylvania, KSS operates Intellectual Disabilities services individuals received services in a variety of settings ranging from their own homes to agency owned homes, family-provider homes, community supports, and adult day centers. Approximately 669 individuals receive services through these programs. Adult Mental Health services are offered in a variety of settings ranging from the homes of the individuals served to agency-owned homes, the community, employment centers, psychiatric rehabilitation programs, and drop-in centers. 1,105 individuals receive services through these programs. Adopting and designing resiliency-focused, empirically-based supports for the most at-risk and vulnerable children and families, KSS provides Children and Family Services through a wide range of programs. Approximately 3,157 individuals receive services through these programs.In the State of Delaware, KSS has the reputation as the premier preferred provider. For the six year in a row KSS was chosen by families to provide support services to their loved ones. Currently, KSS is serving 44 individuals in residential settings in Delaware.Key supports individuals in the State of Connecticut with intellectual disabilities in residential services. In the Individual and Family Support Services (IFS) individuals received support services in the areas of autism, individualized day support, supported homes and youth transition.KP is the fundraising organization for Keystone. Funds were raised on behalf of all of Keystone's programs. Specific efforts are directed towards those programs that are significantly dependent upon private donations to fund operations. KHSI is dedicated to advancing the Mission and Vision of KHS internationally. KHSI has two international subsidiaries: Keystone Human Services International Moldova Association (KHSIMA) and Keystone Foundation for Children and Families (KFCF) in Russia.During the year, KHSIMA through its Community for All - Moldova Program supported 25 children and young adults with intellectual disabilities to move out of the institution at Orhei and be reintegrated with their biological families. Nearly half (45%) of these children are now attending their local community school. Another 25 at-risk children were prevented from institutionalization in the first place through the provision of appropriate services.In addition to providing administrative support to the C4A-MD Program, KHSIMA services also include educational and social inclusion supports to children and parents from vulnerable families in the villages of Tudora and Bacioi. In the village of Tudora, the "Unitate" (Unity) Center serves 45 children and their families annually. A second Center, in the town of Bacioi, a suburb of the Capital of Chisinau, named "Vis" (Dream), this Center annually serves 60 children and their families.(Continued in next section)

(ISI), and Keystone Human Services International (KHSI). The Board of KHS, in its role as parent organization, appoints the boards of all subsidiary corporations, sets policy and strategy, and has oversight of all entities associated with the Organization. Keystone Service Systems, Inc.KSS is a Pennsylvania nonprofit organization that provides a full range of services ranging from residential services to counseling and other support services and provides support services for families and individuals who experience mental retardation, mental illness, or other behavioral challenges throughout Pennsylvania and in the States of Delaware and Maryland. Keystone Service Systems, Inc. provides office space, accounting, administrative and management support services to the related organizations. This is a qualified 501(c)(3) tax exempt organization pursuant to formal IRS written determination letter. Key Human Services, Inc.KEY is a Connecticut nonprofit corporation that provides a variety of community based support programs intended to help people with disabilities live as independently as possible in their local communities. Established in Connecticut in 1989, KEY's mission is to act as a change agent, creating opportunities that encourage growth and meaningful life choices while assisting persons in finding home, health, friends, work, and presence in their communities. KEY is supported primarily through contracts from governmental sources and other nonprofit organizations. This is a qualified 501(c)(3) tax exempt organization pursuant to formal IRS written determination letter.Tri-County Society for Children and Adults, Inc. doing business as Keystone PartnershipKP is a Pennsylvania nonprofit organization that provides support to the mission of KHS and other nonprofit organizations providing similar services through its fundraising efforts, promotion of community awareness of the KHS services provided, and establishment of a community volunteer support base. This is a qualified 501(c)(3) tax exempt organization pursuant to formal IRS written determination letter. Keystone Human Services InternationalKHSI is a nonprofit organization providing support services and programs to families outside of the USA. KHSI's primary role is to identify opportunities in the form of civil society coordination, development and organization including but not limited to direct support services, technical assistance, grant making, foundation services, monetary and administrative supports to further the independence of people who are in need of service due to disabling conditions and various other adverse societal conditions throughout the world. KHSI is the founder of KFCF, a Russian NGO and KHSIMA, a Moldovan NGO. This is a qualified 501(c)(3) tax exempt organization pursuant to formal IRS written determination letter. Keystone Autism ServicesKAS was established by Keystone Human Services on September 30, 2007. Keystone Human Services is the parent organization. KAS is focused on the implementation of community based support services for adults with a diagnosis of autism. Its purposes are exclusively charitable, education, religious and scientific per the By-laws adopted on February 19, 2008 and was declared a 501(c)(3) by the Internal Revenue Service in a letter dated November 25, 2009.IMPACT SYSTEMS, Inc.On January 31, 2008, Keystone Human Services acquired this organization which provides community based support services to individuals with mental retardation and/or mental illness. IMPACT SYSTEMS, Inc. was declared a 501(c)(3) by the Internal Revenue Service in a letter dated October 14,2010.
