Mission and Program Overview

Mission

To provide olympic type training and competition to intellectually disabled children and adults in the state of oklahoma.

Special Olympics Oklahoma provides year-round sports training and athletic competition in a variety of Olympic type sports for children and adults eight years of age or older with intellectual disabilities, giving them continuous opportunities to develop physical fitness, demonstrate courage, experience joy and participate in a sharing of gifts, skills and friendship with their families, other special Olympics athletes and the community. Special Olympics was founded in 1968 by Eunice Kennedy Shriver. Special Olympics Oklahoma was founded in 1969 with 20 participants. Today, SOOK offers over 140 events annually throughout the state to over 11,600 registered athletes in 15 different sports. Eight of the sports offered include unified sports opportunities (partnering athletes with and without intellectual disabilities on the same team).

The finance committee reviews the draft form 990 and reports to the Board of Directors.

Form 990, Part VI, Section B, Line 12C

Executive Committee discusses any conflicts of interest at the first board meeting of the year. As stated in Article XIV Conflict of Interest, a director shall be considered to have a conflict of interest if (A) such director has existing or potential financial or other interests which impair or might reasonably appear to impair such member's independent, unbiased judgment in the discharge of his or her responsibility to SOOK, or (B) such director is aware that a member of his or her family (which for purposes of this paragraph shall be a spouse, parents, siblings, children and any other relative if the latter resides in the same household of the director, or any organization in which such director (or member of his or her family) is an officer, director, employee, member, partner, trustee or controlling stockholder, has such existing or potential financial or other interests. All directors shall disclose to the Board any possible conflict of interest at the earliest practicable time. No director shall vote on any matter under consideration at a Board or Committee meeting, in which such director has a conflict of interest. The minutes of such meeting shall reflect that a disclosure was made and that the director having a conflict of interest abstained from voting. Any director who is uncertain whether a conflict of interest may exist in any matter may request the Board or Committee to resolve the questions by majority vote.

Form 990, Part VI, Section B, Line 15A

The Executive Committee of the SOOK Board of Directors will annually evaluate the President and CEO just prior to the November board meeting. The Chairman of the Board will distribute the CEO evaluation form to all committee members a minimum of one month prior to the meeting. The Executive Committee will meet privately to discuss the evaluation and make appropriate recommendations including any salary adjustments. The Board Chair, representing the Executive Committee, will meet privately with the CEO to discuss the evaluation and share the committee's findings. The CEO is responsible for evaluating salary comparisons from greater Tulsa charitable organizations and the salary survey conducted by the National Association of Special Olympics Professionals (NASOP). The CEO will make annual recommendations to the Executive Committee for appropriate SOOK salary figures for budgeting purposes. The Executive Committee and the Board of Directors will vote for approval of salary recommendations. The Executive Committee may implement personnel policies and procedures regarding terms and conditions of employment, salary, and fringe benefit policies for the President and CEO and all other staff members within the policies established by the Board of Directors.

Part V, Line 4: Intended uses of the endowment fund.

In 2014, the Organization established the Special Olympics Oklahoma Barry Switzer Endowment in order to support future operations.

Part X : FIN48 Footnote

The Organization is organized as an Oklahoma nonprofit corporation and has been recognized by the Internal Revenue Service (IRS) as exempt from federal income taxes under Section 501(a) of the Internal Revenue Code as organizations described in Section 501(c)(3), qualify for the charitable contribution deduction under Sections 170{b)(1)(A)(vi) and (viii), and have been determined not to be private foundations under Sections 509(a)(1) and (3), respectively. The Organization is annually required to file a Return of Organization Exempt from Income Tax (Form 990) with the IRS. In addition, the Organization is subject to income tax on net income that is derived from business activities that are unrelated to its exempt purpose. Management has determined that the Organization is not subject to unrelated business income tax and has not filed an Exempt Organization Business Income Tax Return (Form 990-T) with the IRS. Management believes that the Organization has appropriate support for any tax positions taken affecting its annual filing requirements, and as such, does not have any uncertain tax positions that are material to the financial statements. The Organization would recognize future accrued interest and penalties related to unrecognized tax benefits and liabilities in income tax expense if such interest and penalties are incurred. The entity's Forms 990, 990-T and other income tax filings required by state, local, or non-U.S. tax authorities are no longer subject to tax examination for years before 2019.
