OTHER PROGRAM SERVICES 4: NATIONAL SCIENCE FOUNDATION ROADMAP EVALUATIONETI WAS CONTRACTED BY THE NATIONAL GEOGRAPHIC SOCIETY (NGS) TO SERVE AS THEIR EVALUATOR ON A TWO YEAR NATIONAL SCIENCE FOUNDATION (NSF) GRANT PROJECT AIMED AT CHARTING GEOGRAPHIC EDUCATIONAL INSTRUCTION, ASSESSMENT AND RESEARCH FOR THE NEXT TWENTY-FIVE YEARS. THE NSF CHARGED PROJECT STAFF TO DEVELOP RECOMMENDATIONS IN THESE THREE AREAS THAT WOULD SERVE AS "roadmaps" FOR PROFESSIONALS WORKING IN EACH FIELD. AS PART OF A COMPREHENSIVE PROCESS EVALUATION, ETI WORKED COLLABORATIVELY WITH COMMITTEES OF EXPERTS IN THE THREE AREAS ALONG WITH STAKEHOLDER GROUPS, SUCH AS EDUCATIONAL PROFESSIONALS, TESTING AND ASSESSMENT PROFESSIONALS, AND EDUCATIONAL POLICY EXPERTS TO ANALYZE THE PROCESSES THE PROJECT STAFF EMPLOYED TO REACH CONSENSUS AND MEET THEIR STATED GOALS. QUALITATIVE DATA ANALYSIS METHODS WERE USED TO REVIEW ARCHIVAL COMMITTEE DOCUMENTS, DIGITAL ARTIFACTS AND PRIMARY DATA COLLECTED THROUGH INTERVIEWS AND OPEN-ENDED SURVEY RESEARCH METHODS. OTHER PROGRAM SERVICES 5: Waterford Federal i3 Grant Rural Literacy Program EvaluationETI was contracted by the Waterford Institute to serve as their external evaluator on a Federal Department of Education grant managed by the Office of Innovations and Improvement in Education (OII). ETI was contracted to evaluate use of the UPSTART program, a computer-based preschool program that teaches children literacy skills, in rural areas across the state of Utah. ETI tested children and surveyed parents, and compared literacy outcomes for a group of children that experienced the UPSTART program with a group of children that had not experienced the early intervention program. OTHER PROGRAM SERVICES 6: FIRST 5LOS ANGELES EVALUATIONETI was contracted by First 5 LA to study the effects of the LBL program on families throughout Los Angeles County. The evaluation was designed to fulfill two objectives: 1) to study the implementation of the LBL program and compare it across WIC sites, and 2) to pilot-test a strategy to trackthe short-term outcomes of improved family functioning, such as parents self-reported early literacy behaviors, reading to their children, using program materials, among others. ETI conducted site observations, staff interviews and participant intercept surveys to study the program. ETI delivered a final report that summarized all findings, and made a presentation to follow-up on the study.

THE NSF CHARGED PROJECT STAFF TO DEVELOP RECOMMENDATIONS IN THESE THREE AREAS THAT WOULD SERVE AS "roadmaps" FOR PROFESSIONALS WORKING IN EACH FIELD. AS PART OF A COMPREHENSIVE PROCESS EVALUATION, ETI WORKED COLLABORATIVELY WITH COMMITTEES OF EXPERTS IN THE THREE AREAS ALONG WITH STAKEHOLDER GROUPS, SUCH AS EDUCATIONAL PROFESSIONALS, TESTING AND ASSESSMENT PROFESSIONALS, AND EDUCATIONAL POLICY EXPERTS TO ANALYZE THE PROCESSES THE PROJECT STAFF EMPLOYED TO REACH CONSENSUS AND MEET THEIR STATED GOALS. QUALITATIVE DATA ANALYSIS METHODS WERE USED TO REVIEW ARCHIVAL COMMITTEE DOCUMENTS, DIGITAL ARTIFACTS AND PRIMARY DATA COLLECTED THROUGH INTERVIEWS AND OPEN-ENDED SURVEY RESEARCH METHODS. OTHER PROGRAM SERVICES 6: FIRST 5LOS ANGELES EVALUATIONETI was contracted by First 5 LA to study the effects of the LBL program on families throughout Los Angeles County. The evaluation was designed to fulfill two objectives: 1) to study the implementation of the LBL program and compare it across WIC sites, and 2) to pilot-test a strategy to trackthe short-term outcomes of improved family functioning, such as parents self-reported early literacy behaviors, reading to their children, using program materials, among others. ETI conducted site observations, staff interviews and participant intercept surveys to study the program. ETI delivered a final report that summarized all findings, and made a presentation to follow-up on the study.
