UTAH STATE UPSTART PROGRAM EVALUATIONETI was contracted by the state of Utah to evaluate the UPSTART program, a computer-based preschool program that teaches children literacy skills. The evaluation consisted of: (1) evaluating the programs effectiveness preparing children academically for success in school Utah State UPSTART Program Evaluation; and (2) testing the feasibility of scaling such a program to all preschool children in Utah. ETI compared outcomes for a group of children that experienced the UPSTART program with a group of children that had not experienced the early intervention program. A final report was written and submitted to the state of Utah including findings and recommendations. This evaluation was exteneded for an additional 4 years.--
VARIOUS EDUCATIONAL EVALUATION PROJECTS--
Federal i3 Grant to Evaluate the Utah UPSTART Program in Rural School Districts 2014-present.Funding from a US Department of Education i3 validation grant was provided to expand the reach of UPSTART to children from rural districts in Utah who have traditionally had less access to educational resources. Launched in 2014, the evaluation will take place over five years and include rural school districts across the state. UPSTART is a computer-based in-home preschool program that uses software designed by the Waterford Institute to provide preschool-age children with individualized reading instruction. In addition to providing pre-Kindergarten instruction, children will use the program in the summers after kindergarten, first and second grades to forestall learning decay that can undermine academic success. To study the programs effectiveness, ETI designed a longitudinal, experimental research design. To study impacts on rural students, ETI will compare literacy skills of children who participated in UPSTART to children who did not participate in UPSTART over multiple time points: pre-kindergarten (baseline), kindergarten, 1st grade, 2nd grade and entry into 3rd grade. In addition, ETI will evaluate the program implementation across the districts and report on challenges and successes faced during the project. The project highlights ETIs network of skilled assessment field staff and ability to manage large-scale data collection efforts. Evaluation findings will be used by educators, researchers, and practitioners, and will inform a national evaluation of all i3 grant projects.--
HB 513 Early Intervention Software Program Evaluation 2014 - currentThe Utah State Legislature funded HB 513 Early Intervention Software Program (HB 513) to encourage literacy growth and achievement in Utah students in grades K-3. HB 513 offered Local Education Agencies (LEAs) throughout the state the option to select from five interactive computer software program providers with programs on reading instruction. To ensure that HB 513 was implemented as it was intended and that the program had the desired impact on students, the Utah State Office of Education (USOE) hired the Evaluation and Training Institute (ETI) to conduct a multi-year evaluation study. The primary goal of the HB 513 evaluation study was to describe the implementation of the early intervention software programs and to document the outcomes associated with school, teacher and individual student participation. ETI used a mixed-method evaluation design, which included surveys and interviews (primary source data) and analyses of secondary sources of data.Secondary sources of data included records of software usage and proprietary outcome data recorded by each of the five software vendors.In addition, ETI compared the literacy achievement of students in the early intervention program to a matched comparison group of students not in the programs (known as a control group) using student-testing results from school-based Dynamic Indicators of Basic Early Literacy Skills (DIBELS) Next data. ETI presented the evaluation findings to the Utah State Office of Education.--
